    Proposed Development - Aldermaston Road, TadleyINTRODUCTION

    The purpose of this Design and AccessStatement is to explain the approach of thedesign that has been adopted in theapplication submitted.

    This document provides information of the proposed scheme and has been put together for the local planning authority, elected members, statutory and non-statutory consultees, along with local residents.

    The Design and Access Statement aims to provide information and construct an analysis of the application site. It will also show the surrounding areas and the positive links between the proposal and the existing. Planning policies relating to this site are outlined and it will also mention all the professional consultants that have influenced this application. Furthermore it identifies all the constraints and opportunities relating to the development of the site, along with key design principles.

    This statement responds to the requirements of the Town and Country Planning, General Development Procedure order 2006: “Good design ensures attractive, usable, durable, and adaptable places and is key to achieving a sustainable development”.

  • Given Lidl’s commitment to invest in Tadley the proposed development will, if consented, be constructed at the earliest opportunity and will therefore increase the local area’s retail offering.

    Currently there is a limited choice of foodstores in Tadley, and no Limited Assortment Discounters. Local residents are therefore forced to travel to discount stores in Basingstoke, Newbury or Reading. This current proposal to invest in Tadley and provide a new discount store should therefore be welcomed as it will provide increased choice and competition and reduce the need to travel.

    This Design & Access Statement has been prepared on behalf of Lidl to support a planning application for the development of the land to the North-West of Tadley.

    The proposed development will consist of the construction of a new Lidl food store including associated vehicle parking and service roads, landscaping and Lidl branded signage.

    Lidl regards the application site as ideally suited to meet its requirement for a new discount store to serve the local commu-nity.

    At present the application site is under utilised as grazing pasture. The proposed access to the site will be directly off Aldermaston Road.

  • Trading from a simple internal layout and with very familiar merchandising formats in every store, Lidl guarantees continuity for customers nationwide. They can generally expect to find the same products in the same places in each and every store. The ‘no frills’ policy means that products are often displayed in their original packaging, transferring direct from suppliers to Distribution Centres and into stores.

    This minimalist approach increases productivity with the savings being passed on to the customer.

    Lidl is a European convenience food retailer operating over 10,000 neighbourhood food stores in 27 countries including the USA. The first store opened in Germany in 1973. In 1994 Lidl entered the UK market with an ambitious expansion strategy. Over 20 years later Lidl has successfully opened over 700 stores throughout the UK. Lidl’s continued expansion programme is a direct result of the enthusiasm from the UK consumer to improve the accessibility of discount food retailers and in particular Lidl stores.

    Lidl has added much needed diversity to the UK food retail market. Lidl provides a materially different retail offering to the main food retailers. Lidl achieves this by offering a limited range of goods that are primarily ‘own label’ brands which are considered equal if not superior to comparable brands. Lidl has simple distinctive operating procedures throughout all aspects of the business. From the construction of stores to the selling of goods it is essential that efficiency and productivity targets are met to ensure the viability of the business.

    Site size and Topography

    The application site extends to approximately 2.12 acres/ 0.85 hectares. The site of this application is located off the A340 Aldermaston Road adjacent to Lloyds Bank.

    The existing site is essentially flat with no significant gradients across it.

    Current use of site

    At present the application site is used as grazing pasture. The proposed access to the site will be directly off Aldermaston Road.

    The proposed vehicular access into the site is from the A340 Aldermaston Road. The proposed pedestrian access into the site is from the southwest corner of Aldermaston Road.

    Existing bus stops are located along the Aldermaston Road and Silchester Road, making this an accessible and sustainable location in terms of public and private transport.

    Boundaries of the site are defined and comprise of:

    • North boundary – Agricultural and residential use• East boundary – Agricultural and recreational use • Southern boundary – Mainly commercial and residential use • Western boundary – Mainly residential

    Objective and Principle

    The proposed development comprises of the construction of a new Lidl food store including a customer car park and delivery bay to allow for the delivery of goods to the store.

    Proposed elevations have been carefully designed along the main aspects, providing activity and identity to the public frontages which achieve the following:1. Respond to the geometry and topography of the site, ensuring adequate physical distances to neighbouring buildings.2. Respect the urban edge and remain in keeping with other developments in the area.3. Provide easy and safe vehicular and pedestrian access to the existing highway.4. Ensure the new building sits within the site naturally and blends in with the context. 5. Maintain adequate clearances and safe distances to existing site boundaries. 6. Secured by design.

    The proposals for the site layout and store incorporate the corporate branding of Lidl.

  • Goods deliveries will be made via the delivery dock which is situated adjacent to the warehouse space. The store will have a dedicated delivery bay, which will be accessed from a HGV grade vehicle ramp in front of the delivery pod doors.

    A vehicle tracking exercise has been carried out which confirms a delivery vehicle can access the delivery area during trading hours without having any adverse effect to the car parking arrangements.While designing the proposed development the following key factors were taken into consideration:

    • Market demand• Surrounding properties• Site constraints• Vehicular and pedestrian circulation within the site• Design guidance • Neighbouring buildings of similar use and mass.

    Proposed Layout

    The proposed store has been positioned to the North West area of the site. The South-ern and Western areas of the site are to be customer parking with vehicle and pedes-trian access directly from the Aldermaston Road.

    Cycle parking will be provided at the side of the store facing Silchester Road.

    The car parking spaces have been positioned to the principal elevations of the store. The car park area has been laid out in central islands to allow easy manoeuvrability of vehicles and also safe and easy access to and from the proposed store.

    There are a total of 129 parking spaces provided of which 8 spaces are for disabled users, 2 spaces for motorcycles and 8 spaces for parent and child. These spaces have been positioned close to the store’s main entrance to provide easy access for these users.

    Cycle parking will be provided in the form of 10 Sheffield cycle stands.

  • Proposed Development - Aldermaston Road, TadleyAPPEARANCE

    The loading dock gable rear elevation will have a rendered treatment with the silver metal composite panels above which will increase in its depth due to the rake of the mono pitch roof.

    The rear elevation of the store will use the same materials as the front elevation. These elevations will compliment with the front elevation by linking many of the same materials.

    Appearance

    The visual appearance has been considered as part of the proposal. The use of a simple but considered material palette makes the building coherent.

    The side elevation facing Silchester Road will make use of 4m glazing to provide natural light and help improve the visual appearance of the store. The shop front will wrap around a fraction of the side elevation to provide the customer en-trance lobby. With the glazing running 4m high and wrapping around the corner of the store the lobby will have an open atrium feel welcoming shoppers to the Lidl experience. Above the glazing will consist of silver metal composite panels providing a continuous roof line with materials that link to the other elevations.

    The proposed front elevation, facing Alder-maston Road, will consist of white metal composite panels, with grey rendered plinth beneath. Above which silver metal composite panels will be used for the roof. This will be complimented by silver eaves gutter and rainwater pipes to match the metal composite panel colour.

    Each elevation treatment responds to its specific context, whilst also addressing the development as a whole by:

    1) Using a consistent palette of materials2) Using a well-chosen selection of robust and quality architectural components.3) Using an appropriate architectural form4) Referencing the scale of the building within the elevation treatments5) Use of carefully selected variation of materials, colours and treatments

    While final confirmation of the exact material specification requires approval by the Local Authority, it is intended that the pallet of materials will consist of the following:• Roof cladding – standing seam in silver • Rainwater goods – aluminium down pipes silver• High level eaves cladding, fascia and soffits colour silver• Upper external wall - colour coated sandwich panel • Lower external wall - plinth render grey • Doors – steel, colour graphite grey

    Boundary Proposals

    The established perimeter landscaping and the proposed landscape areas within the scheme will provide a framework for the building. For detailed landscape proposals refer to Landscape Architects drawings. Also provided within the planning application are Boundary Treatments and Site Finishes Plans.

    Site Finishes

    All soft and hard landscape areas of the proposed site are chosen to compliment the new store while providing functionality and distinction between areas.

    The main carriageway will be constructed from stone mastic asphalt suitable for all vehicles including heavy goods vehicles. Each parking space will be a tarmac finish with white lining to provide distinction between the highway and vehicle parking spaces.

    Other areas include paving to the footpaths, Marshalls pencil edge keyblok in charcoal colour and a concrete access ramp to the loading bay. Please refer to the Site Finishes Drawing 18004 AD 114 – Proposed Site Finishes for further details.

    A soft landscape scheme has been provid-ed to accompany this planning application (AAJ5152-RPS-XX-EX-DR-L-9001), which details a comprehensive planting scheme of specimen oak trees, native mix planting and compact low maintenance shrubs that will create a high quality environment to the boundary of the application Site.

    The landscape proposals have been de-signed in accordance with the recommen-dations made within the Preliminary Eco-logical Appraisal (ECO00514_871c, RPS, Jan 2019), Tree Survey & Arboricultural Impact Assessment (JSL3220_770, RPS, Jan 2019), and Landscape and Visual Impact Assess-ment (AAJ5152-RPS-XX-EX-RP-L-9003, RPS, Feb 2019).

    EXISTING TREES AND SHRUBS

    Where existing trees & shrubs are to be retained they shouldbe subject to a full arboricultural inspection for safety. Anysurgery required shall be in accordance with BS 3998 (2010)'Tree Work - Recommendations', shall comply with any existingT.P.O requirements and shall require the prior approval of theLandscape Architect.

    Avoid damage to branches, trunks and roots of trees. Allexisting trees & hedges to be retained are subject to BS 5837(2012) 'Trees in relation to design, demolition and construction- Recommendations', and should be fully fenced off, prior tothe commencement of any works, in accordance with Figure 2(p20) at the full extent of the root protection area, asdetermined by section 4.6 (p10-11) and Annex D (p40).

    No storage of materials, disposal of rubbish, site fires, spillageof oil and chemicals, ground compaction, excavation orchanges in level shall be carried out within existing tree / hedgecanopies.

    New shrub planting pits below existing trees to be hand dug toavoid conflict with tree roots. Avoid increasing ground levelsbelow existing trees. Free-draining, neutral acidity topsoil (e.g.with a high sand content), should be employed to achieve theminimum 450mm depth growing medium.

    PLANTING

    All plants and planting to comply with the requirements of allcurrent / relevant British Standard specifications including BS3936: Part 1 (1992), Part 2 (1990) and Part 4 (2007) and BS4043 (1989) where applicable, BS 4428 (1989) and the BALI /LI / Nursery Trade Tender Document (5th Edition 1986). Allplants to be supplied in accordance with the plant schedule.Any plant material planted outside the recognised plantingseason (Nov-Feb), to be containerised stock and supplied atthe sizes specified.

    TREE PLANTING

    A suitable method of foundation allowing for existing groundconditions is to be provided to accommodate the proposed treeplanting. All trees are to be planted as shown ensuring aminimum of 5 metres from buildings and 3 metres fromdrainage and services. Where necessary, root barriers to beinstalled (supplier GreenBlue Urban Ltd or equal approval), asrecommended by structural engineer. Allow for the use ofcontainer grown stock during the period 1 April to 31 October,and field grown stock from 1 November to 31 March.

    NOTE: BELOW GROUND PREPARATION OF ALL TREEPITS IS TO BE AGREED WITH LOCAL AUTHORITY TREEOFFICER PRIOR TO INSTALLATION. WHERE TREES AREPLANTED WITHIN OR DIRECTLY ADJACENT HARD PAVEDAREAS, SUFFICIENT ROOTING VOLUME MUST BEPROVIDED INCLUDING (IF REQD) THE USE OF AMODULAR CELL STRUCTURE SUCH AS SILVACELL (OREQUAL APPROVED)

    TOPSOIL REQUIREMENTS

    To BS 3882 (2015) 'Specification for topsoil' as qualified by fullcontract specification. All areas shall be cultivated to aminimum depth of 150mm. Full weed, rubbish and stones over20mm gauge shall be removed. Earth to be rolled as requiredand raked in two directions. Apply to all newly planted areas(except wildflower / meadow planting), to manufacturer'srecommendations where appropriate.

    Heavy standard tree pits - 1500mm dia. x 900mm depthShrub / hedge planting beds - 450mm depth

    Where necessary increase tree pit dimensions to ensure thattree pits are at least 75mm deeper and 150mm wider thanrootball. Break up bottom of pits to a depth of 150mm.Compacted glazed sides of pits should be roughened. Fullanalysis of existing and imported topsoil required prior to use.

    TOPSOIL IMPROVEMENTS

    Applied to all newly planted areas, to manufacturers'recommendations where appropriate:

    1) Incorporate 75mm depth of soil conditioner into topsoilduring cultivation;

    2) Incorporate Enmag CRF granular fertilizer at approx 140gper pit to standard tree pit backfill and 70g per pit tostructural / ornamental shrub planting;

    3) Watering - supply min. 54 litres / tree and 4.5 litres / shrubat planting;

    4) Mulch - After weeding and watering, lightly fork over plantedareas before applying a min. 70mm depth 50-100mm gradebark mulch. Ornamental Bark to consist of predominantlymatured British Pine Bark with an even nominal particle sizedistribution of 5-35mm with 0% dust & fines & less than 5%wood content. The product shall be pest, disease & weedfree & not have been treated with Methyl Bromide or anyadditives. The product shall have been tested inaccordance with the requirements of BS 4790:1987, for fireresistance.

    5) Geotextile membrane to be installed between topsoil andbark mulch, with min. 200mm overlap and holes cut forplanting. Sufficient pegs to be installed to preventmembrane from lifting. Main Contractor to ensure backmulch is retained in place on sloping ground.

    PLANT MATERIAL TREATMENT

    NB All to be British grown stock and fully hardened off.

    Root Dip: Proprietary Root Dip applied to all bare rooted stock 1) at time of lifting at nursery, and (2) prior to planting.

    Anti-Dessicant: Proprietary anti-dessicant to be applied to foliage of all containerised / rootballed material inleaf, specimen conifers and evergreens etc. (1)prior to transportation and (2) during any delay inplanting.

    Pruning: Allow for pruning of all deciduous trees and shrubsby 1/3rd following planting at Landscape Architects direction.

    TREE STAKES, TIES & GUARDS

    Trees planted within grassed areas to be provided withappropriate conical strimmer guards. Stakes to be pressureimpregnated softwood (larch / chestnut), round, peeled,straight, free of projections and pointed at one end. Minimumlength and thickness to be determined as follows:

    PROTECTIVE FENCING

    The contractor shall maintain fencing until all site works arecompleted. The contractor will then remove the fencing andreinstate the ground. The fencing will remain the property ofthe contractor. Within the area so fenced, the existing groundlevel shall be neither raised nor lowered, all excavations shallthen be carried out by hand. The Local Planning Authorityshall be advised in writing when the protective fencing hasbeen erected so that it can be checked on site beforedevelopment commences, and shall thereafter be maintainedduring the period of construction.

    MAINTENANCE

    Regular visits (minimum 20 No.) required during the defectsliability / rectification period to maintain all planted areas in aweed and litter free condition using a combination of chemicalspray and hand weeding to be agreed with the LandscapeArchitect. Any plant found to be dead, dying or otherwisedefective shall be replaced during the next planting season.Maintenance to include watering, pruning, pest and diseasecontrol and re-mulching as required. Watering shall be carriedout as necessary to maintain healthy growth, and wherepossible should adhere to Annex G of BS 5545:2014. Finalvisit to be immediately prior to handing over and to include afertilizer treatment of Enmag CRF granular fertilizer at 100g /m2 and 25mm depth bark mulch top up to all planted areas.

    SAFETY PRECAUTIONS

    The landscape sub-contractor is to take all safety precautionsto prevent any injury to any persons. The landscapesub-contractor shall comply with the requirements of the Health& Safety at Work Act 1974 and current Construction, Designand Management Regulations (2015).

    EXISTING TREES AND SHRUBS

    Where existing trees & shrubs are to be retained they shouldbe subject to a full arboricultural inspection for safety. Anysurgery required shall be in accordance with BS 3998 (2010)'Tree Work - Recommendations', shall comply with any existingT.P.O requirements and shall require the prior approval of theLandscape Architect.

    Avoid damage to branches, trunks and roots of trees. Allexisting trees & hedges to be retained are subject to BS 5837(2012) 'Trees in relation to design, demolition and construction- Recommendations', and should be fully fenced off, prior tothe commencement of any works, in accordance with Figure 2(p20) at the full extent of the root protection area, asdetermined by section 4.6 (p10-11) and Annex D (p40).

    No storage of materials, disposal of rubbish, site fires, spillageof oil and chemicals, ground compaction, excavation orchanges in level shall be carried out within existing tree / hedgecanopies.

    New shrub planting pits below existing trees to be hand dug toavoid conflict with tree roots. Avoid increasing ground levelsbelow existing trees. Free-draining, neutral acidity topsoil (e.g.with a high sand content), should be employed to achieve theminimum 450mm depth growing medium.

    PLANTING

    All plants and planting to comply with the requirements of allcurrent / relevant British Standard specifications including BS3936: Part 1 (1992), Part 2 (1990) and Part 4 (2007) and BS4043 (1989) where applicable, BS 4428 (1989) and the BALI /LI / Nursery Trade Tender Document (5th Edition 1986). Allplants to be supplied in accordance with the plant schedule.Any plant material planted outside the recognised plantingseason (Nov-Feb), to be containerised stock and supplied atthe sizes specified.

    TREE PLANTING

    A suitable method of foundation allowing for existing groundconditions is to be provided to accommodate the proposed treeplanting. All trees are to be planted as shown ensuring aminimum of 5 metres from buildings and 3 metres fromdrainage and services. Where necessary, root barriers to beinstalled (supplier GreenBlue Urban Ltd or equal approval), asrecommended by structural engineer. Allow for the use ofcontainer grown stock during the period 1 April to 31 October,and field grown stock from 1 November to 31 March.

    NOTE: BELOW GROUND PREPARATION OF ALL TREEPITS IS TO BE AGREED WITH LOCAL AUTHORITY TREEOFFICER PRIOR TO INSTALLATION. WHERE TREES AREPLANTED WITHIN OR DIRECTLY ADJACENT HARD PAVEDAREAS, SUFFICIENT ROOTING VOLUME MUST BEPROVIDED INCLUDING (IF REQD) THE USE OF AMODULAR CELL STRUCTURE SUCH AS SILVACELL (OREQUAL APPROVED)

    TOPSOIL REQUIREMENTS

    To BS 3882 (2015) 'Specification for topsoil' as qualified by fullcontract specification. All areas shall be cultivated to aminimum depth of 150mm. Full weed, rubbish and stones over20mm gauge shall be removed. Earth to be rolled as requiredand raked in two directions. Apply to all newly planted areas(except wildflower / meadow planting), to manufacturer'srecommendations where appropriate.

    Heavy standard tree pits - 1500mm dia. x 900mm depthShrub / hedge planting beds - 450mm depth

    Where necessary increase tree pit dimensions to ensure thattree pits are at least 75mm deeper and 150mm wider thanrootball. Break up bottom of pits to a depth of 150mm.Compacted glazed sides of pits should be roughened. Fullanalysis of existing and imported topsoil required prior to use.

    TOPSOIL IMPROVEMENTS

    Applied to all newly planted areas, to manufacturers'recommendations where appropriate:

    1) Incorporate 75mm depth of soil conditioner into topsoilduring cultivation;

    2) Incorporate Enmag CRF granular fertilizer at approx 140gper pit to standard tree pit backfill and 70g per pit tostructural / ornamental shrub planting;

    3) Watering - supply min. 54 litres / tree and 4.5 litres / shrubat planting;

    4) Mulch - After weeding and watering, lightly fork over plantedareas before applying a min. 70mm depth 50-100mm gradebark mulch. Ornamental Bark to consist of predominantlymatured British Pine Bark with an even nominal particle sizedistribution of 5-35mm with 0% dust & fines & less than 5%wood content. The product shall be pest, disease & weedfree & not have been treated with Methyl Bromide or anyadditives. The product shall have been tested inaccordance with the requirements of BS 4790:1987, for fireresistance.

    5) Geotextile membrane to be installed between topsoil andbark mulch, with min. 200mm overlap and holes cut forplanting. Sufficient pegs to be installed to preventmembrane from lifting. Main Contractor to ensure backmulch is retained in place on sloping ground.

    PLANT MATERIAL TREATMENT

    NB All to be British grown stock and fully hardened off.

    Root Dip: Proprietary Root Dip applied to all bare rooted stock 1) at time of lifting at nursery, and (2) prior to planting.

    Anti-Dessicant: Proprietary anti-dessicant to be applied to foliage of all containerised / rootballed material inleaf, specimen conifers and evergreens etc. (1)prior to transportation and (2) during any delay inplanting.

    Pruning: Allow for pruning of all deciduous trees and shrubsby 1/3rd following planting at Landscape Architects direction.

    TREE STAKES, TIES & GUARDS

    Trees planted within grassed areas to be provided withappropriate conical strimmer guards. Stakes to be pressureimpregnated softwood (larch / chestnut), round, peeled,straight, free of projections and pointed at one end. Minimumlength and thickness to be determined as follows:

    PROTECTIVE FENCING

    The contractor shall maintain fencing until all site works arecompleted. The contractor will then remove the fencing andreinstate the ground. The fencing will remain the property ofthe contractor. Within the area so fenced, the existing groundlevel shall be neither raised nor lowered, all excavations shallthen be carried out by hand. The Local Planning Authorityshall be advised in writing when the protective fencing hasbeen erected so that it can be checked on site beforedevelopment commences, and shall thereafter be maintainedduring the period of construction.

    MAINTENANCE

    Regular visits (minimum 20 No.) required during the defectsliability / rectification period to maintain all planted areas in aweed and litter free condition using a combination of chemicalspray and hand weeding to be agreed with the LandscapeArchitect. Any plant found to be dead, dying or otherwisedefective shall be replaced during the next planting season.Maintenance to include watering, pruning, pest and diseasecontrol and re-mulching as required. Watering shall be carriedout as necessary to maintain healthy growth, and wherepossible should adhere to Annex G of BS 5545:2014. Finalvisit to be immediately prior to handing over and to include afertilizer treatment of Enmag CRF granular fertilizer at 100g /m2 and 25mm depth bark mulch top up to all planted areas.

    SAFETY PRECAUTIONS

    The landscape sub-contractor is to take all safety precautionsto prevent any injury to any persons. The landscapesub-contractor shall comply with the requirements of the Health& Safety at Work Act 1974 and current Construction, Designand Management Regulations (2015).

  • The northern and eastern Site boundaries will be defined with a 2.1m high close board fence, which steps down in height at a distance 9.0m from the western and southern Site boundaries to reach 600mm high at the Site boundary. On the inside of the close board fence, diverse native mix planting is proposed adjacent to the car park. This belt of planting is 5.0m wide along the northern boundary and 1.2m wide along the eastern boundary. 8 No. specimen oak trees are also proposed along these boundaries to enhance biodi-versity, shade, broaden the age diversity of trees on Site, and assist with breaking up views of the store.

    Within the car park, compact, low mainte-nance shrub planting is proposed along the back of car parking spaces to provide an attractive edge to the native planting that will not conflict with cars and pedestrians.
