Minutes of Second Advisory Board meeting of the National Water Mission held on 26.04.2016 at 03.00 p.m. in the Conference Room of Ministry of Labour & Employment, Sh ram Shakti Bhavan, New Delhi under the chairmanship of Hon'ble Minister (WR, RD & GR)

2.1 The Additional Secretary & Mission Director (AS & MD), National Water Mission (NWM), welcomed the Hon'ble Minister (WR, RD & GR), Hon'ble Minister of State (WR, RO & GR) and

other senior officers from the Central/ State Governments and other organizations in the Second Advisory Board meeting. With the permission of the Chair, AS & MD requested Hon'ble Minister (WR, RD & GR) for the inaugurat_ion of the NWM Portal and Hon'ble Minister of State (v\/!3

GR) for the inauguration of the NWM logo.

2.2 Sushri Uma Bharti, Hon'ble Minister (v\/R, RD & GR) launched the NWM website and Prof.

Sanwar Lal Jat, Hon'ble Minister of State (WR, RD & GR) inaugurated the logo of NWIVJ in the presence of members/invitees of the NWM Advisory Board.

2.3 AS & MD provided the background and details of the NWM website and the logo. He informed that NWM website was developed with a co-ordinated effort of the officials of NWM

and f\J/C. The NWM website has integrated information on 1Nater sector (surface 1,vater, ground water & waste 1.,vater) in the Ministry of \Nater Resources, River Development & Ganga Rejuvenation, other Central Ministries/organizations and State Governments concerned. This site also provides the link to the lndia-WRIS, Central Water Commission, Central Ground Water

Board and other Central/State Government organizations. A group photograph with the

Hon'ble Minister (WR, RD & GR) and the Hon'ble Minister of State (WR, RD & GR) was taken. AS & MD thanked the dignitaries for the inauguration of the website and the logo of NWM.

2.4 The Hon'ble Minister (WR, RD & GR) asked the NWM to explore the possibility of undertaking study on drought prevalent in different parts of the country. She also asked the Secretary (WR, RD & GR) to give his views on the various issues of water resources mangement in the country.

2.5 Secretary (WR, RD & GR) stated that in the Ministry, work is going on different schemes which has a bearing on the activities included in the five goals of NWM. For example, National Hydrology Project (NHP) is being undertaken in all the States/UTs, which was earlier limited to thirteen States. Cabinet approval has been accorded to the NHP. The work on mitigation of arsenic and fluoride contamination of vvater is going on. The whole planned budget of the Ministry is oriented towards different goals of NWM. Secretary (WR, RD & GR) appreciated the

work done by the Tamil Nadu municipalities in the area of water conservation, fixing standards

for water consumption and incentivization for adopting 1.,vater savings techniques. There is a need for a comprehensive planning and utilization of planning of surface/ground/waste water.

consultations and lheit invo/vernent should be ensured for success(ul implementation of 1Naler conset-vation and management proposals.

2. 7 The I /onb'le Minister (WR, RD & GR) suggested to the Secretary (WR, RD & GR) that the

Ministry may work out policy issues and framing of Acts for improvement of people's

participation in the development of water sector. There is a need for involvement of different

wings and organizations/institutes (NHP, CAO & WM, NIH, CWPRS, CSMRS, etc.) of the Ministry

along side the NWM in the area of water conservation and achieving objectives of NWM.

3. Following these observations, the AS&MD, NWM sought permission of the Chair for

taking up the agenda notes of the Advisory Board meeting. A power point presentation was

made, in brief, on agenda items. The presentation provided the background of the

establishment of NWM, its five goals and waste water dimensions that was included in the

NWM after PM's Council meeting on Climate Change held on 19.01.2015. During the

presentation, the main objective of NWM and its five goals were discussed in detail and theFollowing agenda items were discussed:

Agenda Item No.1: Confirmation of Minutes of first meeting of Advisory Board and Action Taken Note (ATN)

The last meeting of the Advisory Board was held on 02.05.2013 and the Advisory Board

was apprised of the action taken on the decisions taken. No comments have been received,

therefore, the minutes of the First Advisory Board meeting held on 02.05.2013 was confirmed.

Agenda Item No.2: Proposal for setting up of Mission Steering Group

In view of the decision taken in PM's Council on Climate Change meeting held on

19.01.2015 regarding "expanding water mission to cover surface, ground and wast2 water

dimensions for use efficiency, ground1,vater recharge, reduced pollution", it was proposed to set

up a Mission Steering Group chaired by the Hon'ble Minister (WR, RD & GR). Hon'ble Minister

observed that a Group within the Advisory Board may be constituted which would look into the issue of waste water dimension.

Agenda Item No.3: Operational plan for achieving the goals of the NWM

(a) Implementation of National Water Mission Scheme:The EFC proposal for National Water Mission Scheme for XII Plan in respect of

Implementation was submitted to Department of Expenditure, Ministry of Finance. EFC

meeting was held on 22.07.2013 and the N'v\/M Scheme has been approved for Rs.196crore For XII Plan by the Ministry of Finance.

(b) Delegation of Financial Powers to NWM officers:

The last Advisory Board meeting had approved that the Mission Director and other officers of National Water Mission shall have delegated financial/ administrative powers for various NWM works including research studies/ project proposals, engagement of experts/consultants/ supporting staff, etc. It was submitted to the Advisory Board that this delegation could not be given effect as required manpower and office space has not been provided. Hon'ble Minister advised the Secretary (WR, RD & GR) tg look into the matter.

(c) Engagement of Young Professionals/Interns in the National Water Mission:

A proposal for engagement of Consultants/Young Professionals had been approved by the last Advisory Board meeting held on 02.05.2013 and accordingly, the following Consultants/Young Professionals have been appointed by the NWM during March-April, 2015:

Agenda Item No.4: Main activities of National Water Mission undertaken/ proposed to be undertaken

4.1 National Water Mission Directorate: The AS & MD joined NW/VI on 05.08.2015 as its first regular Mission Director. He is being assisted by two Advisors (Coordination & Monitoring and Technical), five Consultants, four Young Professionals and one

Executive Assistant. The AS&MD observed that there was a need of a robust secretariat

for carrying out the wide ranging mandate of the National Water Mission. Working effectively on different goals required examination of a large number of policies and procedures, discussion with experts, organization of seminars and brain-storming sessions and continuous interaction with State Governments and Ministries and

resources. However, the Mis::;ion h,1cJ not been pl ovicle:cl with regular support staff ,iml

adequate office accommodation which was seriously hampering even day-to-clay

routine work. Hon'ble Minister (WR, RD & GR) ;:iskcc/ the senior officers from MoWR,

RD & GR to find solution to the problems faced by the NWM regarding provision of

staff and additional rooms.

NWM web portal:- The AS&MD informed that the Portal of National Water Mission

will be a one point source for providing comprehensive information on water resources

as well as various activities being undertaken by the National Water Mission under its

five goals. The NWM website has integrated information on water sector (surface

water, ground water & waste water) in the Ministry of Water Resources, River

Development & Ganga Rejuvenation, other Central Ministries/organizations and State

Governments concerned. It was planned to be updated on a regular basis so that any

user or researcher gets complete information at one site.

4.3 Convention on Participatory Irrigation Management (PIM):- Tvvo regional conventions

of Water Users Association for Northern (Punjab, Haryana, Rajasthan, J&K, Himachal

and Uttarakhand) and Western (Maharashtra, /'Vl.P., Gujarat, Chhattisgarh and Goa)

regions were organised on 25-,26 August, 2015 at PAU Ludhiana and 8-9 January, 2016

at WALMI Aurangabad. The participants included field officials from water resources

and agriculture departments from these States, concerned officers from Ministry of

Water Resources, RD & GR and Water Users Associations from these States. It was

planned to organize three more conventions in Southern, Eastern and North-Eastern

Regions to cover all the States/UTs of the country. Required improvement in the

existing policies and procedures are planned to be made on the basis of suggestions of

Water Users Associations and field officers.

4.4 & 4.5 Asian Development Bank (ADS) studies-: The Advisory 802rd noted the progress of

.11.DB studies on "Operational Research to Support rvlainstreaming of Integrated Flood

management (/FM) under Climate Change" and scoping study on the Water Use Efficiency for the Major-Medium Irrigation Projects.

4.6 Impact of Climate Change studies: NWM has identified eight river basins (Mahanadi,

Mahi, Luni, Tapi, Sutlej, Sabarmati, Subarnarekha and western flowing rivers from Tadri

to l<anyakuma�i) for study of impact of climate change in association vvith research

institutes like I/Ts, N/Ts, IISc. and NIH under the R & D scheme. MoWR, RD & GR has, in

principle, agreed to the Climate Change studies which are likely to start in 2016-17.

4. 7 lndo-EU Forum: An In do-EU Forum was organized by the NWM during 23-24

November, 2015 to discuss modalities of co-operation in the field of Water Framework

Lavv, River Basin Management, Waste Water Treatment, Quality aspects of Water and

Water Audit. An MoU between India and EU has been signed as a result of the efforts ofNWM.

4.8 Preparation of State Specific Action Plans (SSAP) for water sector: National Water

Mission has initiated actions to prepare State Specific Action Plan (SSAP) for water

sector linking with State Action Plans for water sector which includes irrigation,

in respect of ail the States/UTs. There is a provision of Rs.20.00 c1ore for SSAP in the

scheme 11 lmplementation of National Water Mission{/. NWM has prnposecJ lo provicle

financial assistance for preparation of SSAP for water sector at thP rate of Rs. 50 lakh

for major States and Rs. 30 lakh for small States/UTs.

Preparation of SSAP for twelve States namely, Andhra Pradesh, Telangana, West

Bengal, Uttarakhand, Gujarat, Assam, Chhattisgarh, Karnataka, Madhya Pradesh,

Maharashtra, Odisha and Tamil Nadu have been initiated in the l5t

phase through

North-Eastern Research Institute of Water and Land Management (NERIWALM),

Tezpur, Assam. First instalment of advance payment has been sanctioned and released

to NERIWAUvl for preparation of SSAP of five States.

The Board agreed to the proposal of NWM For preparation of SSAP for water

sector through NERIWALM in Phase-I and noted the progress of work.

4.9 Human resource development/and capacity building/Awareness creation: NWM has

entered into MOU with TISS-Mumbai; NIRO-Hyderabad and other institutes to

undertake sensitization, training and capacity building programmes in water resources

management, augmentation and conservation under Goal-//. NWM has prepared

Guidelines for organizing HRD/training/capacity building/ mass awareness programmes

in consultation with /FD, MoWR, RD & GR. About 25 training/capacity building/mass

awareness programmes have been organized to address various strategies under Goa/­

fl, NWM during Financial Year 2015-16.

4.10 Baseline study of major/medium water resource projects to get information on the

present status of water use efficiency.

Baseline studies for five major-medium irrigation projects, (Pahumara - Assam, Loktak

- l'vlanipur, Arunavati - Maharashtra, Rallapadu - Andhra Pradesh and Peddavadu­

Telangana) have been undertaken through /IJER/WALM, Tezpur; WALl\1V!TARI,

Hyderabad and WALl'vll, Aurangabad.

In addition, the following 16 Major-Medium irrigation projects in the States of Andhra

Pradesh, Telangana, Maharashtra, Assam have been initiated in 2015-16:-

(a) NERIWALM, Tezpur - Kaliabor lift irrigation, Rupahi medium irrigation and Suk/a

irrigation in the State of Assam.

(b) WALAMTARI, Hyderabad - Torrigadda Medium Irrigation, Thatipucli Medium

Irrigation, Guntur Channel Medium Irrigation, Vengalarayasagar Medium

Irrigation, Taliperu Medium Irrigation, Sathnalla Medium Irrigation, Musi Medium

Irrigation in the State of Andhra Pradesh and Vattivagu Medium Irrigation in theState of Telangana.

(c) WALl'vll, Aurangabad - Bor Irrigation, Girna Major Irrigation, Karpara Medium

Irrigation, Palkhed Irrigation, Panzara Major Irrigation, in the State of Maharashtra.

The Advisory Board agreed to the proposal for baseline studies and noted the

progress of vvork.

4.11 Establishment of National Bureau of Water Use Efficiency (NBWUE): The proposal for

setting up of "National Bureau of Water Use Efficiency" (NBWUE) has been agreed in the

Mol/1/R, RD & GR. The NBWUE will function as an autonomous authority under the

i:1dministrative control of Ministry of Wc1lcr Resources, Rive, Dcveloµrnent & Ga11t;i:, RP.juvenation. f\JWM has prepared a proposal for ueation of NBWUE through notification under Section 3 (3) of the Environment (Protection) Act, 1986. A draft Cabinet Note has been circulated to the concerned Ministries/Departments for inter­Ministerial consultations in the month of May, 2015. The comments of Inter-Ministerial consultation have been addressed and some suggestions incorporated in the Draft Cabinet Note. The Hon'ble Minister (WR, RD & GR) has approved the Draft Cabinet Note. The Advisory Board noted the progress toward setting up of NBWUE.

4.12 Demonstration Projects:-

(a) NWM has proposed demonstration projects for increasing water use efficiency indifferent water sectors including state-of-the-art technologies. The various measuresto be adopted for iricreasing water use efficiency in irrigation are: use of Micro­irrigation methods, drip, sprinkler irrigation methods, Implementing water supply onvolumetric basis, etc. NWM has identified the following irrigation projects forpreparation of Detailed Project Report (DPR).

During discussions, it was suggested that NWM may also utilize best practices like Hiware Bazar in Maharashtra, Sanchor in Rajasthan and Sant Sinchewai in Punjab. Water Users ;.\ssociations, officials and other stakeholders may visit such best practices of water conser'!ation and management.

(b) NWM has proposed to undertake demonstration projects in association with NIH,Roorkee, CPWD, NEER/, Nagpur and CSIR-CSMCRI, Bhavnagar, Gujarat on the re-cycleand re-use and improving water quality. The project proposals are:-

(1) NIH, Roorkee - Grey water to blue water at Roorkee - Rs. 1.34 crore.(2) CPWD - Re-cycle and re-use of water - Supplying, Installation, Testing andcommissioning of Sewage Treatment Plant having capacity 300 KLD Based on

MBR Technology at CGO Complex, Lodhi Road, New Delhi.(3) CSIR- Central Salt and Marine Chemical Research Institute, Bhavnagar, Gujarat -Development Testing and installation of Innovative water de-salination and

purification unit at fifteen iclentificcl saline sites/villages i11 Gujarat, /\nclhra Pradesh ,me/ Tamil Nadu.

(4) CSIR-NEERI, Nagpur - Integrated Waste Water Treatment plan of a city - cost:under process.

(5) Delhi Jal Board - Modernisation and Renovation of STP of exiting Project atMehrau/i area, New Delhi for re-cycle and re-use of water - cost: under process.

In addition, an MoU is proposed to be signed with TERI for taking up demonstration projects and water audit in industrial sector and domestic sector.

The Advisory Board agreed to the proposals.

Agenda Item No.5: Main decisions taken in the High Level Steering Committee (HLSC) meeting held on 28.01.2016

The Advisory Board was apprised of the decisions taken in the NWM HLSC meeting held on 28.01.2016 and the progress of items was noted.

Agenda Item No.6 & 7 : Proposal for setting up of Steering Group on Water Regulatory Authorities in the States, and for afforestation of catchment areas and restoration of water bodies

Hon'ble Minister (WR, RD & GR) advised that Expert Groups drawn From among the members of Advisory Group could be constituted to look into these matters.

Agenda Item No. 8: Any other item with permission of Chair:

The Special Secretary (WR, RD & GR) observed that the Advisory Board of the National Water /Vlission comprised of a large number of exp2rts, former Secretaries of Ministry of \Nater Resources and other dignitaries. It will be a good idea to utilize their expertise.

The Hon'ble Minister (WR, RD & GR)) invited the experts and other participants to give

suggestions on the agenda of the meeting:

(l) Dr. S.K. Sarkar (Retd. Secretary, WR) Director, Water Resources Division, TERI, New Delhi,suggested that there is a need to undertake water conservation measures in theindustrial sector. There is a lot of scope for water savings in the range of 30-40% bystudying various sectors in the industry. There is a very good scope for utilization ofmunicipal waste water after treatment in industrial sector.

(2) Dr. Kirit Parikh .. former Member of the Planning Commission, suggested that there is aneed for policy changes for Participatory Irrigation Management (PIM), utilization ofmunicipal waste water, installation of adequate capacity 5TPs to treat waste water,provision of Operation & Maintenance (O & NJ) funds for- the proper functioning of STPs,etc. He also emphasized that to address the Climate Change Issues, there is a need tostudy Frequency of rainfall pattern and issue of advisory to the States/UTs in case ofdrnughts/floods. A massive programme from groLind water re-charge is to be undertaken

m over-exploited areas of the country. The large floods should b.e studied upto microlevel and proper modelling and forecasting of flood warning system may be installed.

(.3) Dr. D.K. Chadha,. Retd. Chairman, CGWB, remarked that he was involved in the

formulation of a plan for 170 demonstration projects from Golden Temple in Punjab to

Kurukshetra in 1-/aryana. He has worked for the Maharashtra Area for undertaking

feasibility study of utilization of. deep ground water. There is a need for utilization of

treated waste water for ground water recharge in the areas where rain fall is very less. A

guideline may be developed for improving water use efficiency of ground water pump set

which will save water as well as energy. The work of TISS for selection of NGO's for water

conservation may be decentralised. The training of NGOs should include utilization of ground water and depletion of ground water table.

(4) Shri. D.K. Manavalan, Ex-Director, AFPRO, mentioned that there is a need for NWM to

work in the following areas:

(a) Participatory Irrigation Management;

(b) Water audit and water budget;

(c) Ground Water Recharge; and

(d) Involvement of Panchayats in water planning and distribution.

(5) Shri Avinash C. Tyagi, Secretary General, /CID, indicated that there is an urgent need for

preparation of drought management plan and development of drought monitoring

information system by utilizing information of rainfall pattern through satellite imageries

and modelling. Drought monitoring index may be developed for each area on weeklybasis.

(6) Shri C.M. Pandey, Additional Commissioner, (NRM), Ministry of Agriculture & Farmers

Welfare, Department of Agriculture & Farmers Welfare stated that adoption of crops

using less water may be encouraged. For improving water use efficiency, micro and drip

irrigation system may be extensively used. Recently launched e-Market by the

government of India for marketing Agriculture products online as per prevalent market

rate may be utilised. The Integrated Watershed Management Programme may be

extended to the catchment areas where major & medium irrigation projects have been

constructed so that capacity of the reservoir and its life may be increased by minimizingerosion of silt in catchment.

(7) Sh. Ramesh Rawal, BAIF, mentioned that Central Po!/ution Control Board (CPCB) may be

included as Member of Advisory Board. Pilot projects on transportation and utilisation ofwaste water may be undertaken.

The Hon'ble Minister (WR, RD & GR) reiterated that Expert Groups should be constituted

from within the Advisory Board for various water-related issues. The Advisory Board meeting

may be held twice in a year. Further, 1-/on'ble Minister requested Dr. D.K. Chadha to send a note

on his works done during the period of drought in Gujarat on demonstration ponds and hand pumps.

The meeting ended with a vote of thanks to the Chair.
