Proceedings of the 9th Meeting of the SEIAA, Assam held on 10/01/2019
The 9 th Meeting of the SEIAA, Assam was held at the SEIAA office on 10/01/2019 at 2 p.m.
The following Members were present
I. Dr. K. G. Bhattacharyya, Chairman, SEIAA, Assam.
2. Shri Amarendra Barua, IAS, Secretary, Environment and Forest Department, Govt. of
Assam and Member Secretary, SEIAA, Assam.
3. Dr. Deepak Kr. Baruah, Member, SEIAA, Assam.
Dr. K. G. Bhattacharyya, Chairman, SEIAA presided over the meeting. The Chairman, SEIAA
appraised the members about the agenda items of the meeting.
Agenda Item 1. Confirmation of the proceedings of the SEIAA meeting held on 05/10/2018.
SEIAA Resolution 9/1 The proceedings of the last meeting of the SEIAA held on 05/10/2018 have already been
circulated, confirmed and signed by all the members.
Agenda Item 2. Web portal and online submission
The Chairman informed that the MoEFCC has opened the ASSAM portal for SEIAA, Assam in
its website at the request of the Chairman, and necessary user ID and Password have been given
for operating the Portal. Accordingly, the agency hired for making the website of the SEIAA, Assam has been requested to help in uploading of the documents and in giving training to the two Computer Assistants of the SEIAA, Assam office for uploading various documents, as required, to the Portal. No separate website will now be required for the SEIAA, Assam.
SEIAA Resolution 9/2 Resolved that SEIAA, Assam will receive all applications for Environmental Clearance and other
relevant matters through the online process only from January 2019. All documents as required
by MoEF & CC guidelines, prior to 1 January 2019, will be uploaded to the SEIAA, Assam
portal and the agency already hired for the SEIAA website will be requested to help in this.
Resolved further that the two computer assistants in the SEIAA, Assam office will get the
required training within a short time for operationalizing the SEIAA, Assam portal.
Agenda Item 3. Actions to be taken on recommendations of SEAC Meeting held on
29/12/2018.
SEAC meeting held on 29/12/2018 has taken up the project proposals for prior EC, one by one
and resolved as follows:
(i) Proposed Iconic Twin Tower Trade Center at Guwahati, Assam by Mis NBCC (India)
Limited.
SEAC Resolution 10/2. TOR may be issued after obtaining the site inspection report along with suggestions, if any, from the inspecting team comprising of Professor Jatin Kalita, Dr. Dipak Baruah and Dr. Rafiqua Ahmed. The team may be requested to visit the site within one week
from today and submit the report at the ,earliest.

SEIAA Resolution 9/3 As recommended by SEAC, issue of TOR after the receipt of the site inspection report is approved. Public hearing will be required as per EIA Notification 2006.
(ii) Proposed "All India Institute of Medical Sciences at Guwahatt" being developed, as Executive & Family Welfare, GOI by M/s HLL Infratech Service Ltd.
SEAC Resolution 10/3. TOR may be issued after obtaining the site inspection report along with suggestions, if any, from the inspection team comprising of Professor Jatin Kalita, Dr. Dipak Baruah and Dr. Rafiqua Ahmed. The team may be requested to visit the site within one week from today and submit the report at the earliest.
SEIAA Resolution 9/4 As recommended by SEAC, issue of TOR after the receipt of the site inspection report is approved.
(iii) Proposed 200 TPD Formaldehyde Manufacturing Plant at Vill. Dhaknabari, Dist. Bangaigaon, Assam by Assam Petro Chemicals Ltd.
SEAC Resolution 10/4. TOR may be issued as the presentation is satisfactory. Public hearing is exempted.
SEIAA Resolution 9/5 As recommended by SEAC, issue of TOR is approved. Public hearing will be required as per EIA Notification 2006.
(iv) Proposed 3 x 10 MW Gas Engine Generator (GEG) based Power Plant of Oil India Limited (OIL) at Duliajan by Chief General Manager (HSE) & Nodal Officer — Oil India Ltd.
SEAC Resolution 10/5. TOR may be issued after obtaining the site inspection report along with suggestions, if any, from the inspection team comprising of Prof. Jatin Kalita, Dr. Dipak Baruah and Dr. B.P. Baruah. The team may be requested to visit the site and submit the report as early as possible. LCA is to be done.
SEIAA Resolution 9/6 As recommended by SEAC, issue of TOR after the receipt of the inspection report is approved. Public hearing will be required as per EIA Notification 2006.
(v) E.0 for Proposed Resin manufacturing Plant at IIDC, Vill, Naltali, Dist. Nagaon by M/s Berger Paints India Ltd.
SEAC Resolution 10/6. The members of the SEAC recommended for issue of E.C. subject to
site visit within a short period of time.
SEIAA Resolution 9/7 As recommended by SEAC, Assam, issue of EC after the receipt of the site visit report is
approved. Public hearing will be required as per EIA Notification 2006.
(vi) E.C, for Proposed Residential Commercial Project (Priyashi Narayannagar) by M/s Priyashi
Aashi Developers Pvt, Ltd.
SEAC Resolution 10/7. After presentation by the party, the members of the SEAC recommended for issue of E.C. for the project.

(vii) E.C. for carrying Silt from River Brahmaputra for filling of embankment and subgrade for conversion of two lanes to four lanes of NH-37 from Jorhat to Jhanji in the state of Assam under SARDP—NE by Gannon Dunkerley & Co. Ltd. A.
SEAC Resolution 10/8. The members of the SEAC, after discussion recommended for EC for extraction of 1.75 L meter cube for one year with necessary terms and conditions. EC for extension for excavation of remaining may be issued after obtaining status report from the competent authority.
SEIAA Resolution 9/9 Approved as recommended by SEAC, Assam.
(viii) E.C. for collection of Stone from Kalain Stone Minor Mineral Unit No. 2 under Karimganj Forest Division by M/s Trio Stoney Mart (Abdul Latifur Rahman — Partner).
SEAC Resolution 10/9. After discussion, the members of the SEAC recommended for EC for extraction of stone @ 70,000 cu m per year for a period of 5 years, extendable by another two (2) years after obtaining status report from the DFO.
SEIAA Resolution 9/10 Approved as recommended by SEAC, Assam.
(ix) E.C. for collection of Ordinary earth from PP land required for the execution of Road Project Improvement & Upgradation of SH-3 Package no. ASRP/PISUNCB/SH-3(MN)/26 by Sri Ramesh Kumar Agarwalla.
SEAC Resolution 10/10. The members of the SEAC, after discussion, decided to enquire into the mistake by a member of SEAC & SEIAA. The E.C. may be issued after submission of the report.
SEIAA Resolution 9/11 Approved as recommended by SEAC, Assam, Site visit will be done by the same team during its visit to Berger Paint, Nagaon, Assam.
(x) E.C. for collection of Stone from "Gopeswar Stone Quarry at Vill. Deuduar under N.K. Forest Divison, Rangia, Dist. Kamrup, Assam by Sri Fatik Das.
SEAC Resolution 10/11. E.C. cannot be issued without the said document at this stage.
SEIAA Resolution 9/12 Approved as recommended by SEAC, Assam.
(xi) E.C. for collection of Earth, Sand & Gravel from the Kakoi River Bed Mining area under North Lakhimpur Forest Division, Lakhimpur by Rajib Sarmah.
SEAC Resolution 10/12. The matter may be deferred to the next meeting of SEAC.
SEIAA Resolution 9/13 The matter will be placed before the next SEAC Meeting.
(xii) Extension of validity of EC for I (one) year for extraction of Sand, Gravel and Earth from Mora—Bharali Mining Permit area under Sonitpur West Forest Division for Govt. Development work by Mis S. P. Singla Constructions (P) Ltd.
SEAC Resolution 10/13. E.C. may be issued for extraction of 50,000 cu m ordinary clay/earth within one year.
