Framgångsrikt bevarande av den biologiskamångfalden kräver att man skyddar arters livskraf-tiga populationer. Inför denna utmaning har Sveri-ge infört ett koncept som kallas ”åtgärdsprogram”,vars fokus är att samtidigt rädda en eller flera hota-de arter och skydda de vikigaste biotoperna därdessa arter lever. I denna studie undersöker vigenomförandet av ett åtgärdsprogram för en para-plyart, den vitryggiga hackspetten. Vi beskriverprogrammets mål, hur det är organiserat och ge-nomfört.
Studien baserar sig på intervjuer och enkäter

riktade till programmets huvudaktörer. Målen för2005–2008 uppnåddes i genomsnitt mycket sämreän planerat, vilket åtminstone delvis förklaradesav bristande kunskap/data, brist på erfarna arbets-tagare, samt administrativ inflexibilitet. Förvå-nansvärt nog, kunde inte uppnåendet av program-mens mål förklaras med den upplevda betydelsenav särskilda bevarandeåtgärder, upplevda priorite-ringen, mängden tillgängliga pengar, eller olikapraktiska hinder.
Däremot påvisade kvalitativ analys av inter-vjuerna och enkäterna två viktiga hinder förgenomförandet: 1) konkurrerande intressen medandra bevarandeåtgärder och 2) graden av bun-denhet hos specifika aktörer. För ett framgångsriktgenomförande av de komplexa åtgärdsprogram-men rekommenderas grundläggande granskning,där inte bara frågor som ekologisk kunskap ochpraktiska resurser beaktas, utan även eventuellakonflikter och synergier med andra bevarande-åtgärder.
