SUSTAINABLE TRANSPORT AND CITY PLANNING

Planning that increases accessibilty and reduces the need to use car

Localisation of housing and workplace areas and making sure the conditions for public transport, biking and walking are good defines and affects how people travel also in later stages.

Densification of a city increases the accesibility and competitiveness of public transport, cycling and walking.

Localisation along public transport routes are usually a good strategy,

…as well as combining parking management and mobility management

A NEW PARKING POLICY SETTING THE SCENE!

Flexible within a range, 0-6 places per 1000 m2

Starting point: 4,5 places Negotiation between city and

developer decides final number of parking places:‒ Localisation‒ Public transport supply/distance‒ MM actions‒ Parking fees‒ Green travelplan

CHALLENGES

Start negotiations at the right level Make developers understand they must do ”other

measures” if no parking is built Create internal routines between planning

department and building department Follow-up, how?

CHALLENGES

To make developers take responsibility for the transport needs to a building in other ways than just offering car parking

Find the right level of ” Communicate sustainable travelling to employees”

!

City of Göteborg

‒ Accept the new goal ”no new parking lots” instead of ”no increase in car traffic”

‒ Improve kapacity in public transport, especially at tram stop Chalmers‒ Put public bicycle station at Chalmers

Chalmersfastigheter & Akademiska Hus (developers)

‒ Not increase the total amount of parking lots‒ Regulate parking fees to the same level as surroundings

Chalmers Technical University

CHALLENGES

Unknown area that needs to be explored: possible ways of agreements between municipality and developer Implementation agreement with quality programme

‒ Land use contract or exploitation contract Agreement in building permit Regulations in detailed plan

Negotiation is the key! !

INCLUDING MM, WALKING, BIKING AND PUBLIC TRANSPORT IN EARLY PLANNING CONTRIBUTES TO…

Increased understanding of benefits of sustainable transport

Increased sense of responsibility and participation from partners

Smoother planning process Cheaper for constructors More secure and attractive surroundings More effective land use More equal transport system

CHALLENGES

!!!!!!

Bicycle measures are easier to work with towards developers than MM-measures

Building permit department is unsecure of how to act – internal organisation and routines

Bicycle parking standards is too high according to developers

Follow-up of agreements to secure a good level of parking

How to act if developers don’t fulfil the agreements? How to market a service or solution provided by a

private company? How to communicate MM all the way to the user
