gratitude of a nation, it i-s the late beloved 'Commodore' Wilbert E. Longfellow, founder of the Red Cross L ife Saving Co rp s , · who , a s a r ep o r t e r in 19J�, saw t h e gro wing tragedy of drowning.

He p o i n ted ou t that th e rapid increase v.ould in time be come a nati onal tragedy, so he set about to create an organization to cope with the pro ble m . He saw that there were three basic causes: Lack of knowledge, lack of swimming ability and lac k of s uper­vi s i o n .

So he went to the Red Cross with the idea \WJ.ich had been active in first aid since 1910.
