1. Introduction. Noting the references, addressees are invited to attend the LOLE 20 MEL/MIL SWS which will take place at the Joint Force Training Centre (JFTC) in Bydgoszcz, Poland, from 4 to 7 February 2020.

2. Workshop Aim.

a. The LOLE20 MEL/MIL SWS will deliberately be held for a limited audience in order to establish a timely debate (at the tactical level) with regards to JFTC proposals for the MEL/MIL Workshop.

afterwards MEL/MIL Workshops, Incident Development and Scripting Workshop (IDWS & ScWS).

3. Objectives.

a. Determine the Main Event List (name and description of each event) and link them to the Exercise Objectives and Training Objectives. Different actors/ functional training areas will be assigned to different events.

b. Identify and confirm Operational Dilemmas at the tactical level (ODTLs) that challenge the COM ARRC.

c. Draft possible Incidents (very generic stories) in a given event structure, which challenge the tactical level campaign plan.

d. Set up the flow/ intensity of the exercise and present a draft version of the Exercise Design.

e. Clarify the different Information Management repositories for the entire MEL/MIL planning.

f. Recommend slight improvements to scenario modules (only at the tactical level, in order to add the required granularity).

g. Identify external additional support required for the MEL/MIL IDWS & sews.

5. Attendance.

a. The workshop should be attended mainly by key personnel (see figure 1) able to represent their Commander's intentions/ concerns for the LOLE20. Personnel attending this WS must not be part of the Training Audience (TA) unless they are considered Trusted Agents.

b. HQs are recommended to send representatives that should be able to participate all along the MEL/MIL planning process through its three main workshops and to be part of the Exercise Control (EXCON) structure during Sub­phase 1118. By doing so, HQs guarantee the completeness and continuity of the final products.

c. The attendees are strongly encouraged to fully prepare themselves for the WS, become familiar with the documents depicted previously as 'inputs' (Paragraph 4.a). All these documents will be available a JFTC NS EDMS site: https://nip.jftc.nato.inUedms/exe-lole20/public/Forms/Allltems.aspx.

d. Attendees expected contribution:

( 1) Provide inputs for developing the most challenging ODTL for the Commander.

(2) Provide the approach to the TOs that best guarantee their achievement.

(3) Collaborate to guarantee that the events are consistent with the TOs and ODTL.

( 4) Provide personnel with the sufficient expertise to provide insight at the time of developing some possible incidents.

(5) Guarantee that their HQ planning is consistent with the MEL/ MIL development.

(6) Provide an updated heads-up of the planning activities in their HQ that may have impact on MEL/ MIL development.

(7) Identify slight improvements in the scenario modules to streamline the link between PTOs and Events.

JFTC ADMINISTRATIVE INSTRUCTIONS

1. Registration. JFTC requests attendees to create User Accounts and complete the on-line Registration Form with all required data. It is available on the unclassified webpage at: www.events.jftc.nato.int. The registration should be completed NLT 17 January 2020. If not all requested information is available, the form should be completed with all known data and updated later (but before 24 JAN).

2. Accommodation. Attendees can book hotel rooms through JFTC Protocol and Conference Support (PCS) POC, Ms. Maria Kowalska at telephone: +48.261.411.486, mobile phone: +48.695.427.204 or via unclassified email: [email protected]. Once successfully registered, attendees will receive an e-mail with instructions and a reservation number. Confirmation of the reservation and payment are an individual responsibility and must be done in PLN or via credit card. If the individual fails to confirm the room by 27 January 2020, the booking will be cancelled. The following hotel is available:

a. Mercure Hotel(****) 348PLN (approx. 83 EUR) per night, including breakfast, Wi-Fi and VAT. Parking is available at 49 PLN (approx. 11 .5 EUR) per day.

3. Transportation. Transportation from and to the Bydgoszcz Airport to JFTC/hotel depends on availability. A daily shuttle bus between the hotel and JFTC will be provided. Attendees who do not use the Bydgoszcz airport and the appointed hotel are responsible for their own transportation between the hotel and JFTC. Further details on how to get to Bydgoszcz are available on the JFTC website under the "Organization/ How to get to JFTC".

4. Location. The main Events List/ Main Incidents List (MEL/MIL) Strategy Workshop (SWS) for Loyal Leda 2020 (LOLE 20) will take place from 4 to 7 February 2020 in building 5 of the Joint Force Training Centre, located at ul. Szubinska 2, 85-915 Bydgoszcz, Poland.

5. Security. The conference will be conducted at a security classification level not exceeding NATO Secret and will be held in a Class II Security Area. Unescorted visitors must have a minimum NATO security clearance of NATO Secret. All other visitors will be escorted at all times. Attendees must hand carry their NATO travel order, NATO or Military ID card and security clearance to Bydgoszcz. Attendees from NATO bodies, who have a NATO security clearance, will submit either a copy of their valid Security Clearance Certificate, or a Certificate of Security Clearance signed by their Security Officer to the JFTC Security Officer via fax at: +48.261.411.579 or email to [email protected] NL T 24 January 2020.

6. Hand carried baggage will be subject to search. Mobile phones, USB sticks photographic video equipment will not be allowed into Class II Security Area and must be stored in lockers in the lobby. Laptops brought to be used during the event will be checked and registered by INFOSEC during the in-processing.

7. Status of Forces Agreement. Under Article 3 of the NATO SOFA, military personnel are not required to obtain a visa to enter Poland while travelling on official

business provided that they possess a valid travel order and their national identification card. Although not required under NATO SOFA, it is recommended that military personnel also bring their passports.

8. In-processing and costs. The in-processing will be conducted upon arrival at JFTC. The optional cost of lunch is 20 PLN (about 5 EUR) per day. Mandatory administration fee for coffee corner is 10 PLN (about 2.50 EUR) per day and is paid individually during the in-processing. Payment with credit cards or cash in PLN only.

9. Transfer of Briefings/ Documentation. In line with the security regulations, the files to be used during the workshop can be uploaded from a portable medium through Central Registry (CR) after registration and Information Security (lnfoSec). Participants are, however, requested to send presentations and/or documents they will use during the workshop prior to the event to JFTC CR via unclassified network or NATO Secret Network: [email protected].

10. Dress Code. The dress code during the conferences will be national daily duty uniform.

11. Duty free shop. A duty free shop is available at the JFTC Compound. Only entitled personnel may use the shop. Ration cards will be issued to the entitled personnel during the in-processing. To receive a ration card one has to provide a spare copy of their national or NATO Travel Order during in-processing.

REGULATIONS FOR EXCON MEMBER TRAVEL COST REIMBURSEMENT

1. The Resources Policy and Planning Board (RPPB) approved the policy in PO (2014)0805 dated 18 December 2014 for the Common Funding (CF) eligibility of the travel cost for Non-NCS augmentees to Exercises. This reimbursement applies to both military & civilian augmentation from NATO Nations and NATO Force Structure in support of JFTC during preparation and execution of LOLE20.

2. JFTC will only reimburse the airfare. Local duty transportation in Bydgoszcz will be provided by JFTC free of charge within the pre-arranged scope.

3. Travel in support of evaluation is not regarded to be a part of PO (2014)0805.

4. Terms & Conditions (T&Cs):

a. The SME support provided must be specifically requested by JFTC in accordance with the Invitation Letter for LOLE 20 MEL/MIL Strategy Workshop.

b. The supporting entity will provide a request for reimbursement with a cost estimate to JFTC not later than 9 December 2019. JFTC will make the assessment of affordability and commitment of funds.

c. JFTC will subsequently issue a Purchase Order (including an amount not-to-exceed to the Supporting Entity). This Purchase Order is the only formal financial commitment for JFTC to reimburse cost.

d. The supporting entity will issue an invoice in accordance with the T&Cs below and with a reference to the applicable Purchase Order Number.

e. JFTC will only reimburse:

(1) Documented air travel cost for support which is actually provided to support ODE MEL/MIL development.

(2) Lowest available economy air ticket to/ from Bydgoszcz at a maximum ceiling of 500 EURO for each return ticket.

(4) Invoices containing all payment details (bank account and sort codes) required for the execution of international financial transactions.

(5) Claims supported by a list of travelers who have actually participated in the event, together with copies of their air tickets or other verifiable proof of payment of the air tickets claimed.

(6) Claims certified by the Financial Controller/ Head of Finance of the supporting entity verifying that the claim contains only eligible transportation costs.
