Minutes of the Meeting of VTP Evaluation Committee Meeting held on 5.2.13.

The meeting was held on 5.2.2013 at 11.30 A.M under the Chairmanship of Commissioner-

cum Director of Technical Education & Training,.Odisha, Cuttack with the following members

At the outset Dy. Director (Procurement) appraised the Chairman regarding present status of

VTP inspection as regards applications received in phased manner for consideration of VTP

registration. In total, 47 Nos. of organizations were inspeoted including one organization which

was earlier inspected by VTP Inspection Committee. One organization which was earlier inspected

has been reinspected by Sri N. Patel. Dy. Director (Insp.) as per the decision taken in the 5th VEC

Committee Meeting,

Considering the recommendation of the Committees inrespect of the rest 45 Nos. of cases,

the Committee resolved as follows:

1. 45 Nos. of the AICTEA{CVT affiliated Institutions and NGOs were recommended by

VTP Inspection Committees for the Module/Sector as per the list enclosed at

Annexure-I. After detailed deliberation, it was also decided to scrutinize the related

documents of the organizations such as NICE & Kampabhai Vocational Training

Institute which have applied for registration of the VTPs situated in different locations

through out the State at DTE&T level being recommended by VTP lnspection

Committees in respect of L7 Nos. of organizations as at Annexure-ll. The findings of

securitization shall be placed in next VEC for their decision.

2. As per the recommendation of the lnspecting Officers, 28 Nos. of organizations were

recommended for registration as at (Annexure-lll).

3. 02 Nos. of organizations were not considered for registration as rejected by WP

INSTRUCTION TO ORGANISATION FOR VTP REGISTRATION. 

• VTP evaluation committee recommended following organizations for registration as vocational 

training provider. They will be considered for registration only after compliance of following. 

• All the   Private Institutions / organizations (Expect NCVT affiliated ITI) as per  list attached shall 

have  to  furnish Bank Guarantee  for Rs. 50,000/‐ having a  single   Location and Rs. 2,00,000/‐ 

having multiple locations in favour of Director, Technical Education & Training, Odisha, Cuttack. 

In prescribed format available in implementation Manual. 

• The validity of the Bank Guarantee should be up to 31.03.2017. 

• All the  Private Institutions / organizations should be registered their information through online 

with the help of SDI Web Portal www.sdi.gov.in for new VTP registration since all the activities 

of MES  will be carried out through online w.e.f. 2012‐13. 

• It  is  informed  to  all  the  Private  Institutions  /  Organizations  that,  they  should  submit  Bank 

Guarantee  to  State  Director  by  person  /  post    and  complete  the  formalities  with  the 

recommended module/modules in favour of the  organization through online registration using 

the above web portal failing which their cases may not be considered for VTP registration. 

• The NCVT affiliated ITI those who were applied online registration for VTP they shall re register 

through  online  with  a  modification  that  the  type  of  organization  as  a  “Autonomous 

Organization” and complete formalities as per requirement by the Web Page. Bank Guarantee 

need not require for NCVT Affiliated Private ITIs & Govt. Organization. However for others Bank 

Guarantee  is  mandatory.  After  receipt  of  Bank  Guarantee,  State  Director  will  approve  for 

registration. Their after VTP has to down  load the undertaking and same has to submit  in non 

judicial stamp paper to DTE&T for generation of Registration letter.
