To whom it may concern,

Please do not cave into this PC notion that someone can “change” their gender by surgical mutilation and

medication.

God made man and woman. We cannot alter our DNA.

I’ve lived in Indiana for 56 years and I sure don’t want to see one of our primary pieces of identification

transformed into a joke. I am against this proposal to

let someone choose what they want to be and add it to a drivers license. That opens the door to any number

of new “options” which someone can identify with.

Please don’t let this go forward.

Thank you,

Renee

Comments : I am against Indiana BMV changing the drivers licenses of transgender individuals to the gender of his or her

choice.

If I am not allowed to have bangs or wear eyeglasses in my license photo when how can BMV justify putting the incorrect

gender on a drivers license.

There are other reasons not to make the gender change:

• There are only two biological sexes fixed at conception, regardless of how individuals choose to characterize

themselves.

• Requiring a person to identify their true biology from birth does not prevent someone from living out a male or

female identity.

• Driver's licenses are not supposed to be political statements about lifestyle choices.

• Emergency medical and law enforcement personnel need to know a person's actual biological sex to perform their

duty in the event of an accident.

• Allowing false data on Indiana's driver's licenses compromises the integrity of the license.

Thank you.

Comments : Please do not allow false information to be put on driver's license by falling for an erroneous belief by very

few people that are pushing a "transgender" agenda. God created only 2 gender's and we all know it. Because of

someone's feelings they want to harm their body or live out a different lifestyle the BMV should not be accommodating

this false belief- you are actually hurting people by trying to pacify them. Also, it will not at all be helpful to First

Responders to do their duties in case of emergencies. I pray wisdom will prevail and the State of Indiana's BMV will

keep our driver's license accurate.

Comments : I do not agree with your thoughts about the BMV wanting to change the rule of adopting "Gender X" driver's

license.

**There are only two biological sexes which is determined at conception!

**Drivers licenses are not supposed to be a political statement.

**EMT and Law enforcement need to know a persons biological sex to perform their duty in the event of an accident /

emergency.

**Allowing false data on Indiana's drivers license compromises the integrity of the license.

**The form to change one's gender has no guidelines for what that means or involves. It is merely a doctor's signature.

Please do not turn Indiana's most significant form of identification into a tool to advance a political agenda!

Thank you for taking this into consideration.

**** This is an EXTERNAL email. Exercise caution. DO NOT open attachments or click links from unknown senders or unexpected email. ****

Dear BMV

I am writing to voice my disapproval for the proposed changes to the Indiana drivers liscense to adopt a "gender X" catagory. This is a very disturbing change and is one I know the majority of Hoosiers would not support.

To be clear:

• There are only two biological sexes fixed at conception, regardless of how individuals choose to

characterize themselves.

• Requiring a person to identify their true biology from birth does not prevent someone from living

out a male or female identity.

• Driver's licenses are not supposed to be political statements about lifestyle choices.

• Emergency medical and law enforcement personnel need to know a person's actual biological sex

to perform their duty in the event of an accident.

• Allowing false data on Indiana's driver's licenses compromises the integrity of the license.

• The form to change one’s gender has no guidelines for what that means or involves. It is merely a

doctor's signature.

I feel very strongly that the Indiana BMV should not turn Indiana's most significant form of

identification into a tool to advance a political agenda that the majority of Hoosiers would not

support.

Sincerely,

Frederick Burkhardt; Fishers, IN

Indiana does not need more than two genders for drivers licsense's. There are male and female, men and women only two. Any other claims of gender are a mental confusion. I am not aware that we support other mental confusion by changing procedures to support them. This would incur unnecessary expense and would not have any beneficial effect. Esther Dyer Goshen, IN

I understand that BMV is making plans to provide an option of X non-binay sex designation on

Dear Sirs:

Indiana does not need transgender driver licenses. There is no legitimate purpose for doing this. There is no need for our

most common form of ID to make a social political or sexual statement. In fact, the validity and integrity of the ID would

be compromised. Requiring a person to state their original God given genetic physical identity, does not keep anyone

from living out a different identity. As a nurse, knowing the true physical identity of patients is very important for

appropriate medical care. The citizens of Indiana have a right to know who they are dealing with in public settings of

various kinds. People who choose to be transgender should not be given greater rights than anyone else. This is a psycho

social issue for a small minority of people. The rights and well being of everyone else should not be compromised to

accommodate the psycho social issues of such a small group of people.

I’m disappointed that this is something that the BMV is even considering.

Sincerely,

Kathy Motshagen

To whom it may concern.

It has come to my attention that the state of Indiana is considering adding other

categories of sexual identity to our drivers license and you are taking public comments

at this time. Please think long and hard about the ramifications of doing so. It is a

scientific fact that there are 2 sexes, male and female and it is coded in our DNA, no

matter how we "feel", no matter what surgery we undergo or what hormones we take. There

is so much controversy even among medical experts that should give reason to pause before

agreeing to allow persons to self identify.

Thank you for considering opinions that are not necessarily politically correct.

Please do not advance the confusion throughout our state by advancing the agenda of ambiguity on a legal

document/driver’s license

• There are only two biological sexes fixed at conception, regardless of how individuals choose to

characterize themselves.

• Requiring a person to identify their true biology from birth does not prevent someone from living

out a male or female identity.

• Driver's licenses are not supposed to be political statements about lifestyle choices.

• Emergency medical and law enforcement personnel need to know a person's actual biological sex

• Allowing false data on Indiana's driver's licenses compromises the integrity of the license.

I do not understand why ANYONE can just choose what gender they want put on their license. Yes, I understand that a

doctor’s okay is necessary, but can you not see the problem with that? There are innumerable unscrupulous doctors out

there that will do whatever the patient wants – for a price. If you doubt this fact, look at the opioid crisis which involves

such doctors that will indiscriminately write prescriptions – for a price. Isn’t the practice you are considering also a

possible springboard for fake identities?

Meanwhile, I, a law-abiding FEMALE (and proud of it!) citizen has gone through the long-standing channels to obtain and

maintain LEGAL documentation for 69 years. But, when I went to the BMV to obtain a REAL ID, I presented my birth

certificate (issued by the Public Health Department of Vermillion County, signed and sealed) that I have using for

identification purposes all my life; but I was made to feel like a criminal and told that I had to get a letter of verification

from the Vermillion County Courthouse before I would get the coveted star. Maybe I should just have told them that my

name was now Louis and I demanded a new license This is ridiculous!

My opinion is that we not make exceptions for gender confusion. In the beginning God made male and female

and He has not changed his mind. These are mental illnesses in my opinion and which we are finding out from

those changing back eventually to their original sex they were created with but sometimes no function

because through surgery they have destroyed it. Sad, but lets stay sane. Let them mark male and female.

Otherwise we will need a second card for all the other identifications that are being made. Where does it stop.

There is an open door for lunacy when this door is opened.

I feel there is no room for the so called Gender X. Our Drivers licenses are a proud symbol of Indiana heritage.

A lot of thought has entered into the current Gender specific license we currently have.

Why change a great thing by appeasing a few in our wonderful Sanction of Life state.

Please reconsider the options at hand and stay with a gender specific license.

God will not bless a gender X. He doesn't approve of it, why should the whole state?

I am writing to express my opposition to the proposed rule to allow “Gender X” driver’s licenses. There are

over 4.5 million Indiana driver’s licenses. Yet, there are only a handful of gender confused Hoosiers who want

to choose the sex on their license to fit their mental viewpoint. In my opinion, people are free to live and dress

as they choose, but changing our state’s highest form of identification for a political cause or a psychological

desire is unwise and a very slippery slope. If this is allowed, where will it end?

Sex is not something someone can truly change through synthetic chemicals or disfiguring surgeries. Yet, this

proposed rule allows a doctor to simply sign a form attesting that a person has changed their sex from male to

female, female to male or either to “X non-binary” as if sex is something fluid or unknown. I urge you to not

allow this to happen.

I am opposed to the so-called Gender X proposed changes to driver's licenses.

Instead of gender let the licenses record actual chromosomes: Double X or XY. This will allow for better

treatment in the event of an accident or medical emergency. Requiring a person to identify their true biology

from birth does not prevent them from living out whatever "gender" identity they think they have.

Adding another form will also cost more time and tax dollars.

Thank you.

**** This is an EXTERNAL email. Exercise caution. DO NOT open attachments or click links from unknown senders or unexpected email. ****

To whom it may concern,

For what it is worth, I have concerns with the proposed Gender X Driver’s License. More specifically, a Gender

X Driver’s license creates the following potential problems:

• Emergency medical and law enforcement personnel need to know an individual’s actual biological sex in

order to make accurate decisions in the event of an accident or other emergency situation;

• Permitting false or misleading information on a Driver’s License devalues the license and it’s credibility as

a reliable source of identification;

• The proposed form for gender change requires not specific scientific criteria and allows for abuse of a

currently reliable system of identification; and

• Driver’s licenses need to provide factual, accurate, and reliable information not information about lifestyle

choices.

For these reasons, as a taxpayer and holder of an Indiana Driver’s License I strongly object to non-scientific

identification changes to the Indiana Driver’s License information system.

Dear Sir:

Re: Adopting "Gender X" driver's licenses, just say "No"

Forms have required stating whether you are male or female for centuries. Please do not change our driver's licenses nor add nor subtract from male or female. If there is a question on the sex of a person, it has now been discovered that a chromosomal test will tell the person if it is not obvious biologically. Thank you.

To whom it may concern,

I, respectfully, share my feelings regarding the Indiana BMV's consideration to redo our driver's licenses to

include a "Gender X" designation. There are only Male and Female sexes and are fixed at time of conception,

regardless of how individuals choose to identify themselves. This inclusion of "X" to appease a small number of

Dear BVM,

We urge you to reconsider your decision to change the guidelines for individuals to change the identity on their drivers

license. We agree fully with the American Family Association to only have male or female as an option. God has

created male and female, there are no other sexes. The information listed is provided by A.F.A. and we fully support

their work to inform the public of challenging times we are facing.

The Indiana BMV should not turn Indiana's most significant form of identification into a tool to

advance a political agenda.

Dear BMV Legal Department,

I recently became aware that you are considering spending tax pay dollars to allow individuals "choose" their

sex. This seems like a totally asinine idea and complete waste of tax dollars to me. How are you even

considering the idea of letting somebody designate their own sex with nothing more than a doctors signature?

• There are only two biological sexes fixed at conception, regardless of how individuals choose to

characterize themselves.

• Requiring a person to identify their true biology from birth does not prevent someone from living

out a male or female identity.

• Driver's licenses are not supposed to be political statements about lifestyle choices.

• Allowing false data on Indiana's driver's licenses compromises the integrity of the license.

• The form to change one’s gender has no guidelines for what that means or involves. It is merely a

doctor's signature.

In conclusion, the drivers license renewal process was recently changed for counter terrorism measures

requiring me to provide multiple pieces of documentation in order to get the new license. The frustrating part is

that I've been a citizen of Indiana for 30+ years and It wasn't enough to have a Federal Passport, I had to have a

utility bill also. So you can imagine my frustration that you are even considering the idea of "Gender x" drivers

licenses for a few people who think they can change their sex by changing their mind and producing a doctor's

signature that could easily be forged.

I'm confident that you will do the right thing and reject this proposal.

Perhaps if the goal is to further confuse those wishing to identify as something they are not, then why not allow

them to also

pick their height, weight, hair color (of the day), nationality, and all those things which would render a clear

picture of how they

would appear to the person viewing their license? In other words, the State would rather allow them to lie about

who they are

on a supposedly official government document that is not to be fluid moment by moment. So, purposefully

allowing people to lie

to the State would then open the door to all government documents being placed under scrutiny for false

information, is that

not correct?

Also, one could theorize that allow someone so unstable that they believe that they are someone that they

factually and

physically are not, shouldn't it also be brought into question if they can actually operate a motor vehicle

successfully without

placing others in danger by their lack of ability to separate reality from fiction?

As a Citizen and taxpayer of the Great State of Indiana, I reject this proposal of allowing any other gender

identification, other than

true biological.

Thank you and have a great day!

Two genders exist. There is NO need to use taxpayer money to change that on driver’s licenses. If the handful

The idea of changing the state law governing gender identity on a state issued driver license is a very serious

matter & one I am certain those making this decision understand.

Gender identity is our state's highest form of identification & clearly significant in legal matters. Just as the state

has no right to legislate or support a particular religion, neither should the state begin catering to a minority to

legislate gender identity.

The notion that sexual identity is a fluid & ever expanding human characteristic is a flawed ideology that has

science behind it (although there is certainly scientific literature to support an opposite view/belief). One can

almost always find an expert to support one's position if desired.

This is clearly another progressive ideology being forced upon the American people in the continual battle to

undermine our constitutional framework & system of governing; another push to change our culture & way of

life to represent the interests of a few.

Consider how progressives thirty-some years ago fought for the right to abortion; I recall the argument

presented to me that it would only be used for instances of rape, incest, or a life-threatening circumstance.

Added fuel to the argument, it is the right of a woman alone if & when she would bear children. Not satisfied

with the Roe v. Wade decision, we now have those who demand abortion right up to the moment of birth! On-

demand & at tax-payer expense! No questions asked. And what have we learned? Aborted fetuses being used to

market baby body parts for science or sale!

Please weigh very carefully & prayerfully your decision. This is another slippery Slope that will serve only to

open the way for yet another demand.

Hello,

I'd like to provide some comments on the pending proposal of accommodating so-called "transgender"

licenses.

• There are only two biological sexes fixed at conception, regardless of how individuals choose to

characterize themselves.

• Requiring a person to identify their true biology from birth does not prevent someone from living

out a male or female identity.

• Emergency medical and law enforcement personnel need to know a person's actual biological sex

to perform their duty in the event of an accident. • Driver's licenses are not supposed to be political statements about lifestyle choices.

• The form to change one’s gender has no guidelines for what that means or involves. It is merely a

doctor's signature, and does not change the biological fact. It seems absurd to consider allowing a mental statement of belief to be placed on the drivers license / state

identification, in place of the biological condition of the individual.

It seems as well intentioned and compassionate as this may seem, I fear it may cause more potential harm in the form of

unintended consequences than now realized.

While I understand the real issue of gender confusion, it is a psycho-social issue and not a biologic one. There is only

one biological gender defined at birth that cannot be changed. This does not prevent one from identifying or living out

their gender preference, if different than biologic assignment. But to codify it on a legal document such as a state

drivers license confuses the function of the license.

Emergency medical and law enforcement personnel have the need and right to know a person’s actual biological sex to

safely discharge their respective duties. Reporting a false biological gender compromises safety to both. Indiana DL is

not a psychological, social or political document. It is a legal document functioning to disclose biological identity. A

mere swipe of a doctor’s pen to initiate such a significant characteristic change form what has been understood and

defined for thousands of years is dangerous to our residents for many reason on many levels.

Please proceed with great care and wisdom. Simply overturning millennia of natural law should require a thorough

scientific understanding of the risks. Such understanding requires modeling in the form of downside risk analysis,

scenario analysis, event risk analysis, etc.

Respectfully yours,

To whom it may concern,

I want to express my opinion and discontent of the thought of offering a “transgender or

The following are my thoughts on the idea:

You have to be kidding about making these types of licenses..... If I suddenly woke up and decided I was a dolphin, or a tree, if I made

enough noise, would you accommodate me?

Drivers licenses are not supposed to make political statements or fall into the current trap of being, "politically correct." There are only

2 biological sexes fixed at conception. I suppose anyone at anytime could identify as ANYTHING! But, it doesn't just magically make

it true. PLEASE don't make this mistake in our state. I thought here in the mid-west, we were beyond all that.

To whom it may concern at the BMV,

I'm an Indiana resident who worked as a psych nurse for 22 years at Rush Hospital in Chicago. I cannot believe

Indiana is considering validating a documented mental illness - Gender Dysphoria - by giving it a made-up

category on an important form of identification, an Indiana state driver's license.

This delusional "category" is comparable to the old children's story, "The Emperor's New Clothes". No matter

how many people pretended the Emperor had magical, "invisible" clothes, the fact was, he was stark naked.

No matter how many men or women pretend they are the opposite sex, the FACT is, there are only two genders.

Every psychologist knows you don't help the delusional by going along with their delusions. You try to orient

them to reality.

This is harming the mentally ill and is a cruel form of political manipulation and PC craziness.

I would like to present the following points in opposition to transgender driver's licenses:

• There are only two biological sexes fixed at conception, regardless of how individuals choose to

characterize themselves.

• Requiring a person to identify their true biology from birth does not prevent someone from living out a male

or female identity.

• Driver's licenses are not supposed to be political statements about lifestyle choices.

• Emergency medical and law enforcement personnel need to know a person's actual biological sex to

perform their duty in the event of an accident.

• Allowing false data on Indiana's driver's licenses compromises the integrity of the license.

• The form to change one’s gender has no guidelines for what that means or involves. It is merely a doctor's

signature.

In Summary:

The Indiana BMV should not turn Indiana's most significant form of identification into a tool to advance a mere

political agenda.

Sincerely,

Andrew P. Liptak RN

I am writing to let Indiana BMV know that I am opposed to adding any gender to Indiana DL. There are only two genders

at birth. Drivers licenses are should not be about political correctness and what someone wishes they are gender-wise.

This also uses false data on the drivers license which compromises the integrity and truthfulness of the identity of the

person on the license. Please do not yield to politically correct thinking.

I believe that all facts on a driver's license should be your true identity, not what you Identify with. Their are

only 2 genders male and female. Indiana should not go to transgender drivers license.

To Whom It May Concern,

It is my understanding that your department is considering Transgender Driver's License.

I am opposed to this move because :

• There are only two biological sexes fixed at conception, we are either male or female and because someone

does not want to accept what they are can not be changed by what is on a drivers license.

• This is a political move by a few. What is on a driver's license isn't going to change a person's identity. People

are free to live whatever life style they want but that does not mean it can to be forced on us in this manner • Driver's licenses are not supposed to be political statements about lifestyle choices. • It seems to me that it would be very important for Emergency medical and law enforcement personnel to know

a person's actual biological sex to perform their duty in the event of an accident . This move seems unfair to all

who have driver's licenses. My husband is a diabetic, he wears a necklace to identify that..... If transgenders

are concerned about being treated fairly in a medical emergency let them wear a necklace. • Why would our great state be a part of compromising the integrity of the license by allowing false data on

Indiana's driver's licenses. In my book that is a bold face lie.

I hope you will kindly reconsider this move and act in the best interests of ALL the wonderful Citizens of our great state who see no advantage to anyone one, in fact it would be a great disadvantage to everyone even transgender Drivers . I find it absurd and completely inconceivable that Indiana is even considering a gender X on a driver’s license!!

There are only two genders, male and female — there is no such thing as gender X!!

This should not be put on our driver’s licenses!!

Thank you for taking my view into consideration!

I am writing to express my concern regarding transgender drivers' licenses. Please, please, please do not get involved in this debate or allow political agendas to influence a foolish change. Allowing false data on Indiana's driver's licenses compromises the integrity of the license. It needs to be kept to the gender one was born with and that is all. Thank you, Carol Harber

A drivers license is used all the time as an acceptable form of identification.

A person needs to be identified as male or female. This grey are of X is not necessary. Please keep Indiana

I disagree with the proposed adoption of Gender X driver's license.

1. There are only two fixed biological genders at birth.

2. Registering Your birth gender does not prohibit you from living out your gender choice.

3. Emergency Medical personnel need to know biological gender in cases of accidents.

3. Drivers license should not be political statements.

Please, don’t spend our hard-earned money to make a currently-popular change to every single DL in Indiana because a few folks want it!! I could get the same number of folks together to want something else...and another group something else…where does it end? Besides that, so much could go wrong for someone in an emergency if the person is treated as a different gender than biologically true. Please…Just Say No! Thank you and God bless you all, Judi

Ladies and Gentlemen:

I have no desire to change any person's opinion of themselves regarding their biological sexual assignment, but surely you must acknowledge it is true that in an emergency situation, the biological facts are the only salient facts. Please do not create a category for feelings; they provide no credible verifiable identification.

Thank you. Marilyn Mihelc
