Since the creation of NAV Portugal, in 1998, we have been firmly committed with the compromise to continuously improve and optimise the ATS route network.

Consequently, a dense route network structure has being created to shorten the flying distance and increasing flight efficiency.

Nevertheless, and independently of the route inserted in the flight plan, it is a common practise in Lisbon ACC to offer aircraft operators the shortest route point-to-point without penalising the operational management (ATFCM) of the en-route sectorisation.

The day-to-day experience gained in the OPS room has permitted to believe in the potential of Lisbon FIR to eliminate the upper ATS route network, accomplishing with the three main actions points of the Flight Efficiency Plan.

MILITARY ISSUES (I)

ENR 1.3.11.- AO’s will plan their trajectory inside FRAL

disregarding all segregated airspace. In case there is no

availability to cross segregated areas, it is expected

that the average flight extension to be considered by

aircraft operators is approximately 5NM, in

exceptional occasions 15NM. However, in most cases

radar vectors shall be provided by ATC.LPR60B

ENR 1.3.2.- Within FRAL airspace users will be able to plan user-preferred trajectories through the used

of 5 letters Waypoints Name Code included in the ENR 4.3 of AIP Portugal, the Radio Navigation Aids

(ENR 4.1) and LAT/LONG coordinates. Segments between Waypoints will be indicated by means of

“DCT” instruction.

ENR 1.3.12.- In terms of flight planning, Item 15, changes of speed and level inside FRAL airspace will be

referred using an intermediate waypoint according to ENR 1.3.2.

NEW….ENR 1.3.14.- In terms of flight planning, Item 15, flight levels (FL’s) within FRAL area will respect

the table of cruising levels included in ENR 1.7.5.

Following IFPS procedures, DCT segment which ends in the FIR but starts in another FIR which is not part of the same NAS is NOT permitted. Airspace users will have to plan their trajectory inside FRAL through the use of intermediate waypoints according to ENR 1.3.2.

With the elimination of the route network, above FL245 there will only remain waypoints/navaids, en-route sectors and segregated airspace.

Regarding the military airspace it is necessary to recognize the excellent cooperation and close relationship between NAV Portugal and Portuguese Air Force. In relation to the FRAL project it is necessary to be fair and grateful for its interest in the success of the project which will positively affect aircraft operators in the improvement of the airspace utilisation.

Great recognition should be granted to EUROCONTROL/CFMU for his effort to accommodate this new concept in an IFPS system mainly based in a fix ATS route scenario. Lessons learned from FRAL project and for those new free route initiatives will bring us the opportunity to better satisfy Aircraft Operator’s .
