and substantially equal ïn populatfon. In the year following each

Federal decennial census year, the General Assembly. by 1aw shall

redistrict the Kozse and Senate. If no redistrlcting plaa becomes

effective by June 30 of that year, a Legislative Redfstricting

Comm4.ssfoa shall be constltuted no later than July 10. The Commn'ssioa<

shall consist of eight membet-s' no more than four of wltèm shall be

members of the saoe politlcal party. The Speaker and Ninerity

teader of the Hquse of Representatfves shall each appofnt to the' l .

Members of the Commission. Not later than August 10 the Commn*sslon

shâll file with the Seèretary of State a redistricting plan approved

by at least fïve members. If ehe Cozrission fafls to file an

approved redistricting plàn the Supreme Court shall submit the names

of two persons, not of the same polttical partiesa to the Secretary

of State not later than September 1. Not later thaa Neptember 5

the Secrerary of State shall publfcly draw by random sèlectioa ee-

. tùe name of one of the two perBons to serve as the ninth member of

the Commisslon. Not later than October 5, the Commtsafon shall file
