It was determined that Cinnamon Hills Youth Crisis Center did not comply with the conditions of the provisional certification and numerous violations of California licensing standards continued to exist. As a result, Cinnamon Hills Youth Crisis Center’s application for out-of-state group home certification was denied. Should placing agencies desire a copy of the CDSS's report of findings, please telephone Ms. Linda Inglett, Manager, Out-of-State Certification Unit, at (916) 229-4500. Under the authority of the Interstate Compact on the Placement of Children and as the Title IV-E single state agency authority, CDSS suspended, effective December 22, 1999, any new Interstate Compact placements from California to Cinnamon Hills Youth Crisis Center. In addition, CDSS rescinded authorization to use public funds (county/state/federal) effective February 1, 2000, for California children currently in placement at Cinnamon Hills Youth Crisis Center. On December 22, 1999, California placing agencies were advised by telephone and in writing of this decision. California placing agencies will be developing plans for the safe return of California’s children no later than February 1, 2000. Placing agencies who have been contacted include: Butte, Imperial, Marin, San Bernardino, San Luis Obispo and Sonoma County Departments of Probation and Butte, Riverside and San Diego County Departments of Social Services. Pursuant to All County Letter 99-41 dated June 14, 1999, out-of-state group home placements made by adoptive parents and funded through the Adoption Assistance Program (AAP) and children who are seriously emotionally disturbed and placed pursuant to California Government Code Section 7570 et al. are not impacted by the certification process. As a result of this action, counties may no longer claim costs on any of the CountyAssistance Claims for New Placements at this facility effective December 22, 1999.Counties may no longer claim costs for existing placements at this facility effectiveFebruary 1, 1999. Any county that does not comply will be at risk of future auditexceptions.
