A list of the signers is attached to the decla­ration.

You will, of course, recall that under the provisions of the Dumbarton Oaks proposal dealing with an Economic and Social Council it is contemplated that that Council will make agreements with such autonomous bodies as an international educational organization.

Every one is aware ot t he e conomic dislocations whi ch have resulted fr om this war . But culture and cultural institutions and personnel have suffered even more gr ievously. What is lett ot these institut i ons should now be enlisted to heal the torn world and to turn men ' s minds and emotions to the creation or a common well-being . This is a positive approach t o a field i n which cultural valuee h.eve too l ong and too etteoti vely bee n exploited t or destructive purposes throu~h propa~anda and peychol ogical warfare.

In furtherance of a climate of world opinion whi ch wants peace and understanding between nations and peoples and in aid of the development ot such understand1n~, we deem it necessary that there be created an International Office tor Education. InternRt ionsl interes t in education must now include not only the instruction offered by universities and f urthered by meet­in~e or acientiota a nd schol ars, but also elementary, secondary and adult education of a mor e informal chAracter .

We therefore urge that thP proposals tor the creation of an I nternational orticP tor Education to further educational and cultural r elations be gi ven prompt consideration and that action to this end be taken by our government in collaboration wi th the other governments or the world .

Despite the fact that this state is a stronghold of Republicans, we of the Window staff felt that we should dedicate our magazi ne to your late hus­band. Mr. Roosevelt was the greatest leader that our generation ha s known, and he probably did more for the youth of America than any other man in hi story. It was a great honor for us to be able to dedicate the Univer­sity of Colorado's literary magazine to our late pres­i dent, for he inspired many of us to liberal thoughts and actions . I am only sorry that we could not obtain a better picture of Mr . Roosevelt, for the one that we used did not do him justice .

The purpose of the Window is to stimulate any stud­ents who enjoy writing, or who have talent, to publi sh their works. As a whole we ~ry to avoid controversial issues, and, as you will notice, we emphasi~short s tor­ies. The magazine has a c i rculation of abdbt seven hun­dred and fifty copies pwr issue and appears four times each year. We try to encourage as many students as i s possible to write, although at times we must sa.crifi ce quality for variety .

We know that you have always been interested in young people and their work, and we hope that you will have time to glance at the Window .
