ABSTRACT

Low-level radioactive wastec (LLU) generated by nuclear utili-ties presently are shipped to cormnercial bur~al grounds fordisposal. Substantially increasing shipping and disposalcharges have sparked re ewed industry interest in incinerationand ether advanced tiol.me reduction techniques as potentialcost-saving measures. Repeated inquiries from industry sourcesregarding LLU applicability of the Los Alamos controlled-airincineration (CAI) design led DOE to initiate this cormnercialdemonstration program in FY-1980. The selected program ap-proach to achieving CAI demonstration at a ~tilit.y site is aDOE sponsored joint effort involving Los Alamos, a nuclearutility, and a liaison subcontractor. Required developmenttasks and respons:b~l ities of the participants are described.Target date for project completion is the end of FY-1985.

INTRODUCTION

Since 1975, low-level waste transportation costs have increased by 50 percent arrd dlspnsa’ fees have risen five-fold.(1) This adverse expendl-tu~e trc!f~dhas caused m~ny within the connercial nuclear industry to viewadvanced I’OIUIIW=reduction techniques with renewed interest. Among thealternative technologies being considered, incineration of combustiblesis recognized as one of the most effective methods for reducing both themass and volume of wdste shipments.

At present, several universities and hospitalc are operating, installing,or have committod to install combustion processes to treat. institutionalwastes.(2) Nuclear utility ccmnitment in this area, however, has beensubstantially less. Factors in this hi~tus include cost, technical, andlicensing uncertainties associated with red”tor waste combustionsystems. containment throughout the process to prevent alpha contaminationrelease, an instrumentation control package substantially upgraded fromcormnercial nonradioactive systems, and a high degree of redundancy amongcritical process components. Each system modification ~nd/or additionwas a response to the extensive and formal safety analysis whichproceeded in parallel with project planning and design ~ctivities.

Los Alamos Program

Objectives of the L~s Alamo~ program in support of the CAI/LLN demonstra-tion goal are to: 1) devslup and tran$fer design and operating data tothe liaison subcontractor, 2) select subcontractor and provide managemeritreview of his activities (beginnirlg in FY-1982), and 3) provide tschnicalassistance to both subco~tractor and utility through licensincj and demon-stration completion. As such, Los Alamos assumes the technical lead rolein determining the design and operating parameters for the CAI/LLW demon-stration process.

FY-1981 accomplishments.—__-—

During FY- 1980 and 1981, design information derived from CAI/TRU dertion-stration program was transferred to Koch Process Systems, Inc. (formerlyHelix Process Systems, Inc.), the designated liaison contractor und~rprovisions of a OOE/ALO contract. This inforrn~ti(n served as a startingpoint for preliminary design and engineering of the CA1/LLW system andalso was incorporated In a Technical Support Document (TSD) which will besubmitted to tJRCas technical basis for licensing proceedings. Koch com-pleted a preliminary design in FY-1981; a draft TSD is expected early inFY-1982.

In addition, development studies to determine the bshavior of fission zndactivation products ~ithin the CAI system were initiated. A five-daytest burn was conductefJ with solid waste spiked with selected fissionproducts (Fe-S9, CO-60, Au-106, 1-131, and CS-137). The charged solidwaste mix is shown in Table 1; Included radionuclldes were tho~e withchemical and physical characteristics of potenti~l concerl~ to proc~ssoperations. llefi)reconducting this expcrlment, d carbon bed edsorber wdsincorporated in the offgas system to trap volatile species ~nd five hy-brid germanium detectors were installed to determine decont~minationfactors for Individual isotope$ (see Figure 2). Experimental data indi-cated excellent process performance with a volume rcrhction ratio well Inexcess of 100:1 and extremely effectiv~ overall containment of the radio-nucl Ides. Detector data is being analyzed to provide Insight into indi-vidual isotope behai’ior within the process.

Efforts related to incineration of spent IX resins likewise were initiat-ed in FY-1981. At the end of the LW test burn, several IX resin type$were ch~rged to the CAI in 0.06 mk batches. Although the resins tisedwere clean and nonradioactive, observation of burning characteristicsshowed the absence of problems reported with other Incineration systems(e.g., violent spalling reactions and melting). In addition, a liquidburner design, which will provide d continuous resin slurry burning capa-bility, has been cold tested successfully and installed in the lower CAIchamhcr (see Figure 3).

At the end of FY-19R1, DOi transferred management responsibility for thisprogram from the ‘lr~nsuranic Waste Systems Office to the Low Level WasteManagemerlt Program Office (LLWMPO). Subsequent LLWMPO program review re-Jlted III some redefinition of the Los Alamos role, specifically, the

A second fission/activation product distribution test is scheciuled forthe final quarter of FY-1982. The purpose is to supplement data obtainedduring the initial run to provide ir?formation required for NRC licensing,offgas design data, and tc establish a basis for shielding calculations

Direct commercialization support will include transfer of base design in-formation to the liaison subcontractor. In addition, the TSD prepared byKoch Process Systems, Inc. will be reviewed, revised as necessary byLaboratory staff, and forwarded to NF.C. This initial TSD draft will beused for generic review by NRC staff.

Subcontractor Role

The subcontractor will be responsible for both liaison and facilitatingfunctions within the demonstration program. Although specific elementsof the contractor package will be refined after subcontractor selection,currently identified tasks include: 1) preparation of the CAI/LLW designincorporating Los Alamos input and utility requirements, 2) demonstrationsite selection, 3) active participation in NRC licelsing proceedings, and4) continued involvement through demonstration completion.

In FY-1982, the subcontractor will be required to establish an overallproject schedule, complete a preliminary CAI/LLkl process design, identifythe commercial demonstration site, and prepare an economic evaluation ofthe project reflecting specific waste management circumstances at thedemonstration site.

Utility involvement, scheduled to begin in FY-1983, will require, as aminimum, the definition of site-specific waste management needs, partici-

pation in the licensing proceedings, and CAI/LLW operation. At the out-set, tasks, objectives, and responsibilities will be redefined to reflectthe capabilities and circumstances of all participants.

In addition to continued management overview of subcontractor activities,anticipated Los Alamos activities will iilclude the conduct cf incinera-tion tests using site-specific wastes. These experiments will serve toverify design and operating parameters for the CAI demonstration unit.Further, assistance will bc provided to ‘he subcontractor and host utili-

ty during stdrt-up, nonradioactive tests, and demonstration OperatiOfl ofthe CAI/LLW system.

Utility and subcontractor activities in FY-1983 will focus on licensingof the demonstration process and preparation of final design documents.Following NRC approval, fabrication, site preparation, and installationare expected to require 14 to 18 months for completion. Demonstrationtests are targeted for the end of FY-1985.
