ПЛАН РАДА ЕКСПЕРТСКОГ ТИМА

Активност 1. Идентификација гео-просторних информација потребних шумарском

сектору, њихове локације и анализа могућности (начина) приступа

релевантним базама података;

Активност 2. Преговори са државним и приватним институцијама о (слободном)

приступу катастарским подацима, авио и сателитским снимцима и

другим секундарним информацијама-организација округлог стола у

Министарству;

Активност 3. Анализа софтвера ОСНОВА;

Активност 4. Предлог побољшања перформанси софтвера ОСНОВА у циљу

обраде и анaлизе података са пилот области БЕМЕЛ пројекта;

Активност 5. Тестирање нове (БЕМЕЛ) верзије софтвера ОСНОВА.


РЕЗУЛТАТИ РЕАЛИЗОВАНИХ АКТИВНОСТИ

Идентификација гео-просторних информација потребних шумарском сектору,

њихове локације и анализа начина приступа релевантним базама података

ВГИ: топографке карте, аероснимци, ЛИДАР подаци, ДЕМ,

Институт за земљиште: педолошке карте,

Завод за геологију: геолошке карте,

Завод за заштиту природе: заштићена природна добра (зоне заштите),

РХМЗ: метеоролошки, хидролошки подаци, климатске промене,

РГЗ:

административни подаци у векторском облику,

дигитални катастар и подаци катастра (парцеле),

дигитални топографско–картографски подаци у растерскм формату,

дигитални топографско–картографски подаци у векторском формату,

дигитални модел терена,

дигиталне подлоге по врсти и категорији земљишта за територију РС,

актуелни сателитски мултиспектрални снимак РС,

коришћење националне мреже перманентних ГНСС станица РС,

актуелн орто-фото снимци РС.


РЕЗУЛТАТИ РЕАЛИЗОВАНИХ АКТИВНОСТИ

Актуелне базе података са слободним приступом су:

РГЗ портал “ГеоСРБИЈА”,

ГеолИСС-Геолошки информациони систем Србије.

Ниво слободно доступних података ових база не задовољава потребе шумарског

сектора. Подаци наведених иснтитуција слободно су доступни Управи за шуме, као

органу државне управе. Са ЈП шумарства, ВГИ, РГЗ и РХМЗ послују искључиво на

комерцијалним принципима, у складу са Законом и актуелним ценовнцима.


РЕЗУЛТАТИ РЕАЛИЗОВАНИХ АКТИВНОСТИПреговори са државним и приватним институцијама о (слободном) приступу

катастарским подацима, авио и сателитским снимцима и другим секундарним

информацијама – организација округлог стола у Министарству

Конципирано је позивно писмо с дневним редом за округли сто под окриљем

Управе за шуме, на којем би релевантне државне и приватне институције које

поседују податке о природним ресурсима Србије разматрале правне,

орагнизационе и техничке аспекте међусобне размене информација и потписале

протокол о томе.

Преговорима са РГЗ, ФИС тим и Управа за шуме су успели да обезбеде

релевантне катастарске податке за пилот подручја БЕМЕЛ пројекта.

Више покушаја да се и за ЈП шумарства омогући слободан или повољнији

(јефтинији) приступ подацима РГЗ нису уродили плодом. Не постоји законски оквир

по којем би РГЗ тако нешто омогућио ЈП шумарства.

РГЗ је у обавези да надлежним органима наплати таксу сходно Правилнику о

висини таксе за пружање услуга РГЗа ("Службени гласник РС", бр. 116/13, 5/14,

8/14, 120/14, 29/15, 35/16, 110/16, 48/17) за издавање податка који су потребни за

реализацију пројекта газдовања шумама.

Решење проблема око приступа појединим геопросторним подацима потребним

шумарском сектору надилази могућности ФИС тима и налази се у оквирима

државних органа на високом нивоу – министарски ниво.


Анализа софтwера ОСНОВА

Одређене измене у досадашњем поступку ПГШ, БЕМЕЛ пројекат је реализовао на

два пилот објекта, у Борањи и Сремској Митровици. Како је ово подразумевало и

извесне промене у структури и врсти информација које се прикупљају на терену и

из њих изводе, било је нужно анализирати могућности постојеће верзије софтвера

ОСНОВА да одговори овим (новим) захтевима.

У том контексту ФИС тим је анализирао софтвер ОСНОВА и предложио одређене

корекције како би подаци прикупљени у оквиру БЕМЕЛ пројекта са пилот области

могли бити обрађени, анализирани и коришћени у поступку ПГШ.

Изнеће се све предложене измене софтвера, како оне које је предложила радна

група, тако и предложене од стране ФИС тима. При томе, детаљнији коментари ће

бити ограничени само на другу групу предложених промена.



Предлог побољшања перформанси софтвера ОСНОВА у циљу обраде и анлаизе

података са пилот области БЕМЕЛ пројекта

Предлози радне групе:

Плана и анализа коришћења шума на годишњем нивоу,

Рекапитулације нумеричких елемената по групама газдинских класа (ГГК),

Рекапитулације нумеричких елемената по узгојним/развојним фазма/групама на

састојинском нивоу и нивоу узорка,

Припадност стабла социјалној класи – КРАФТ класификација,

Припадност стабла техничкој класи,

Пробна дознака стабла,

Приказ нових елемента у ОСиС – G по врстама и збирно са дистрибуцијама, dg,

hg, dweise, hwеise,

Могућност текстуелног коментара у плановима коришћења шума на нивоу

састојине,

Приказ података ОСиС, Планова и Евиденције за састојину на једном месту

(страни),

Одвојени приказ стварног размера добних разреда за састојинске целине исте

ширине добних разреда (5, 10 или 20 година).



Предлози ФИС тима: КОМЕНТАРИСАТИ

Приказ нумеричких елемената за све врсте дрвећа у састојини,

Прављење флексибилнијих упита према врстама дрвећа,

Корекција обрачуна броја стабала по ha и по дебљинским степенима у случају

када величина примерних површина није иста у састојини,

Побољшање поступка обрачуна зепремине састојине – избор између више

метода,

Развој ЛОГИЧКЕ КОНТОЛЕ података,

Дозволити складиштење GEOM података (полигони, линије, тачке) у

релевентним табелама (састојина, круг, стабло); Увести функцију за додадавње

GEOM података из SSV или SHAPE фајлова и Интегрисати усаглашен сет

података са снимака, фотографија и мапа,

Ажурирање базе података ГЈ комбиновањем података о Iv и података ЕВИД.



Тестирање нове (БЕМЕЛ) верзије софтвера ОСНОВА

ФИС тим је тестирао нову верзију софтвера с фокусом на корекције које је сам

предложио,

Констатовнао је да је већина предлога успешно интегрисана у БЕМЕЛ верзију

софтвера,

Корисници ће моћи успешно да обраде податке и добију специфичне анализе

везане за шуме пилот објектата у Борањи и Сремској Митровици,

Употреба двоулазних запреминских таблица или тарифа, са свим предностима и

недостацима једног или другог метода, остало је отворено питање око којег се

ФИС тим и аутор софтвера нису сложили,

Сложили смо се око чињеница да се састојинском инвентуром, због разних

импровизација њене методологије, добија мало висина-недеовољно за

конструкцију квалитетне висинске криве.


ЗАКЉУЧЦИ

Гео-просторни подаци

Дефинисане су потребе шумарског сектора,

Дефинисане су локације (институције) које поседују податке,

Иницирани су међуинституционални преговори о слободном приступу и

размени података,

Урађен је записник о постигнутим резултатима.

Корекције софтвера ОСНОВА за потребе БЕМЕЛ пројекта

Конципиран је списак потребних корекција софтвера,

Анализе и радни састанци са аутором софтвера,

Тестирана је нова (БЕМЕЛ) верзија софтвера,

Урађен је записник о постигнутим резултатима.

ПРЕПОРУКЕАктивнији приступ и укључење државних органа са правним капацитетом у

даљи процес преговора о међуинституционалној размени гео-просторних

података о природним ресурсима РС.

Могући оквир прегвора је NSDI (National Spatial Data Infrastructure) у оквиру

INSPIRE (Infrastructure for Spatial Information in Europe).

Законско и институционално утемељење екстерне контроле инвентуре шума.

Актуелизација и проширење Техничких упутстава за састојинску инвентуру

шума:

методологија и протокол интерне и екстерне контроле инвентуре шума,

обавезни (минимални) садржаја ОСиС и Таксационог снимка (потпуни и

делимични премер), као нужне претпостваке униформности индивидуалних

база података и функционалности базе података о шумским екосистемима

Србије,

протокол контроле индивидуалних база података.

Формирање еркспертског тима за перманентан развој и измене Кодног

приручника за информациони систем о шумама Србије.

Дефинисање модела id = f (d) за најзаступљеније врсте дрвећа – ниво ГЈ,

локални или општи ниво и измене софтвера ОСНОВА:

корекције метода piv% за Iv или,

примена метода диференције за Iv.

RESULTS OF REALIZED ACTIVITIESIdentification of geospatial information needed by the forestry sector, their location and

analysis of the possibilities (ways) of accessing relevant databases

MGI: topographic maps, air images, LIDAR data, DEM,

Institute of land: pedological maps,

Department of Geology: geological maps,

Institute for Nature Conservation: protected natural goods (protection zones),

RHMS: meteorological, hydrological data, climate change,

RGA:

administrative data in vector form,

digital cadastre and cadastral data (plots),

digital topographic-cartographic data in the raster format (topographic maps),

digital topographic-cartographic data in vector format (rivers, lakes, roads,

etc.),

digital terrain model (or created slope,exposures and altitude maps),

digital bases by type and category of land for the territory of the RS,

current satellite multispectral images for RS,

using the national network of permanent GNSS stations in RS,

current ortho-photographs for RS.


RESULTS OF REALIZED ACTIVITIES

Current databases with free access are :

РГA portal “ГеоСРБИЈА”,

GeolISS-Geological Information System of Serbia.

The level of freely available data from these databases does not meet the requirements

of the forest sector. The data of the mentioned institutions are freely available for the

Forest Directorate as a state administration body. With forestry PE, MGI, RGA and RHMS

operate exclusively on commercial principles, in accordance with the Law and current

pricelists


RESULTS OF REALIZED ACTIVITIES

Negotiations with state and private institutions on (free) access to cadastral data, air and

satellite images and other secondary information - organization of a round table in the

Ministry

An invitation letter with the agenda for a round table under the auspices of the Forest

Directorate was drafted, where the relevant state and private institutions which have the

data regarding natural resources of Serbia would discuss about legal, organizational and

technical aspects of mutual information exchange and sign a protocol on this

Regarding negotiations with the RGA, FIS team and the Forest Directorate have

managed to provide relevant cadastral data for the pilot areas of the BEMEL project.

More attempts to provide free or less expensive (cheaper) access to RGA data for PE

of forestry have not been successful. There is no legal framework under which RGA

would allow PE forestry to do so.

The Republic Geodetic Authority is obliged to charge a fee accordance with the

Rulebook on the amount of the fee for providing the services of the Republic Geodetic

Authority ("Official Gazette of the Republic of Serbia", No. 116/13, 5/14, 8/14, 120/14 ,

29/15, 35/16, 110/16, 48/17) for issuing the data necessary for the implementation of the

forest management project.

The solution of the problem of accessing certain geospatial data necessary to the

forestry sector goes beyond the capabilities of the FIS team and its within the framework

of high level government bodies - ministerial level.


ANALYSIS OF SOFTWARE OSNOVA

Certain essential and technical changes in the previous FMP process, the BEMEL project

was implemented on two pilot areas in Boranja and Sremska Mitrovica. As this implied

some changes in the structure and type of information collected in the field and

performed from them, it was necessary to analyse the possibilities of the existing

version of the OSNOVA software to respond to these (new) requirements..

In this context, the FIS team analysed the OSNOVA software and suggested some

corrections in the sense that data collected within the BEMEL pilot project area could be

processed, analysed and used in the FMP

Affiliation of the tree to the technical class,

Trial marked tree,

Display new elements in Site andStand description Data - G by species and diameter

classes, dg, hg, dweise, hweise,

The possibility of textual comments in the forest use plans at the level of the stands,

Display of Site andStand description Data, Plans and Records for the stand in one

place (pages),

Separate representation the surface of the stands by the age classes for the standing

unit with same width of the age classes (5, 10 or 20 year).



FIS Team Suggestions : TO COMMENT

Display of numerical elements for all tree species in the stand,

Making more flexible queries according to tree types,

Correction of the calculation of the number of trees per ha and dbh classes in the

case when the sample plot size is not the same in the stand,

Improving the method for the stands volume calculating– selections between more

methods ,

Development of LOGICAL CONTROL data,

Allow storage of GEOM data (polygons, lines, points) in the relevant tables (stand,

circle, tree); Introduce a function for adding GEOM data from SSV or SHAPE files and

Integrating a set of data from images, photos and maps,

Updating the FMU database – combining of data on the Iv and the data from the EVID.



Testing a new (BEMEL) software version Osnova

The FIS team tested a new version of the software with a focus on the corrections

which proposed itself.,

Its noted that most of the proposals were successfully integrated into the BEMEL

version of the software,

users will be able to successfully process the data and receive specific analyses

related to the forests of the pilot objects in Boranja and Sremska Mitrovica,

The use of two-way volume tablets or volume tariffs, with all the advantages and

disadvantages of one or the other method, has remained an open question arround

which FIS tim author of software on this issue have not reached an agreement

What has agreed is that the stand inventory, due to the various improvisation of its

methodology, gets a bit highs-insufficient for the construction of a high-quality curve.

Recommendation

More active approach and involvement of state authorities with legal capacity in

further process of negotiations on inter-institutional regarding exchange of

geospatial data of natural resources of RS.

Possible framework of negotiations is NSDI (National Spatial Data Infrastructure)

within INSPIRE (Infrastructure for Spatial Information in Europe).

Legal and institutional foundation of external control of forest inventory.

Actualization and extension of the Technical Guidelines for the Standing Forest

Inventory:

Methodology and protocol of internal and external control of forest inventory,

Mandatory (minimal) content of the SandS descriptoion and Taxation record (total

and partial measurement), as the necessary assumptions of uniformity of individual

databases and functionality of the database about forest ecosystems of Serbia,

Protocol for the control of individual databases.

Establishment of an expert team for permanent development and amendments to the

Code Book for the information system on forests of Serbia.

Defining the id = f (d) model for the most common tree species - MU level, local or

general level and software changes of OSNOVA:
