    Regulation FP-4.0 Building Fire Protection Design Features and Life Safety

    Requirements

    4.1 Fire Protection Design nalysis!

    A fire protection design analysis is required for all designs and shall address the fire protection

    requirements of the project as required by these regulations. The fire protection design analysis shall

    be separate from other disciplines and shall be submitted with concept submission. The same shall

    include the following:

    4.1.1 Building code analysis i.e. type of construction, height and area limitations and buildingseparation or eposure protection.

    4.1.! "lassification of #ccupancy

    4.1.$ %equirement for fire rated walls, fire rated doors, fire dampers with their fire resisti&e ratings,

    smo'e compartmentation ( smo'e barriers.

    4.1.4 )eans of egress in accordance with *+A 1-1 occupant loads, eit capacities etc/.

    4.1.0 Analysis of automatic sprin'ler systems and other suppression systems and protected areas,

    including hydraulic analysis of required water demand.

    4.1. 2ater supplies, water distribution, location of fire hydrants.

    4.1.3 mo'e control methods and smo'e control systems.

    4.1.5 +ire Alarm ystem the type of alarm system and location of alarm equipment/.

    4.1.6 +ire detection system the type of detection system and location of detectors/.

    4.1.1- tandpipe systems and fire etinguishers.

    4.1.11 7nterior finish ratings.

    4.1.1! "onnection to and description of fire alarm super&ising system.

    4.1.1$ 7dentify the &arious occupancies and ha8ardous areas associated with the facility.

    4.1( Lifts Fire Lifts : 3le7ators and #on7eying Systems!

    4.1$.1 *ew lifts shall be designed in accordance with A)C A 13.1 which includes pro&isions for a fire

    lift. %ele&ant pro&isions of *+A 1-1 and *+A 0--- shall apply.

    4.1$.! All the floors shall be accessible for !4 hours by the lifts. The lifts pro&ided in the buildings shall

    not be considered as a means of escape in case of emergency.

    4.1$.$ The lift machine room shall be separated and no other machinery shall be installed therein.

    4.1$.4 Difts designed in accordance with 9ubai )unicipality standards shall also be appro&ed subject

    to the condition that the following requirements are strictly met:

    4.1$.4.1 The ele&ator shaft to be of the ! =our fire resistant construction.

    4.1$.4.! Cle&ator to be fitted with protected and standby power supplies.

    4.1$.4.$ mo'e &enting pro&ision shall be pro&ided to these lift shafts.

    4.1$.4.4 Cle&ators shall return to the le&el of eit discharge in case of emergency, and in the

    case of the emergency being on the DC9, a alternati&e floor shall be used as defined

    by the +ire afety trategy

    4.14 Buildings Ser7ice and Fire Protection installations : fire e/tinguis*ing Systems and

    3qui%ment!-

    4.14.1 9esign of new, and modifications to eisting buildings and facilities shall be in accordance with

    the requirements of these regulations which describe specific fire protection design criteria.

    9esign is to incorporate redundant fire protection concepts, employing acti&e fire protection

    through automatic fire suppression and detection systems, passi&e fire barrier features, and

    limiting combustible fuel load within the buildings in order to control and minimi8e potential

    losses.

    4.14.4 ortable +ire Ctinguishers: C&ery building, facility or structure shall be pro&ided with portable

    fire etinguishers of types, capacities, numbers, and locations appropriate to the indi&idual

    building or structure with due regard to the character of its occupancy. All the fire etinguishers

    4.14..$ "lass 7 standpipe systems shall be pro&ided in eit stairways of buildings four stories

    or more in height. These systems shall not include hose. !1

    4.14..4 "lass 7 standpipe systems shall also be pro&ided in nonsprin'lered facilities where allportions of the building cannot be reached with !-- feet of fire fighting hose lines

    4.14.7.2 upply 9uration and )ain i8e "riteria: The water supply for fire protectionshall ha&e

    minimum supply duration of !hours. *ew primary distribution mains shall in no case

    be smaller than 1! inches $-- mm/, buildingmm/ suction connection with national standard fire hose threads in accordance with

    *+A !4 and *+A 16$, Fire Hose Connections.

    =ydrants shall be abo&eground type.

    =ydrants shall be installed adjacent to pa&ed areas, accessible to fire department

    hydrant.

    perpendicular to the street to allow straight lined connection to the pumper.

    A sufficient number of hydrants shall be pro&ided so that hose stream demand can be

    2ater demand for special facilities, family housing, piled or rac' storage, rubber tire storage,

    flammable ( combustible liquid storage shall be determined on the basis of rele&ant *+A codes.

    &.2ater supply pressure requirements: ressure required for sprin'lered buildings, facilities or

    structures shall be the most demanding pressure of the domestic < industrial demand, sprin'ler

    demand or hose stream demand and shall be determined by hydraulic calculations.

    &i. ;uantities of water required: %equirements for fire protection water storage shall be based on the

    assumption that there will be only one fire at a time. The quantity of water required shall be equal

    to the product of the fire protection water demand and the required duration. This quantity

    represents fire protection requirements only and shall be a&ailable at all times. 2ater supply for

    domestic, industrial and other demands shall be added to these requirements to determine the

    total amount of water that is necessary at the building, facility or structure. The water storage shall

    be self replenishing. 7t shall reach required &olume during normal consumption within 45 hours

    and within !4 hours curtailing normal consumption.

    &ii. The pumps: umps shall ha&e adequate capacity with reliable power and water supply. They shall

    conform to the requirements of *+A !-. +ire pumps, dri&ers and other equipment including

    automatic accessories shall be listed by D, appro&ed by +) or listed or classified by *%TD. +ire

    pumps shall be located in a detached, noncombustible pump house or located in a !hours fire

    rated room with direct access from the eterior. A secondary fire pump shall be pro&ided when the

    water supply cannot support !0H of the sprin'lers in the hydraulically most remote design area

    with the primary fire pump outofser&ice.

    &iii. +ire )ains: se of fire mains for the ser&ices li'e irrigation, process ( domestic purposes shall

    not be permitted.

    ressure%egulating ?al&es %?s/: %?s are restricted in use on fire protection water systems.

    2here essential, %?s shall be installed on indi&idual ser&ice rather than on main piping. 2here

    %?s are pro&ided in distribution mains supplying systems or portions of systems with fire

    hydrants, automatic sprin'ler systems or other installed fire protection, the following features shall

    be pro&ided to safeguard against failures and to facilitate maintenance:

    a/ "ontrol &al&es on each side of the %?s.

    b/ Bypass around %?s.

    4.10.! *o building, facility or structure shall be erected so as to depri&e any other building of the

    means of access.

    4.10.$ The approach road to the building and open spaces on its all sides up to m width and the

    layout for the same shall be done in consultation with C=+ire 9epartment and the same shallbe of allweather ground access hard surface capable of ta'ing the weight of the hea&iest fire

    &ehicle a&ailable with +ire 9ept. ection 0 of these regulations shall be complied with.

    4.16 8eans of 3gress!

    4.1.1 C&ery building, facility or structure shall be pro&ided with safest means of egress and other

    safeguards of 'inds, numbers, locations and capacities appropriate to the indi&idual building

    or structure with due regard to type of occupancy, the capabilities of the occupants, number of

    persons eposed, the fire protection a&ailable, the type of construction of the building or

    structure and other factors necessary to pro&ide all occupants with a reasonable degree of

    safety. The requisite number and si8e of &arious eits shall be pro&ided based on the

    population in each room, area and floor based on the occupant load, capacity of eits, tra&el

    distance and height of buildings. %efer to %%endi/ /

    4.1.! Adequate means of egress shall be pro&ided in e&ery building, facility or structure, where thesi8e, area of occupancy and other arrangements Ethat are li'ely to endanger the occupants

    attempting to use a single means of egressF are bloc'ed by fire or smo'e. All such means of

    egress shall be so arranged to minimi8e the possibility of theirs being rendered impassable by

    the same emergency conditions.

    4.1.$ C&ery eit stairway and other &ertical openings between floors of a building, facility or

    structure shall be suitably enclosed or protected as necessary to afford reasonable safety to

    occupants while using the means of egress and to pre&ent the spread of fire, smo'e or fumes

    through the &ertical openings from floor to floor before the occupants ha&e reached the

    nearest eit.

    4.1.4 Cits shall be so arranged that they may be reached without passing through another

    occupied unit ecept in case of residential buildings.

    4.1.0 )eans of egress component shall comply with *+A 1-1 and *+A 0---.

    4.1. The population in rooms, areas of floors shall be calculated based on the occupant load

    factors gi&en in the %%endi/-to these regulations.

    4.1.3 "ommon path, 9eadCnd and Tra&el 9istance limits etc. shall comply with %%endi/-2 to

    these regulations.

    4.1.5 7llumination of means of Cgress shall be pro&ided in accordance with *+A 1-1 for e&ery

    building and structure where required.

    4.1.6 Cmergency lighting facilities for means of egress shall be pro&ided in accordance with *+A

    1-1 for the buildings and structures where required.

    4.1.1- 2al'ing surfaces in means of egress shall comply with *+A 0---.

    4.1.11 C&ery ramp used as a component in means of egress shall conform to the general

    requirements of *+A 0---.

    4.1.10 Areas of refuge shall conform to *+A 0---.

    4.1.1$ lid Cscapes shall be permitted as a component in a means of egress where permitted in

    *+A 0---.

    4.1.14 Doc's, latches, alarm de&ices, delayed egress loc's, access controlled egress doors, anic

    hardware, +ire eit hardware, elf closing de&ices, owered doors, re&ol&ing doors, turnstiles,

    doors in folding partitions, balanced doors, hori8ontal sliding doors, stairs, cur&ed stairs, spiral

    stairs, winders, landings, guards, handrails, bridges and balconies etc shall comply with

    rele&ant sections of *+A 0--- ( *+A 1-1.

    4.1.10 "orridors: Cgress corridors shall not be used as a portion of a

    supply, return or ehaust air system ser&ing adjoining areas. Air transfer openings/ shall not

    be permitted in walls or in doors separating egress corridors from adjoining areas. Cception:

    Toilet rooms, bath rooms, shower rooms, sin' closets and similar auiliary spaces opening

    directly onto the egress corridor.

    4.1.1 tairways: tairs shall be constructed of concrete, steel or a combination of two. 2ood

    construction shall not be used. Treads shall be pro&ided with nons'id nosings or an integral

    abrasi&e in eh tread surface. tairways that are part of the egress pattern shall ha&e widths,

    run lengths, landings, treads, risers, handrails, guardrails, headroom, door si8es, door swings,door ratings, interior finishes, windows and other openings in accordance with *+A 1-1 and

    *+A 5-.

    4.1.13 cissor staircases are not permitted

    uideline notes:

    i Cit shall be either of hori8ontal or &ertical type. An eit may be doorway, corridor and

    passageways to an internal staircase or eternal staircase, ramps or to &erandah or terraces

    which ha&e access to the street or to roof of a building. An eit leading to an adjoining building at

    the same le&el.

    ii 9oors of small indi&idual rooms such as offices are not considered as eits unless they actually

    lead directly to the open air.

    iii 9oors of large rooms are considered to be eits.

    i& An interior passageway does not become part of an eit until it is enclosed as a fire compartment

    with at least half an hour fire resistance.

    & 2here an eternal stairway eists it shall be ensured that the use of it at the time of fire is not

    prejudiced by smo'e and flame issuing from openings e.g. 2indows, doors/ in the eternal face

    of the building.

    i& Cscape routes shall be lighted in such a manner that they can be used in a fire when a failure of

    a local electrical circuit is probable.

    & Cscape lighting shall be distinguished from the Cmergency lighting which might be pro&ided, on

    failure of a mains supply, by a standby generator. uch emergency lighting probably will not

    function in a fire due to local circuit failure and escape lighting shall be pro&ided by self

    contained fittings which are capable of running for a set period of time. The pro&isions of *+A

    3- Article 3--/ shall be complied with.

    Cscape lightings shall also be pro&ided to illuminate eits and safety signs.

    &ii Cgress lights are fitures connected to normal power supply systems and are to functions at all

    times when the building is occupied.

    &iii Cmergency lights or standby lights are normally batterytype emergency unit equipment that

    pro&ide no illumination until failure of the egress lighting circuit. These units ser&e as a bac'up

    for egress lights.

    i The colour of the eit signs shall be green.
