Sammanträdet öppnades torsdagen den 18 oktober 2018 kl. 9.25 med utskottets vice ordförande, Claude Rolin, som ordförande.
1. Godkännande av föredragningslistan EMPL_OJ (2018)1018_1
Föredragningslistan godkändes med eventuella ändringar före omröstningen.
2. Meddelanden från ordföranden
1. TOLKNING
Alla språk fanns tillgängliga med undantag för maltesiska, finska och kroatiska. För slovakiska fanns passiv tolkning tillgänglig.
2. BESÖKSGRUPPERPirinski hade bjudit in en grupp med 28 besökare för att delta vid EMPL-utskottets sammanträde den 18 oktober kl. 10.15–12.00.
3. NÄSTA SAMMANTRÄDE I EMPL-UTSKOTTETEMPL-utskottets sammanträde den 5 november annullerades. Nästa sammanträde i EMPL-utskottet skulle hållas i Strasbourg den 15 november kl. 9.30–12.00
4. RESULTATEN FRÅN SAMORDNARNAS SAMMANTRÄDEResultaten från samordnarnas sammanträde har offentliggjorts bland sammanträdesdokumenten på EMPL-utskottets webbplats för e-sammanträden.
3. Rapport om pågående interinstitutionella förhandlingar
– Balans mellan arbete och privatliv – trepartsmöte hölls den 8 oktober.Medlagstiftarna diskuterade noggrant en första rad frågor: Tillämpningsområde, pappaledighet, föräldraledighet.

Nästa trepartsmöte skulle äga rum den 6 november.
– Byråernas trepartsmöten (EU-OSHA, Cedefop, Eurofound) - Trepartsmöten hölls den 16 oktober för de tre ärendena om förordningarna för trepartsbyråerna inom ramen för EMPL-utskottets ansvarsområde .Medlagstiftarna nådde en preliminär överenskommelse för ärendena avseende Cedefop. Rapportering av Anne Sander.
– CMD 2 - Rapportering av föredragande Claude Rolin. Parlamentet och det österrikiska ordförandeskapet nådde en överenskommelse. Den viktiga punkten var att man skulle ha en övergångsperiod på två år för samtliga sektorer och en övergångsperiod på fem år för gruv- och tunnelsektorerna.

S&D requested roll call vote on COMP 29 and COMP 25.
According to Rule 208(3) of the Rules of Procedure of the Parliament:“Any single and/or final vote in committee on a report or opinion shall be taken by roll call in accordance with Rule 180(3) and (4). The vote on amendments and other votes shall be taken by a show of hands, unless the Chair decides to proceed to an electronic vote or members or political group(s) reaching at least the high threshold in the committee request a vote by roll call.”
High threshold (one-fifth) in EMPL correspond to 11 Members made up of one or more political groups or individual Members, or a combination of the two.

According to Rule 169(6) of the Rules of Procedure of the Parliament:
“Amendments shall be put to the vote only after they have been made available in all the official languages, unless Parliament decides otherwise. Parliament may not decide otherwise if at least 40 Members object. Parliament shall avoid taking decisions which would place Members who use a particular language at an unacceptable disadvantage.
Where fewer than 100 Members are present, Parliament may not decide otherwise if at least one tenth of the Members present object.
On a proposal from the President, an oral amendment, or any other oral modification, shall be treated in the same way as an amendment not made available in all the official languages. If the President considers that it is admissible under Rule 170(2), and save in the case of objection under Rule 169(6), it shall be put to the vote in accordance with the order of voting established.
In committee, the number of votes needed to object to such an amendment or such a modification is established on the basis of Rule 209 proportionally to that applicable in plenary, rounded up, where necessary, to the nearest complete number.
40 Members in plenary corresponds to 3 Members in EMPL.
