“The IARC Working Group classified "Radiofrequency Electromagnetic Fields" (RF-EMF) as possibly

carcinogenic to humans (Group 2B).The information that formed the main basis for this evaluation was found in epidemiological studies on cell-phone use, where a slightly increased risk for glioma (a malignant form of brain cancer) and acoustic neuroma (a non-cancerous type) was reported among heavy users.There were some indications of increased cancer among radar-maintenance workers (occupational exposure), but no reliable data from studies among, e.g., people living close to base-station antennas, radio/TV towers, etc (environmental exposure).Although the key information came from mobile telephone use, the Working Group considered that the three types of exposure entail basically the same type of radiation, and decided to make an overall evaluation on RF-EMF, covering the whole radiofrequency region of the electromagnetic spectrum.In support of this, information from studies with experimental animals showed that effects on cancer incidence and cancer latency were seen with exposures to different frequencies within the RF region.So the classification 2B, possibly carcinogenic, holds for all types of radiation within the radiofrequency part of

the electromagnetic spectrum, including the radiation emitted by base-station antennas,

radio/TV towers, radar, Wi-Fi, smart meters, etc. “

The Board of the American Academy of Environmental Medicine opposes the installation of wireless "smart meters" in homes and schools based on a scientific assessment of the current medical literature (references

available on request). Chronic exposure to wireless radiofrequencyradiation is a preventable environmental hazard that is sufficiently well documented to warrant immediate preventative public health action.

As representatives of physician specialists in the field of

environmental medicine, we have an obligation to urge precaution when sufficient scientific and medical evidence suggests health risks which can potentially affect large populations. The literature raises serious concern regarding the levels of radio frequency (RF - 3 KHz - 300 GHz) or extremely low frequency (ELF - o- 300 Hz) exposures produced by "smart meters" to warrant an immediate and complete moratorium on their use and deployment until further study can be performed. The board of the American Board of Environmental Medicine wishes to point out thatexisting FCC guidelines for RF safety that have been used to justify installation of "smart meters" only look at thermal tissue damage and are obsolete, since many modern studies show metabolic and genomic damage from RF and ELF exposures below the level of intensity which heats tissues. The FCC guidelines are therefore inadequate for use inestablishing public health standards. More modern literature shows medically and biologically significant

effects of RF and ELF at lower energy densities. These effects accumulate over time, which is an important consideration given the chronic nature of exposure from "smart meters". The current medical literature raises credible questions about genetic and cellular effects, hormonal effects, male fertility, blood/brain barrier damage and increased risk of certain types ofcancers from RF or ELF levels similar to those emitted from "smart meters". Children are placed at particular risk for altered brain development, and impaired learning and behavior. Further EMF/RF adds synergistic effects to the damage observed from a range of toxic chemicals. Given the widespread, chronic and essentially inescapable ELF/RF exposure of everyone living near a "smart meter",

the Board of the American Academy of Environmental Medicine finds it unacceptable from a public health standpoint to implement this technology until these serious medical concerns are resolved.

Smart meters are 24/7 pulsed microwave radiation emitting devices with no way to turn the radiation down or off. Edison runs tests on

them at night and turns the power up even higher than during the day when you are

typically not home. The mesh network will insure there will be no escape from the

radiation anywhere. If you opt out but your neighbor does not, you will still be

exposed to your neighbors radiation. This is why we need EVERYONE opting out, or need

to make them illegal. Smart meters also have a switching power supply mode which makes all

the electricity in the neighborhood dirty.

Smart meters have 2, sometimes 3 antennas, depending. Most have 2 One antenna is for the

HAN (home area network), to interface with your smart appliances. The other antenna is

the NAN (neighborhood area antenna) to interface with your neighbors smart meters. If there is a 3rd antenna in your smart meter, you are the lucky recipient of the collector meter!!! You will be receiving ALL of the neighborhoods pulses, gathering at your home. The trick to this is, the utility companies are not iforming

people who has the 3rd antenna.

“Smart meters” are getting a bad name, so there are now many different names for the same

dangerous product...Not included below is DIGITAL METER. This is

ALSO a pulsed microwave radiation emitting device. Currently, Edison

is NOT ALLOWING YOU TO GO BACK TO SAFE ANALOG even though no

one ever informed you of the health effects associated with your digital

meter upon installation.

Beware the new “Edison Approved Analog Meter” or, the “two faced”

analog meter. Analog outside, smart and sneaky inside. These Edison approved

analog meters may come with a space for a microchip in order to make it smart grid compatible per Edsion’s command. The chip may be loaded and turned off or not loaded, but ready to load at a moment’s notice. They also may have a “switching power supply mode” which creates dirty

electricity in the home and neighborhood. Dirty electricity is a KNOWN CARCINOGEN and is widely considered to be the primary

factor in childhood and possibly adult leukemia.

I do not recommend the non-analog, non-smart meter replacement. This meter has electronics requiring a non-linear power supply and thus it generates

unfiltered, dirty electricity. I already one person who demonstrated reactivity to the electric non-smart meter. Replace

1)Violates SB 17: On October 11, 2009, SB 17 was signed into law by former California Governor Arnold Schwarzenegger. The bill states that it is the policy of California to “modernize the states electrical transmission and distribution system to maintain safe, reliable, efficient and secure electrical service”.

2)Violates the Constitution of the state of California: Article 1, Section 1, "All people are by nature free and independent and have inalienable rights. Among these are enjoying and defending life and liberty, acquiring, possessing, and protecting property, and pursuing and obtaining safety, happiness, and privacy."

3)Violation of Fifth and Fourteenth Amendment to the United States Constitution: Rights to health

and life and liberty and our children’s rights to life, liberty and procreation, the parent’s basic rights to rights and liberties regarding care and control of our children’s health and their continued well being.

4) Violation of ADA (Americans with Disabilities Act) Americans with disabilities must be accommodated. Although with difficulty, people with EHS (electrohyper-sensitivity, a

functional impairment) can potentially avoid places with WIFI and also with great difficulty, can try and avoid cell towers, with the absolute ubiquitous blanketing of the wireless smart grid, people who are sensitive to RF EMF will not be able to go ANYWHERE AT ALL without being exposed to painful, debilitating, carcinogenic and genotoxic RF EMF.

5)Private information on customers can be sold to 3rd parties, given to law enforcement and used for purposes other than merely charging customers for electrical usage.

Now let’s look at the same kind of

microwave radiation from “smart meters”

and compare...

40 units of full body exposure. 40 (smart meter) divided by .75 (cell phone) = 53.33. So the smart meter is 53.33 times greater the exposure.

Radiation increases exponentially at the square of the distance, or “the inverse square law”.Inverse square law – a number multiplied by itself. So 3 x 3 = 9. At 1 foot the radiation is 9 times greater, because it’s 3 times closer.

The relative distance is 3 times greater than 1. So 9 x 40 = 360. So when we calculate the radiation at 1 foot, it’s 360 units.

3 is 3 times greater than 1. So the radiation is 3 squared greater feet is 40 units at 3 squared.

1 foot away is 360 times the radiation.

How many times greater is 360 than .75 it’s 480 times greater.

Divide 360 by .75 = 480 times greater than .75

A smart meter at 1 foot away has 480 times greater exposure than cell phone held at ear.

The full body radiation exposure at various distances in the room ranges.

There are many activates that will bring them within that distance if you are using a room.

So 875 seconds, divided by 60 seconds =14.583333 or to round it off, 15 minutes of pulsed microwave radiation exposure per day. This is NOT what we are being told by the

utility companies and was only “discovered” through the CPUC hearings on this issue.
