As part of Naval Regimental System activities, 74 locations pan India were visited by the CRSO teams during the year 2014-15 to reach out and interact with widows’ of naval personnel.

This has resulted in expeditious redressal of grievance and updating the audience on the latest policy letters in force.

Visit programme for the year 2015-16 for interaction with widows / ESMs and ZSBs/RSBs has also been promulgated.

The process of reaching out to every ESM/widow/NOK is long drawn, which cannot be achieved without the help of those who are aware of the NRS. Therefore, it is essential that Naval ESMs spread the message of NRS to others and advise them to get in touch with the concerned CRSO/RSU.

The Govt has initiated Digital Life Certificate (Jeevan Pramaan) scheme for rendering digital life certificate for pensioners which is based on Aadhar. All veterans were requested to obtain Aadhar Number for themselves and their NOK. They should also link their pension bank account with Aadhar.

Please note that PCDA(P), Allahabad would gradually incorporate these details in all PPOs of both retiring and retired personnel. 

Details of Aadhar registration of all members of Navy Foundation & their spouse and dependents may please be forwarded to DESA by 30 April 15. 

It is also requested that details of the members who have linked their Aadhar details with Jeevan Pramaan portal also be indicated.

Navy has now introduced a booklet (like pass port) which is the new "Service Certificate" that is being issued to the retiring Officers.  This has been introduced to maintain a Tri-Service uniformity. Only Sailors were being issued such a document at the time of their release. Whereas, Army and Air Force have been issuing a similar document to all their retiring personnel. Zila Sainik Boards refer to this document as the "Discharge Book''. 

    For issuance and renewal of ESM/Widow I-Cards, many Zila Sainik Boards are insisting for this new "Service Certificate". Hence, all pensioners are hereby advised to apply for the same and get the booklet issued. Necessary instructions and forms required to be filled are attached here with as six attachments.

Veterans who  wish to apply for the new Discharge Book (passport type) will have to print pages 1-4 and fill them as per instructions for filling up (forwarded vide e-mail serial No 28/2015). The new Discharge Book has no bearing on the commencement / continuation of service / family pension. It is likely to be called for by Zila Sainik Boards for issuance/renewal of ESM / Widows I-Card.

  Details of the attachments are as follows:- (a)  Instruction for filling the four sheets. (b)  Scanned NoK (sheets 1-4) applicable to pensioners only. (c)  Excel format of the entire NoK document as applicable

for serving officers. For better quality print the relevant pages only (1-4) may be printed from this file and used for filling up the forms.

        The NoK (sheets 1-4) have to be filled up as per instruction and forward  along with two each passport size photographs in uniform and joint photographs including married/unmarried children  (size 5.5 cm x 3.5 cm). The completed applications will be processed at DOP (OA&R/OPF) and new "Service Certificate" issued subsequently. The completed forms (ink signed) can be forwarded either directly to DOP at the address given below or routed through this Directorate.

As per latest NHQ"s directive , all the PPOs are required to be digitized by 30 Sep 2015  for issuance of E- PPO"s to all retired fraternity which would be linked to their respective Aadhar  numbers for carrying out automatic amendments to the PPOs as and when issued in future .

Veterans having pension a/c with SBI as normal SB A/C and not as Defence Salary Package Pension (DSP Pension) A/c, can give their consent to the Branch Manager and convert  their existing SB a/c in to DSP Pension A/c. All the benefits stated in DSP a/c are available to ESM less the following:-

     However, the loan amount cannot be more than 18 Months of Pension.  All categories are entitled for a Second Loan within the eligible criteria.  The interest rate is 3.5% above base rate (13.35% at current base rate).

ECHS Cards. Regional Centre, Delhi Cantt has stopped

making ECHS card w.e.f. 01 Jun 15. RC ECHS, Delhi Cantt has intimated all polyclinics, hospitals, eye & dental centres and diagnostics centres that due to contractual / technical issues “ECHS Smart Card” (Plastic Cards with Micro Chip) may not be issued to the veterans for next six to eight months. To obviate any hardships to the veterans, validity of the temporary receipt is being extended to six months.

INHS Asvini has started a ‘SMS Based Patient Registration System’ on a pilot basis in Obstetrics and Gynaecology OPD. The hospital is also planning to extend the same facility to Orthopaedics and Dermatology (Skin) OPDs. Patients desirous of registering through SMS in the above mentioned OPDs are required to send a SMS from their mobile to 9969401444. The following guidelines are to be adhered to strictly for availing SMS based registration at the above mentioned OPDs:-

(a) Only one Clinic in each OPD has been designated for provision of this facility.

(b) This registration is need based but not Doctor based or preference based.

(c) Patients registered through SMS are required to report to the Reception of respective OPDs in the allotted time. If the patient registered through SMS does not report to the OPD Reception in the allotted time slot, the registration shall stand cancelled. In such instances, patients have to re-register on the spot (to be queued at the end).

(d) Only referred cases (either from MI Room/ AMA/ Family Clinics) and Follow up cases will be entertained in the SMS based clinics.

(e) Registration can be done for the same day only. (f) Registration of maximum up to 40 patients per OPD will be

done per day. (g) SMS has to reach in the above mentioned mobile number

(i.e. 9969401444) between 0600 hrs to 0700 hrs only. (h) SMS received before 0600 hrs and after 0700 hrs will not be

considered for registration. (j) A reply SMS shall be received by the client between 0630 hrs

to 0730 hrs with details of Queue Serial and Probable time slot for consultation at the desired OPD.

allotted serial. 2. All personnel are requested to avail this SMS based patient

registration system at INHS Asvini to avoid long queue and reduce waiting period at the hospital.

3. This facility is available at Obstetrics and Gynaecology OPD since 15 Jul 15 and will be available in Orthopaedics and Dermatology (Skin) OPDs w.e.f. 05 Aug 15 on respective OPD days as tabulated below:-

Payment of Constant Attendance Allowance (CAA)--- Constant Attendance Allowance is paid in arrears, twice in a year, along with disability pension / war injury pension on the basis of declaration / Certificate submitted by the pensioner to his / her Pension Disbursing Agency (PDA) in May and November.

It has now been decided that henceforth CAA shall be paid on monthly basis during the period of award along with disability pension / war injury pension as the case may be, vide MoD letter No. 1(2)/2013-D(Pen/Pol)dated 27 Apr 2015.

hours, if an ECHS beneficiary gets admitted to a non-empanelled facility in an emergency.

(aa) Acute Cardiac conditions/syndromes. (ab) Vascular catastrophes. (ac) Cerebro-Vascular accidents. (ad) Acute respiratory emergencies.

All grievances received from veterans are being replied to, including information sought under RTI. Grievances are being addressed through e-mail via internet and through website www.pgportal.gov.in of DoESW.
