ARTISTIC VISION

We will be a pan-arts organisation that celebrates both the distinctiveness of each art form and the opportunities afforded to explore the interaction between them. Our work will be rooted in and will draw inspiration from Wiltshire within which we will stand re-positioned as the leading cultural organisation, delivering work and engaging audiences across the county. Within the South West the merged organisation will be recognised as a beacon for artists of all kinds, a place where work can be created and presented and that gives voice to the unique perspective of our region. We will also be an exemplar on the national stage, with a reputation for collaboration, innovation and excellence. Through our international festival, we will forge international links, bringing the world to Wiltshire and showing off our county to the world. We will commission and create work across all art forms, which will sit at the heart of the newly merged organisation, underpinned by an extensive programme of research and development.

Alongside our home produced programme, we will present the very best touring theatre, music, dance, circus and visual arts, plus a growing literature and film programme, to create a coherent and balanced year-round offer. Our produced and presented programme will be seen in our two buildings as well as across the city and into its surrounding landscape. Elements of our programme will also travel around the wider county, country and internationally through a wide range of partnerships within the subsidised and commercial sectors.

From the artists with whom we work, to the audiences with whom we connect, we will support, nurture and rejoice in learning at all levels. We will seize the opportunity to engage with a greater range of socio-economic groups, including military families, those living with disabilities and those living in rural isolation.

Our work will act as a catalyst for cultural development and investment within the City and will be a powerful and defining part of the Wiltshire identity.

CONTEXT

Wiltshire Creative is, in essence, a brand new organisation, following radical changes to the arts infrastructure in Salisbury over the last few years, which resulted in the merger of Salisbury Playhouse (SPH), Salisbury International Arts Festival (SIAF) and Salisbury Arts Centre (SAC). This merger was completed on 1st

February 2018.

During autumn 2015, in the context of diminishing public funding and increasing pressure on leisure spend, the trustees of the SPH, SAC and SIAF agreed to explore a variety of collaborative approaches, aware of the fact that the continued existence of the individual charities as separate entities could no longer be guaranteed. They commissioned Caroline Felton Consulting Ltd to produce an Options Appraisal of a new business model, comparing status quo with full merger and various options in between. In short the report concluded that the financial models of all three organisations were, in varying degrees, unsustainable, which prompted a radical re-think. This led to a decision by all three boards to merge.

In autumn 2016, Arts Council England invited all three organisations to apply for NPO funding, on the proviso that one application was submitted on behalf of all three organisations, led by SPH. The collective amount of funding for all three organisations was awarded, resulting in NPO funding to Wiltshire Creative of £1,277,944 per year over four years. This funding began in April 2018. Wiltshire Council and Salisbury City Council also offered to maintain funding, approximately equivalent to that offered to all three legacy organisations. Whilst this was all extremely welcome news and ensured that Wiltshire Creative was able to launch from a stable financial base, it is worth noting that funding from Arts Council England has remained at standstill over the last few years, which is a real term’s cut and Wiltshire Council funding continues to be salami-sliced by approximately 10% per year.

Our ambition is for Wiltshire Creative to be a truly outward-facing organisation, which acts as a cultural hub, both serving the region and celebrating it. We consider this merger a unique opportunity to do the following:

To increase artistic ambition To ensure a fully integrated arts programme To offer audiences and participants a wide number of entry points To promote and champion the work of Salisbury and Wiltshire at a

regional, national and international level.

The newly formed board of Wiltshire Creative is currently made up of trustees from the three legacy organisations. The merger plans, however, also prioritised the election of new trustees, who would bring important skills and experience to the board. Current priority areas are finance, diversity, HR and education.

We have an active and engaged voluntary and non-executive Board led by a Chair with nine other trustees. Trustees serve a three year term and can be re-elected a maximum of two more times (i.e. a maximum of nine years). We are seeking to recruit additional trustees, with a particular focus on finance, diversity, human resources and education. We particularly welcome applications from Black and Minority ethnic and disabled candidates as we strive for broad representation on our Board. Support and training will be provided to all new trustees and some expenses can be covered.

Primary Responsibilities of Board

To take legal responsibility for ensuring that the assets held on trust are applied to the charitable objectives.

To take responsibility for the success of the organisation, setting the strategic aims of the organisation, ensuring that necessary resources are in place to meet its objectives and monitoring performance.

To define the values and standards of the organisation, including the mission statement and artistic policy. Once the Board has agreed on strategy and policies, it will defer responsibility for execution to the Joint Executive and will assume a monitoring and supporting role.

To scrutinise the performance of management in meeting agreed goals and objectives, ensuring that the organisation’s controls and systems are robust.

To assist with the integration of the three legacy organisations. To be a welcoming and inclusive board.

Secondary Responsibilities of Board

To appoint the Executive and Artistic Directors - this responsibility may be executed by the Chair and up to two Trustees on behalf of the board.

To ensure transparency and accountability in the organisation’s activities, being mindful of the support from public funds.

To review and approve the Risk Management Policy once a year to ensure that it reflects changes inside and outside the organisation.

To review and approve the Governance Code once a year, to ensure it adheres to best practice, including relevant charity, company and other legislation.

To review and approve the Mission Statement once a year. To review and approve the artistic programme proposed by the Artistic

Director.The legal requirements for all charity trustees can be found in ‘The Essential Trustee’ document on the Charity Commission’s website www.charitycommission.gov.uk

Board Trustee Duties

The Chair and all the Board trustees must be willing to:

Attend and contribute to 4 board meetings each year, normally held at Salisbury Playhouse or Salisbury Arts Centre at about 6.00pm.

Attend approximately 15 press, VIP or participatory events a year Support the staff within their particular area of expertise Support the artistic vision of Wiltshire Creative, with specialist

knowledge, if appropriate Understand the legal and financial responsibilities of Trustees Understand Wiltshire Creative’s financial accounts and other
