(I) dated June, 3rd, 2009 and 15 th May, 2013 w.r.t. intersecting ground water table in Captive Limestone mine (MLA 65.82 ha & capacity 1.872 Million TPA. The mine is located at Village Partipura, Tehs!l - Garhi, District-Banswara, Rajasthan. The latitudes & longitudes' of the site are 23°36'10" N to 23°36'53" Nand 74°14'25" E to 74°15'17"E respectively. The EC was accorded by the Industry Sector of IA Division. 2. The Project Proponent has reported that Mis Trinetra Cement ltd (TCl) is operating the Partipura Limestone Mine with production capacity of 1.872 Million TPA in Mining lease area of 65.82 ha falling Near Partipura Village, Garhi Tehsil, Banswara District, Rajasthan. The Ministry has issued the Environmental Clearance for expansion > ~" of Cement Plant (0.5 MTPA to 1.8 MTPA) and associated Mining lease (1.872 Million TPA, 65.82ha), Coal based Thermal power Plant;' t50 MW), vide EC letter No. J- 1101l./630/2008-IA-I! (I), dated June, 3rd, 2009 [Flag 'A'] in the name of Mis Mahi Cements-and further Transfer the EC in the name of Mis Trinetra Cemenf ltd., vide letter No. J-11011/630/2008-IA-II (I), dated 15 th May, 2013. 3. Sir,This has reference to your online application for amendment in Environmental

Clearance vide No. J-11011/630/2008-IA-I! (I) dated June, 3rd, 2009 and 15th May,2013 w.r.t. intersecting ground water table in Captive Limestone mine (MLA 65.82 ha &capacity 1.872 Million TPA. The mine is located at Village Partipura, Tehs!l - Garhi,District-Banswara, Rajasthan. The latitudes & longitudes' of the site are 23°36'10" N to23°36'53" Nand 74°14'25" E to 74°15'17"E respectively. would be definitely intersecting the Ground water table in future. The Central Instituteof Mining and Fuel Research, Regional Centre, Nagpur has carried out detailedhydrogeological studies. The Central Ground Water Authority, vide letter no. 21-4(319A)/WR/CGWA/20lS-1280, dated 10thAI"Igust 2015 has iliisl"led NOC; for mim~ ~itdewatering on account of mining intersecting ground water table. The unit may abstract586 m3/day of ground water (not exceeding 2,14,000 m3/year) for dewatering the mineseepage on account of mining intersecting the water table.

4. Project Proponent has submitted the justification for the amendments in EC w.r.t.intersecting the ground water table which are as follows:-

(i) TCl, in earlier proposal submitted that, present mine working will not intersectground water table. Accordingly, the Ministry issued Environmental Clearance in2009.

(ii) Detailed exploration, for estimation of reserves through borehole logs, it is foundthat the limestone persists, beyond the ground water table. Ground water tableexpected to be intersected at/below 170 m RL. Ultimate pit depth up to 91.28 mRL.

(iii) TCl will be intersecting the Ground water table in future, when fifth bench (below170 mRl) will be opened. Whereas previously obtained EC (03.06.2009) saysthat "Mine working will not intersect the ground water table."

C;v) The Central Institute of Mining and Fuel Research, Regional Centre, Nagpur hasca-rried out detailed hydrogeological studies.

(v) The Central Ground Wsater Authority, vide letter no. 21-4(319A)/WR/CGWA/2015-1280, dated 10th August 2015 has issued NOC for minepit dewatering on account of mihing intersecting ground water table. Pumped outwater from mine pit will be used in existing cement plant with proportionatereduction in existing groundwater withdrawal through tube wells in the plant.Rainwater harvesting structures has been provided for augmentation of theground water table. '

5. The proposal of Amendments EC was appraised by the EAC in its meeting heldduring February 23-25, 2016 wherein the Committee deliberated the Hydro-geologicalstudy at length the information submitted by PP and accepted the request of ProjectProponent and recommended the amendments in EC dated 03.06.2009'w.r.t. para 3,line 12 i.e. "mine working will not intersect the ground water table" may be amended to"The mining operation shall be permitted below the ground water table and implementthe recommendations of hydro-geological study whichhas been carried out. The ProjectProponent shall ensure that necessary rnodlficatlons/revtslons in the Mining Schemeshall be' carried out before the commencement of. mining operation below the groundwater table."- ',- ,;

6. The matter has been examined in the Ministry and the said EC letter No. J-11011/630/2008-1A-!I (I) dated 03.06.2009 has been amended w.r.t. para 3, line 12i.e. "mine working will not intersect the ground water table" t2-."The mining operationshall be permitted below the ground water table and implement therecommendations of hydro-geological study which has been ,ca,r;riedout. TheProject Proponent shall ensure that necessary modificationslrevisions in theMining Scheme shall be carried out before the commencement of mining

operation below the ground water table." Further, the Project Proponent shallcomplied the following additional conditions:-

(i) The Regular monitoring of ground water table to be carried out by establishing anetwork of existing wells and constructing new piezometers. The Reports shall besubmitted at interval of six months to the Regional Office of the Ministry andRajasthan State Pollution Control Board.

(ii) The water balance/ water auditing shall be carried out and measures for reducingthe consumption of water shall be taken up and reported to the Regional Office ofthe Ministry and Rajasthan State Pollution Control Board.

(iii) The Regular monitoring of water quality upstream and downstream of waterbodies shall be carried out and record of monitoring data should be maintainedand submitted to the at interval of six months to the Regional Office of theMinistry and Rajasthan State Pollution Control Board.

(iv) The Plantation/Green belt at the periphery of the water body, particularly oneastern and western boundaries, shall be maintained in the mined out area inorder to reduce the loss of surface water.

7. All other terms and conditions mentioned in this Ministry's EC letter no. No. J-11011/630/2008-IA-II (I) dated June, 3rd, 2009 shall remain the same.

8. This issues with the approval of the Competent Authority .
