Invitation for EOI. This Invitation for EOI includesstatements, which reflect various assumptions

and assessments arrived at in relation to theConsultancy that may not be accurate.

CHAPTER – I

Invitation for Expression of Interest (EOI)

i. About Us

Makhanlal Chaturvedi National University of Journalism and Communication, Bhopal was established in 1990 setup by Act No.15 of Madhya Pradesh Legislative Assembly. It is India's first university for Journalism and Communication. The University has its main campus in Bhopal. It also has campuses in Noida, Khandwa, Gwalior, Amarkantak & Rewa. The university offers full-time programmes only, and does not offer any correspondence or distance education programmes/courses. It admits students based on national level entrance exams. The university has 11 academic departments and awards bachelor's, master's and PhD degrees.

ii. Scope of Work

a. To provide Architectural concept and Architectural designs for the University campus Rewa (M.P.).

b. Total area of working plan to be implemented on 05 acres .

c. Study of University campus requirements.

d. Detailed survey of the site and existing services.

e. Design of 3D model further for discussion.

f. Planning and design taking into account the features applicable for Green building

such as energy conservation, use of natural light to the maximum extent etc.

CHAPTER - II

Eligibility Criteria

i. Eligibility Criteria

Registration : The Architect/ Architectural Firm should be registered with Council ofArchitecture.

Office Location : The Architect/ Architectural Firm must have an full time office operational.

Experience : The Architect/Architectural Firm should have a relative experience of working on similar assignments with government departments, PSUs and allied agencies.

Technical Aspects : The applicant must have qualified graduate Architects havingexperience in preparation of concept plan and design.

Declaration for Transparency : Applicant should not be under a declaration ofineligibility for corrupt and fraudulent practices issued by Govt. of India/ StateGovt. (Please submit self declaration format as per Appendix-3)

ii. EOI Format

The EOI must contain following:

a. Letter for EOI (Appendix-1)

b. Application Format (Appendix-2)

c. Self-Declaration(Appendix-3)

d. All pages of EOI documents published by MCNUJC BHOPAL duly signed and sealed by authorized signatory of Architects/Architectural firms/ Architectural and Engineering consultancy services/Project Management consultants firm.

iii. Application Format: The Architects/Architectural firms/ Architectural and Engineering consultancy services/Project Management consultants firm should include details of registration, office address, professional competence, past experience of assignments of similar nature.

iii. Documents required for validating Eligibility criteria (Appendix-2)

a. Registration – Certify copy of validregistrationwith the council of Architecture.

b. Office location- Certified copy of valid registration of Practice or valid relevant documents( to be specified by Architect/Architect firm etc.)

c. Experience- Certified copy of valid registered partnership deed OR certified copy of valid Joint-Venture agreement, if applicable.

d. Technical aspect- Having qualified technical team with relative working experience.

e. The person must be sign by person(s) on behalf of the organization having the necessary authorization/ Power of Attorney to do so. Each page of the application shall be signed.

f. Any other valid relevant document(s) including References can be submitted by the Architect/Architect firm etc. along with the EOI as ‘’Additional Documents”.

iv. Selection Criteria

Applications will be examined by the panel of experts nominated by the university and short listed applicants will be invited to make presentation at University campus at Bhopal.

CHAPTER-3

Instructions to Applicants (ITA)

A. STANDARD INFORMATION

1. The Architect/ Architectural Firm shall respond to the invitation for EOI by giving the

proposal in a sealed envelope.

2. All communications including the submission of the EOI in sealed envelope should

be addressed to “The Registrar, Makhanlal Chaturvedi National University of

Journalism and Communication, Bhopal, B-38 Press Complex M.P.Nagar Zone-1

Bhopal- (M.P.) Pin No.-462011” captioned as “Expression Of Interest(EOI)-

………………………………….Firm Name ’’ on envelope.

3. Submission Deadline: The duly completed EOI should reach MCNUJC University

Bhopal before 03.00 PM on 21/08/2017.

4. Discretion of MCNUJC University Bhopal

I. MCNUJC University Bhopal reserve the right to reject any or all the EOIs without

assigning any reason whatsoever.

II. MCNUJC University Bhopal also reserve the right to reject any proposal if:

a. It is not in prescribed format.

b. At any time, a material misrepresentation is made or uncovered, or

c. The applicant does not respond promptly and thoroughly to requests for

supplemental information required for the evaluation of the proposal.

III. In case of any dispute ‘The VICE CHANCELLOR MCNUJC Bhopal’decision will be

final and binded to all.

5. The cost for preparing EOI is not reimbursable by MCNUJC University Bhopal.

B. ASSIGNMENT SPECIFIC INFORMATION

1. Work Order: The Architects/Architectural firms/ Architectural and Engineering

consultancy services/Project Management consultants firm selected for award of

assignment will be issued a “Work Order” in future for further nature of work .

2. Warranties of the the Architects/Architectural firms/ Architectural and Engineering

consultancy services/Project Management consultants firm shall warrant that it is

under no contractual restrictions or legal disqualifications or other obligations which

will prohibit if from entering into this-assignment and that the statement and

particulars herein contained in this EOI and in the relevant and supporting

documents to this EOI are correct.

C. CORRUPT OR FRAUDULENT PRACTICES

The Architects/Architectural firms/ Architectural and Engineering consultancy

services/Project Management consultants firms should observe the highest standards if

ethics during the application and execution of the designing concepts. MCNUJC

University Bhopal defines the terms set forth as follows:

“ Corrupt Practice” means the offering, giving, receiving or soliciting of anything of

value to influence the action of the public official in the procurement process or in

contract execution; and

“Fraudulent Practice” means a misrepresentation of facts, in order to influence a

procurement process or execution of an expression of interest (EOI) to the detriment of

MCNUJC University Bhopal, and include collusive practice among Applicants (prior to or

after submission), designed to establish design proposal at artificial non-competitive

levels and to deprive MCNUJC University Bhopal of the benefits of the free and open

competition.
