METODOLO[KI OBJASNUVAWA
Izvori i metodi za pribirawe na podatocite
ZEMJI[TE
Podatocite za geografskite koordinati na krajnite to~ki na Republika Makedonija, za dol`inata na granicata, ezerata i planinskite vrvovi, se prezemeni od Geografskiot institut pri Prirodno-matemati~kiot fakultet vo Skopje.
Geografskata dol`ina e presmetana spored Grini~kiot meridijan, a viso~inite se odnesuvaat na apsolutnata nadmorska viso~ina.
Podatocite za povr{inata po re~ni slivovi se prezemeni od Zavodot za vodostopanstvo na Republika Makedonija.
Podatocite za ramnini spored nadmorskata viso~ina, prose~ni godi{ni koli~estva na voda vo Republika Makedonija, razmestenost i gustina na planinski vrvovi nad 2000 metri, vodeni povr{ini, orientacija na pova`nite planinski kompleksi i povr{ini, prirodni celini vo Republika Makedonija kako i povr{ina po visinski zoni, se prezemeni od Prostorniot plan.
Podatocite za prirodnite retkosti se prezemeni od Ministerstvoto za `ivotna sredina i prostorno planirawe, Slu`ba za `ivotna sredina.
Podatocite za zemjotresite se prezemaat od Seizmolo{kata opservatorija pri Prirodno-matemati~kiot fakultet - Skopje. Stepenot na intenzitetot na zemjotresite e opredelen spored Evropskata makroseizmi~ka skala od 1998 g. (EMS-1998) koja se sostoi od 12 stepeni isto kako i me|unarodnata seizmolo{ka skala Medvedev-Sponhoer-Karnik (MSK - 64) koja prethodno be{e vo upotreba. Ovaa skala e izrabotena i predlo`ena za upotreba vo Evropa od Evropskata seizmolo{ka komisija. Su{tinska razlika me|u ovie dve skali nema, taka {to prethodno objavuvanite podatoci za intenzitetot na zemjotresite bez prethodno pretvorawe mo`at da se svedat pod skalata EMS-1998.
Dvanaesette stepeni od ovaa skala se dadeni opisno i pri pojava na zemjotres gi sledat slednite efekti:
a) Efekti vrz lu|eto
b) Efekti vrz predmetite i prirodata (osven o{tetuvawata vrz zgradite i zemji{teto)
v) O{tetuvawa vrz gradbite
I Nezabele`liv zemjotres; II Odvaj zabele`liv zemjotres; III Slab zemjotres; IV [iroko zabele`liv zemjotres; V Silen zemjotres; VI Zemjotres {to predizvikuva lesni o{tetuvawa; VII Zemjotres {to predizvikuva o{tetuvawa; VIII Zemjotres {to predizvikuva golemi o{tetuvawa; IX Razoren zemjotres; X Mnogu razoren zemjotres; XI Uni{tuva~ki zemjotres; XII Celosno uni{tuva~ki zemjotres.
KLIMA
Relativnata vla`nost e izrazena vo %. Podatocite za temperaturata se odnesuvaat na srednata mese~na vrednost koja e presmetana od srednodnevnata temperatura dobiena vrz baza na sekojdnevno merewe vo 7 ~asot, vo 14 ~asot i vo 21 ~asot po lokalno vreme, spored formulata:

Od 1989 godina se prika`uva apsolutnata maksimalna i minimalna vrednost na temperaturata vo mesecot.
Podatocite za vrne`ite se odnesuvaat na mese~noto i godi{noto koli~estvo na vrne`i izmereni na meteorolo{kite stanici vo mm.
Brojot na denovite so vrne`i i sne`na pokrivka pretstavuvaat denovi vo koi nazna~enite pojavi iznesuvale najmalku 0,1 mm do`d, odnosno 1 sm sneg. Stepenot na obla~nosta se odreduva vizuelno i se izrazuva vo desetini na neboto. 0 ozna~uva potpolno vedro, a 10 potpolno obla~no.
Podatocite za veterot se odnesuvaat na za~estenosta na veterot po pravci (vo 8 pravci).
Podatocite za klimata se prezemaat od Upravata za hidrometeorolo{ki raboti.

NOTES ON METHODOLOGY
Sources and methods of data gathering
LANDData for geographical coordinates of the furthest points of the Republic of Macedonia, length of the borders, lakes and
mountain peaks, are taken from the Geographical Institute at the Faculty of Natural Sciences and Mathematics in Skopje.
Geographical longitude is determined according the Greenwich meridian, while altitude are concerning to the height above sea level.
Data for the surface by river's basins are taken from the Institute of Water Management of the Republic of Macedonia.
Data for plains according the height above the see level average quantity of water in the Republic of Macedonia, disposition and density of the mountain's tops over 2000 meters, water areas, orientation of the more important mountains complexes and areas, natural regions of the Republic of Macedonia, so as the surface by height zones, are undertaken from the Space Plan.
Data on natural sites of importance are taken from the Ministry of Environment and Physical planning, Office for Environment
Data on earthquakes are taken from the Seismological Observatory at the Faculty of Natural Sciences and Mathematics in Skopje. The degree of earthquake intensity is determined by the European Macroseismic Scale from 1998 (EMS-1998) composed of 12 degrees as well as by the International Seismological Medvedev - Sponheuer - Karnik Scale (MSK - 64) that was used before. This scale is prepared and proposed for use in Europe by the European Seismological Commission. There are no significant differences between these scales, so previously published data on earthquake intensity could be used without any conversion.
The 12 degrees are given descriptively by the following effects:
a) Effects on people;
b) Effects on objects and nature;
(except demolition of buildings and land);
c) Demolition of structures.
I. Not felt; II. Scarcely felt; III. Weak; IV. Widely observed earthquake; V. Strong earthquake; VI. Earthquake that provokes slight damage; VII. Earthquake that provokes damage; VIII. Earthquake that provokes heavy damage; IX. Destructive earthquake; X. Very destructive earthquake; XI. Devastating earthquake; XII. Completely devastating earthquake.
CLIMATERelative humidity is expressed in (%). Temperature refers to the mean monthly temperature which is calculated from the
mean daily temperature. It is obtained on the basis of daily monitoring of the temperature at 7 a.m., 2 p.m. and 9 p.m. local time, and according to the following formula:

Absolute highest and absolute lowest monthly temperatures are given from 1989 onwards.
Data on precipitation refers to monthly and annual quantities that are measured in mm at meteorological stations.
The number of rainy and snowy days is considered to be the days of more than 0,1mm precipitation or 1 cm snow. Cloudiness is determined visually and is expressed in a scale of ten: 0 denotes utterly clear, and 10 utterly cloudy.
Data on wind refers to the frequency of wind according to direction (8 directions).
Data on climate is taken from the Hydro-metheorological service.

Izvori i metodi za pribirawe na podatocite
Merewata na emisiite na zagaduva~kite supstancii od zagaduva~ite i podatocite od monitoringot i merewata na kvalitetot na ambientniot vozduh, kako od Ministerstvoto za `ivotna sredina i prostorno planirawe, taka i od relevantni ovlasteni institucii koi vr{at merewa i od sopstveniot monitoring na emisiite vo vozduhot na pogolemite kompanii, se pribiraat i obrabotuvaat vo Makedonskiot informativen centar za `ivotna sredina pri M@SPP.
Opfat
Slednite institucii imaat vospostaveno mre`i za monitoring na kvalitetot na ambientniot vozduh - Ministerstvoto za `ivotna sredina i prostorno planirawe so svojata mre`a-Dr`avniot monitoring sistem za kvalitet na ambientniot vozduh (15 avtomatski monitoring stanici), Upravata za hidrometereolo{ki raboti (9 merni mesta), kako i Republi~kiot zavod za zdravstvena za{tita (7 merni mesta).
Definicii
@ivotna sredina e prostorot so site ̀ ivi organizmi i prirodni bogatstva, odnosno prirodnite i sozdadenite vrednosti, nivnite me|usebni odnosi i vkupniot prostor vo koj ̀ ivee ~ovekot i vo koj se smesteni naselbite, dobrata vo op{ta upotreba, industriskite i drugite objekti, vklu~uvaj}i gi i mediumite i oblastite na `ivotnata sredina.
Ambienten vozduh e nadvore{niot vozduh vo troposferata vo koj ne e opfaten vozduhot okolu rabotnite mesta.
Zagaduva~ka supstancija vo vozduhot e sekoja supstancija koja{to ~ovekot neposredno ili posredno ja vnesuva vo ambientniot vozduh, a za koja postoi verojatnost deka }e ima {tetni efekti vrz ~ovekovoto zdravje ili `ivotnata sredina.
Nivo e koncentracija na nekoja zagaduva~ka supstancija vo ambientniot vozduh ili nejzino talo`ewe na povr{inata za dadeno vreme.
Grani~na vrednost na zagaduva~ka supstancija vo ambientniot vozduh e nivo utvrdeno vrz osnova na nau~ni soznanija so cel da se izbegnat, spre~at ili namalat {tetnite efekti vrz ~ovekovoto zdravje ili `ivotnata sredina, koe treba da se postigne vo daden period i da ne se nadmine koga edna{ }e se postigne.
Emisija e ispu{tawe na zagaduva~ki supstancii vo atmosferata.
Emisiona grani~na vrednost e dozvoleno koli~estvo na zagaduva~ka supstancija sodr`ana vo emitiranite otpadni gasovi za opredelen vremenski period.
Vo soglasnost so me|unarodnite dogovori od oblasta na vozduhot, odnosno vo soglasnost so Konvencijata za prekugrani~en prenos na zagaduvaweto vo vozduhot i protokolot za monitoring na vozduhot vo Evropa - EMEP, podgotvena e programa za inventarizacija na zagaduvaweto CORINAIR (CoR Invetory for Air Emission).
Ovaa programa ima razviena edinstvena nomenklatura i metodologija (SNAP-Selected Nomenclature of Air Pollution) za prikaz na osnovnite zagaduva~ki supstancii, sulfur dioksid, azotni oksidi, jagleroden monoksid i totalni suspendirani ~esti~ki.
POTRO[UVA^KA NA SUPSTANCII [TO JA OSIROMA[UVAAT OZONSKATA OBVIVKA
Definicija
Ovoj indikator ja poka`uva vkupnata potro{uva~ka na supstancii {to ja osiroma{uvaat ozonskata obvivka izrazena vo ODP toni (koli~ina vo milioni toni pomno`ena so vrednosta na potencijalot na osiroma{uvawe na ozonskata obvivka).
ODP (potencijal za osiroma{uvawe na ozonskata obvivka): integrirana promena na vkupnata koli~ina na ozon po edinica masena emisija na specijalno soedinenie, sporedena so integriranata promena vo vkupnata koli~ina na ozon na edinica masa na CFD-11 (spored Environmetal assessment report No 2, EEA, 1999)

NOTES ON METHODOLOGY
ATMOSPHERE
AIRSources and methods of data collection
Measurements of pollutants emissions from polluters and monitoring data and ambient air quality measurement data from both the Ministry of Environment and Physical Planning and from the relevant authorized institutions performing measurements and from the self-monitoring of air emissions by major companies are collected and processed by the Macedonian Environmental Information Centre within the MEPP.
Scope
The following institutions have established ambient air quality monitoring network: the Ministry of Environment and Physical Planning with its network - State Ambient Air Quality Monitoring System (15 automatic monitoring stations), Administration for Hydrometeorological Matters (9 measuring points), and Republic Institute for Health Protection (7 measuring points).
Definitions
Environment shall mean the space with all living organisms and natural resources, i.e. natural and man-made values, their interaction and the entire space in which people live and in which settlements, goods in general use, industrial and other facilities, including the media and the areas of the environment, are situated;
Ambient air - shall mean outdoor air in the troposphere, excluding the air at the work place;
Air pollutant - shall mean any substance released in the ambient air by man directly or indirectly, that may have adverse impact on human health or the environment as a whole;
Level - shall mean the concentration of pollutant in the ambient air or its disposition on an area for a specified period of time;
Limit value - shall mean the level fixed on the basis of scientific knowledge, aimed at avoiding, preventing or reducing harmful effects on human health or environment as a whole, that should be achieved within a specified period and, once achieved, should not be exceeded;
Emission - shall mean any release of pollutants in the atmosphere;
Emission limit value - shall mean permissible quantity of pollutant contained in the emitted exhaust gases for a given period of time, that should not be exceeded;
In line with the international agreements in the area of air, i.e. in line with the Convention on Long-Range Transboundary Air Pollution and the Protocol on Air Monitoring in Europe-EMEP (European Monitoring Environmental Program), the Programme for Air Pollution Inventory CORINAIR (CoR Invetory for Air Emission) has been developed.
The said Programme has a unique nomenclature and methodology (SNAP-Selected Nomenclature of Air Pollution) for presentation of the main pollutants, namely sulfur dioxide, nitrogen oxides, carbon monoxide and total suspended particulate matters.
OZONE DEPLETING SUBSTANCES CONSUMPTION
Definition
This indicator shows total consumption of ozone-depleting substances, expressed in ODP tonnes (quantity in MT multiplied with the ODP value).
