Please do not cave into this PC notion that someone can “change” their gender by surgical mutilation and
medication.
God made man and woman. We cannot alter our DNA.
I’ve lived in Indiana for 56 years and I sure don’t want to see one of our primary pieces of identification
transformed into a joke. I am against this proposal to
let someone choose what they want to be and add it to a drivers license. That opens the door to any number
of new “options” which someone can identify with.

Dear Sirs:
Indiana does not need transgender driver licenses. There is no legitimate purpose for doing this. There is no need for our
most common form of ID to make a social political or sexual statement. In fact, the validity and integrity of the ID would
be compromised. Requiring a person to state their original God given genetic physical identity, does not keep anyone
from living out a different identity. As a nurse, knowing the true physical identity of patients is very important for
appropriate medical care. The citizens of Indiana have a right to know who they are dealing with in public settings of
various kinds. People who choose to be transgender should not be given greater rights than anyone else. This is a psycho
social issue for a small minority of people. The rights and well being of everyone else should not be compromised to
accommodate the psycho social issues of such a small group of people.
I’m disappointed that this is something that the BMV is even considering.

It has come to my attention that the state of Indiana is considering adding other
categories of sexual identity to our drivers license and you are taking public comments
at this time. Please think long and hard about the ramifications of doing so. It is a
scientific fact that there are 2 sexes, male and female and it is coded in our DNA, no
matter how we "feel", no matter what surgery we undergo or what hormones we take. There
is so much controversy even among medical experts that should give reason to pause before

I do not understand why ANYONE can just choose what gender they want put on their license. Yes, I understand that a
doctor’s okay is necessary, but can you not see the problem with that? There are innumerable unscrupulous doctors out
there that will do whatever the patient wants – for a price. If you doubt this fact, look at the opioid crisis which involves
such doctors that will indiscriminately write prescriptions – for a price. Isn’t the practice you are considering also a
possible springboard for fake identities?
Meanwhile, I, a law-abiding FEMALE (and proud of it!) citizen has gone through the long-standing channels to obtain and
maintain LEGAL documentation for 69 years. But, when I went to the BMV to obtain a REAL ID, I presented my birth
certificate (issued by the Public Health Department of Vermillion County, signed and sealed) that I have using for
identification purposes all my life; but I was made to feel like a criminal and told that I had to get a letter of verification
from the Vermillion County Courthouse before I would get the coveted star. Maybe I should just have told them that my
name was now Louis and I demanded a new license This is ridiculous!

I am writing to express my opposition to the proposed rule to allow “Gender X” driver’s licenses. There are
over 4.5 million Indiana driver’s licenses. Yet, there are only a handful of gender confused Hoosiers who want
to choose the sex on their license to fit their mental viewpoint. In my opinion, people are free to live and dress
as they choose, but changing our state’s highest form of identification for a political cause or a psychological
desire is unwise and a very slippery slope. If this is allowed, where will it end?
Sex is not something someone can truly change through synthetic chemicals or disfiguring surgeries. Yet, this
proposed rule allows a doctor to simply sign a form attesting that a person has changed their sex from male to
female, female to male or either to “X non-binary” as if sex is something fluid or unknown. I urge you to not
allow this to happen.

X Driver’s license creates the following potential problems:

• Permitting false or misleading information on a Driver’s License devalues the license and it’s credibility as
a reliable source of identification;
• The proposed form for gender change requires not specific scientific criteria and allows for abuse of a

• Driver’s licenses need to provide factual, accurate, and reliable information not information about lifestyle
choices.

In conclusion, the drivers license renewal process was recently changed for counter terrorism measures
requiring me to provide multiple pieces of documentation in order to get the new license. The frustrating part is
that I've been a citizen of Indiana for 30+ years and It wasn't enough to have a Federal Passport, I had to have a
utility bill also. So you can imagine my frustration that you are even considering the idea of "Gender x" drivers

The idea of changing the state law governing gender identity on a state issued driver license is a very serious
matter & one I am certain those making this decision understand.
Gender identity is our state's highest form of identification & clearly significant in legal matters. Just as the state
has no right to legislate or support a particular religion, neither should the state begin catering to a minority to
legislate gender identity.
The notion that sexual identity is a fluid & ever expanding human characteristic is a flawed ideology that has
science behind it (although there is certainly scientific literature to support an opposite view/belief). One can
almost always find an expert to support one's position if desired.
This is clearly another progressive ideology being forced upon the American people in the continual battle to
undermine our constitutional framework & system of governing; another push to change our culture & way of
life to represent the interests of a few.
Consider how progressives thirty-some years ago fought for the right to abortion; I recall the argument
presented to me that it would only be used for instances of rape, incest, or a life-threatening circumstance.
Added fuel to the argument, it is the right of a woman alone if & when she would bear children. Not satisfied
with the Roe v. Wade decision, we now have those who demand abortion right up to the moment of birth! On-
demand & at tax-payer expense! No questions asked. And what have we learned? Aborted fetuses being used to
market baby body parts for science or sale!
Please weigh very carefully & prayerfully your decision. This is another slippery Slope that will serve only to
open the way for yet another demand.

It seems as well intentioned and compassionate as this may seem, I fear it may cause more potential harm in the form of
unintended consequences than now realized.
While I understand the real issue of gender confusion, it is a psycho-social issue and not a biologic one. There is only
one biological gender defined at birth that cannot be changed. This does not prevent one from identifying or living out
their gender preference, if different than biologic assignment. But to codify it on a legal document such as a state
drivers license confuses the function of the license.
Emergency medical and law enforcement personnel have the need and right to know a person’s actual biological sex to
safely discharge their respective duties. Reporting a false biological gender compromises safety to both. Indiana DL is
not a psychological, social or political document. It is a legal document functioning to disclose biological identity. A
mere swipe of a doctor’s pen to initiate such a significant characteristic change form what has been understood and
defined for thousands of years is dangerous to our residents for many reason on many levels.
Please proceed with great care and wisdom. Simply overturning millennia of natural law should require a thorough
scientific understanding of the risks. Such understanding requires modeling in the form of downside risk analysis,
scenario analysis, event risk analysis, etc.

I could get the same number of folks together to want something else...and another group something else…where does it end? I am not in favor of changing the whole license over a few who feel they wish to not acknowledge who they are.
God made is male or female. The dna of an individual does not change. Why make all of those in Indiana suffer
when such a few wish to have their gender changed.
