TheNationalStatisticsOfficeconductedtheCensusofPopulationandHousinginMay2000asmandatedbyBatasPambansaBig.72.Thedecennialcensustookaninventoryofthesizeanddistributionofthepopulationaswellasitsdemographic,social,economic,andculturalcharacteristics.Italsogeneratedinformationonhousingunitsandfacilitiestherein.Census2000alsocollectedcharacteristicsofallbarangayswhicharevitalinmakingrationalplansandprogramsforcountry'sdevelopment.
TheReportonBarangayCharacteristicswaspreparedtoprovideplannersandprogrammanagerswithdetaileddataonbarangays.Thereportfocusesontheinfrastructures,facilities,andservicespresentinthebarangays.Thesedatawerealsousedtodeterminetheclassificationofthebarangay,whetherurbanorrural.
Theinformationisvitalinensuringthattheprojectswouldreachthetargetpopulationastheinformationisfocusedonth~smallestpoliticalunitofthecountry,thebarangay.

I.INTRODUCTION
TheNationalStatisticsOffice(NSO)conductedtheCensusofPopulationandHousing(Census2000)inMay2000.Thisnationwideundertakingwasthe11
th
populationcensusandthe5thhousingcensusconductedinthecountry.
Census2000wasdesignedtotakeaninventoryofthetotalpopulationinthePhilippinesandtocollectinformationabouttheircharacteristics.ThedataprovidesanupdatedbasisfortheapportionmentoftheInternalRevenueAllotment(IRA)tolocalgovernmentunitsandforthecreationofnewlegislativeareassuchasregions,provinces,municipalitiesandbarangays,ortheconversionofamunicipalityintoacity.
Thecensusofpopulationandhousingisthesourceofinformationonthesizeanddistributionofthepopulationaswellastheinformationaboutthedemographic,social,economic,andculturalcharacteristicsandinformationonhousingsuchas,type,yearbuilt,floorarea,fuelusedforlighting,cooking,etc.Italsocollecteddataonthecharacteristicsofthebarangayswhichincludedthepresenceoffacilitiesandservices,andphysicalinfrastructures.TheinstrumentutilizedtogatherthesedatawastheCPHForm5-BarangaySchedule.AlltherequiredinformationwasprovidedbytheBarangayChairpersonsorotherbarangayofficialsknowledgeableinthearea.FacilitiesandservicesinCludedschools,hospitals,puericulturecenters,telephone,telegraph,postoffice,watersystemandelectricpowerwhilephysicalinfrastructureincludesstreetpattern,highwayaccess,barangayhall,plaza,church,andpublicmarket.
II.DATA
Resultsfromthe2000CensusofPopulationandHousingweretabulatedandanalyzedtodeterminethecharacteristicsofthebarangays.Specifically,thedatapresentedinthisreportare.abouttheeducationalservices,communicationservices,healthandwelfareservices,electricandwaterservices,andinfrastructurefacilities.
Barangaycharacteristicsthatwerecollectedduringthe1990CensusofPopulationandHousing(CPH)werealsopresentedtoprovidecomparisonandtodetermineiftherewasanyimprovementasfarastheprovisionofinfrastructuresandfacilitiesareconcerned.

Abarangayisthesmallestpoliticalunitinthecountry.Atotalof41,940barangayswerecoveredinthiscensus.ForthepurposeoftheCensus2000,theofficiallistofbarangayswaspreparedbytheTechnicalWorkingGrouponGeographicClassification.AmongitsmemberswererepresentativesfromtheNationalEconomicandDevelopmentAuthority(NEDA),NationalStatisticalCoordinationBoard(NSCB),DepartmentofInteriorandLocalGovernment(DILG),CommissiononElection(COMELEC),andNationalStatisticsOffice(NSO).
StreetPattern
Streetpatternreferstoasystemofatleastthreestreetsrunningineitherparallelorrightangleorientation.Thestreetsmayeitherbepavedwithcementorasphalt,orunpavedprovideditiswideenoughforafourwheelvehicletopassthrough.
AccesstotheNationalHighway
Accesstothenationalhighwayreferstotheaccessibilityofthebarangayfromthenationalhighwayusingtheaccessroad.Accessroadsareroadspassableby4-wheelmotorvehicles.
Forislandbarangaysthatcanonlybereachedbyboats,theroutestraversedbyferryboats,motorboats,etc.wereconsideredasaccesspaths.
BarangayHall
Thispertainstothebuildinginwhichthefunctionofthebarangayofficialsarecarriedout.
PublicPlazaorParkforRecreation
Thisreferstoanopenareathatoffersamenitiesforrelaxationlikeatownplaza.Playingcourtsliketennisandbasketballcourtsbythemselveswerenotconsideredaspublicplaza.

Thispertainstothepublicplacewherethepeoplemeettogetherforthepurposeoftradingbyprivatepurchaseandsale.
School
Thisrefersonlytotheorganizationwhetherprivateorpublicthatofferselementary,highschoolorcollege/universitylevelofeducation.Tradeandvocationalschoolswerenotconsideredhere.Likewise,entitiesthatofferprivateortutorialserviceswereexcluded.
Puericulturecenter/barangayhealthcenter/station
Thesearehealthcentersthatgiveservicestothepublic,whicharemostlyoutpatient.Includedalsoarelying-inclinicswhichprovidefirstaidtreatmentsnotonlyonmaternaldeliveries.
Healthcenterreferstohealthfacilityadministeredbythegovernmentandprivateinstitutionsoragenciestoimprovethehealthconditionsofthepopulationthroughtheprovisionofhealthservices,eitherfreeofchargeorforafee.

Abarangayhealthcenterisahealthstationwhichrequiresonlythepresenceofamidwifeeitherlive-inorpresentonlyduringofficehours.However,therearedoctorsoncall.Meanwhile,apuericulturecenterisahealthcenterthatissmallerthanahospitalbutbiggerthanclinics.Itrequires1;1physician,lying-inbedsofatleastonematernitybed.Minorsurgeriescanalsobeperformedinthesecenters.
Abarangayhealthstationisaperipheralhealthfacilitythatdeliversbasicservicestoabarangaywithanestimatedpopulationof5,000andusuallystaffedbyamidwife.
ARuralHealthUnit(RHU)/UrbanHealthCenter(UHC)isafieldhealthunitoftheDOHprovidingormakingaccessibleunderthedirectsupervisionofatleastonephysician,thebasichealthservicesforamunicipality.
Telephone
Thispertainstoacommunicationnetworkinthearea,signifiedbythepresenceoftelephonelinesandatleastonetelephonesetinworkingconditionthatisbeingoperatedandservicedbythecommercialtelephonecompaniessuchasPLOT,SmartTelecom,etc.

Thisisaprocessofcommunicationatadistancebyelectrictransmissionoverwiresignifiedbythepresenceofatleastonecommercialstationthroughwhichtelegramsmaybesentandreceived.

Thispertainstothepresenceofapostofficeunit/servicesorapostmanwhich.handlesthetransmissionordeliveryofmail.

Thecommunitywaterworkssystemreferstoanetworkofwaterinstallation ,.

Philippineshadalmost42thousandbarangaysin2000
The2000CensusofPopulationandHousing(Census2000)covered41,940barangaysinthecountry.Thisrepresentsanincreaseof0.2percentfrom1995and1.55percentfrom1990.
Amongthe3majorislands,Luzonhadthemostnumberofbarangays,compr-isingof48.82percentofthetotalbarangaysinthecountry.Visayashad27.28percentshareandMindanaohad23.90percerit.ThenumberofbarangaysinLuzonincreasedby2.13percentfromthe1990figurewhileVisayasandMindanaoincreasedby0.11percentand2.05percent,respectively.
SouthernTagalogRegionhadthemostnumberofbarangays
InLuzon,RegionIV(SouthernTagalog)hadthemostnumberofbarangays,comprisingof13.39percentofthetotalbarangaysinthecountrywhileCordilleraAdministrativeRegion(CAR)hadtheleastwithonly2.79percentshare.Theserankswerealsotrueatthenationallevelandinthe1990distributionwhereinRegionIVandCARcomprised12.84percentand2.80percentofthetotalbarangaysinthecountryin1990.
In2000,RegionVIII(EasternVisayas)rankedfirstamongtheregionsintheVisayasintermsofthenumberofbarangays(10.47%)whileRegionVII(CentralVisayas)hadtheleast(7.16%).Thehierarchyoftheregionsintermsofthenumberofbarangayswasthesamein1990whereRegionVIIIhad10.61percent,RegionVIhad9.79percent,andRegionVIIhad7.27percentofthetotalbarangays.
TheproportionofbarangaysintheregionsofMindanaorangedfrom3to5percentofthetotalbarangaysinthecountry.AutonomousRegioninMuslimMindanao(ARMM)hadthehighestproportionwith5.10percent.Caraga,ontheotherhand,hadthelowestproportionwith3.12percent.
Amongtheregionsinthecountry,RegionIValsoregisteredthehighestincrease(5.84%)inthenumberofbarangaysfromthe1990period.Itmeansthatthelargestnumberofnewlycreatedbarangaysafterthe1990censuswasinthisregion.ItwasfollowedbyRegionXIwith4.32percent,andRegionXIIwith3.40percent.

Schoolsareconsideredasthesecondhomeofthechildrenbecauseitiswheretheyspentmostoftheirtimewhentheygooutoftheirhomes.Itisalsoconsideredoneofthemostimportantfacilitiesinthecommunitybecauseitcontributesinthedevelopmentofthechildrenespeciallyintheirelementaryyearswhentheystarttodeveloptheirskillsandpersonality.
BasedontheDepartmentofEducation's(DepEd)policy,everybarangayshouldhaveanelementaryschooltoensuretheimplementationoftheconstitutionalprovisionofcompulsoryelementaryeducation.However,resultsoftheCensus2000showedthatonly74percentofthetotalbarangaysinthePhilippineshaveelementaryschools.
FourinfivebarangaysinMindanaohadanelementaryschool
InMindanao,80.35percentofthebarangaysintheislandhadelementaryschools.RegionXI(SouthernMindanao)hadthehighestproportion(91.85percent)ofbarangayswithelementaryschool.Caraga,RegionIX(WesternMindanao)andRegionX(NorthernMindanao)followedwith89.67percent,86.13percentand84.21percent,respectively.RegionXII(CentralMindanao)andARMMhadtheleastwith74.48percentand61.98percent,respectively.

Attheregionallevel,NCRhadthehighestproportionofbarangayswithhighschoolsandcolleges/universitieswith24.85percentand11.51percentrespectively,anincreaseof34.50percentand53.54percentfrom1990.Onthecontrary,ARMMhadthelowestproportion(10.80percentforhighschoolsand1.73forcolleges/universities).

TheresultsoftheCensus2000revealedthattherewereonly62.20percentor26,087barangaysinthePhilippineswhichhaveapuericulturecenterorbarangayhealthcenter/stationorRuralHealthUnit(RHU).In1990,therewereonly39.31percentor16,236barangayswithpuericulturecenter,barangayheathcenter/station,orRHU.

SECTION1.Anationalcensusofpopulationandotherrelateddatashallbetakeneverydecadebeginningin1980,inaccordancewithplanspreparedbytheNationalStatisticsOfficewithoutprejudicetotheundertakingofspecialcensusesonagriculture,industry,commercehousingandothersectorsasmaybeapprovedbytheNationalEconomicDevelopmentAuthority.
SECTION2.ThereisherebycreatedtheNationalCensusCoordinatingBoardtobecomposedoftheMinisterofEconomicPlanning,astheChairman,theMinisterofHumanSettlements,theMinisteroftheBudget,theMinisteroftheJustice,theMinisteroftheNationalDefense,theMinisterofLabor,theMinisterofFinance,theMinisterofEducationandCulture,theMinisterofPublicWorks,theMinisterofTransportationandCommunications,theMinisterofPublicHighways,theMinisterofAgriculture,theMinisterofNaturalResources,theMinisterofPublicInformation,andtheMinisterofLocalGovernmentandCommunityDevelopment,asmembers,withtheExecutiveDirectoroftheNationalCensusandStatisticsOfficeasExecutiveOfficeroftheBoard.
ThecensusshallbeunderthesupervisionandcoordinationoftheNationalCensusCoordinatingBoardwhoshallsuchissuerulesand.regulationsasmaybebenecessaryforthesuccessfulundertakingandcompletionofthecensusesprovidedinthisAct.
SECTION3.Thereshallbeestablishedaprovincial,cityandmunicipalcensusboardineachprovince,cityandmunicipality,asthecasemaybe,whichshallprovidesuchfacilitiesandassistanceasmayberequiredbytheNationalCensusCoordinatingBoard.TheboardsshallbeunderthesupervisionandcontroloftheNationalCensusCoordinatingBoard.
SECTION4.TheProvincialCensusBoardshallbecomposedoftheProvincialGovernorastheChairman,andtileDivisionSuperintendentofSchools,orinthecaseofprovinceswithmorethanoneschooldivision,theDivisionSuperintendentdesignatedbytheNationalCensusCoordinatingBoard,asViceChairman,theDistrictHighwayEngineer,orinthecaseofprovinces,whichhavetwoormorehighwayengineeringdistricts,theonethatmaybedesignatedbytheNationalCensusCoordinatingBoard,theProvincialCommanderofthePhilippineConstabulary,theProvincialDevelopmentOfficer,theProvincialAssessor,andtheProvincialAgriculturist,asmembers,withtheProvincialCensusOfficerastheExecutiveOfficer.
TheCityCensusBoardshallbecomposedoftheMunicipalMayor,aschairman,andtheDistrictSupervisor,theMunicipalAgriculturist,theStationCommander,theMunicipalTreasurer,andtheMunicipalDevelopmentOfficer,asmembers,withtheMunicipalCensusOfficer/CensusSupervisorastheExecutiveOfficer.

SECTION5.TheNationalCensusCoordinatingBoardandthelocalcensusboardsmaycalluponanyministry,bureau,office,agencyorinstrumentalityoftheGovernmentforanyassistanceintheperformanceoftheirduties.
SECTION6.ThefirstdayofMayofeveryregularcensusyearisherebydesignatedasthereferencedateforthecensus.Thecollectionofdatawillbebyenumerationandtherespondentshallbetheheadoranyresponsiblememberofthehousehold.
SECTION7.PublicschoolteachersshallbeemployedforenumerationworkandforsuchservicesshallbepaidanhonorariumasmaybedeterminedbytheNationalCensusCoordinatingBoardbutinnocasenotiessthantwohundred-fiftypesosandshallreceiveservicecreditsequivalenttothenumberofdaysrenderedincensuswork.OthergovernmentemployeeswhoseservicesareengagedforcensusworkshallbeentitledtosuchallowancesasshallbeprescribedbytheNationalCensusCoordinatingBoardpayablefromthecensusfunds.Thecensushereintakenatthebarangaylevelshallbecertifiedtobythecorrespondingbarangaycaptain.
SECTION8.Beforetheendoftheyear1980andofeverycensusthereafter,acountofthepopulationbyprovince,city,municipalityandbarangayshallbepublishedbyNationalCensusandStatisticsOffice.Thefinalpopulationcount,asdeterminedfrom.theprocessedcensusreturnsshallbeconsideredofficialforallpurposesuponproclamationbythePresident(PrimeMinister).
SECTlON9.DatagatheredpursuanttothisActshallnotbeusedasevidenceinanycourtorpublicofficefororagainstanyperson,exceptinacriminalcaseforviolationofSection10ofthisAct,norsuchdatashallbedivulgedtoanypersonexcepttoauthorizedemployeesoftheNationalCensusandStatisticsOffice,.actingintheperformanceoftheirduties;norshallsuchdatabepublishedintheformofsummariesorstatisticaltablesinwhichnoreferencetoanindividualshallappear.AnypersonviolatinganyprovisionofthisSectionshallbepunishedbyafinenotmorethanfivehundredpesosorbyimprisonmentofnotmorethansixmonths,orboth.
SECTION10.AnyrespondentasprovidedforinSection6whounjustifiablyrefusestofurnishtheinformationcalledforinthecensusquestionnaire,orknowinglycertifiesorgivesdataorinformationwhichshallprovetobemateriallyuntrueinanyparticular,shallbeguiltyofanoffenseunderthisActandshall,uponconviction,bepunishedbyafineofnotmorethanfivehundredpesosorbyimprisonmentofnotmorethanthreemonthsorboth.
SECTION11.TheamountnecessaryfortheholdingofcensusesshallbechargedtotheappropriationsavailableforthepurposeinthecorrespondingAppropriationsActs.
