Kaohsiung-based Advanced Semiconductor Engineering plans to solve its pollution problems through a combination of goodwill and donations. Environmental protection officials praise the firm’s newfound generosity but say it’s not enough to avoid stiff penalties.

This is Jasong Chang, chairman of the world’s largest IC packaging and testing service provider. Yesterday he apologized for dumping of toxic wastewater by ASE, but he did not admit ill intent.

Kaohsiung environmental officials weren’t buying Chang’s statements.
