Seminar on Intellectual Property Rights
A one day Seminar on IPR was organized by PIC-Kerala in association with Victory Instituteof Technology, Thrissur and Energy Conservation Society at Hotel Pearl Regency,Thrissur on17th May 2008. The Hon'ble Minister for Revenue and Land Reforms, Adv. K.P.Rajendraninaugurated the function. Hon'ble MLA Adv. Therambil Ramakrishnan delivered thePresidential Address. The Technical Sessions were handled by the experts in the field oflPR.Dr. Ajit Prabhu .V, Principal Scientific Officer, Kerala State Council for Science, Technology& Environment, Trivandrum gave a presentation on ' An overview of IPR ' . Dr. c.R. Elsy,Associate Professor, Kerala Agriculture University made a presentation on 'Scope ofGeographical Indications in Kerala'. Adv. Vinod Jabbar, Jubily vihar, Chalakkudy gave atalk o.n 'Legal dimensions oflPR '.The technical sessions were followed by a panel discussion.There were more than 100participants for the Seminar. The participants were mostly Studentsfrom various Industrial Training Institutes in and around Thrissur and general public as well.

The WorldIntellectual Property Organization presented awards for two inventors at the GenevaInternationalExhibition of Inventionson April4, 2008. Mrs.Maryam Eslami from Iran won theWIPOAwardfor the best inventionby a womanfor a medicalinstrumentto be used in bonesurgeryand treatmentof variousbone- relatedailments.Mr.WanTarmeze from Malaysia won the WIPOAward for best invention from a developing Country forengineered wood madefromthe wastebiomassof oil palmplantations.Thewinnerswere selectedby an Internationaljury of expertsdesig-natedby the organizersof the exhibition.This is the twenty seventhyear in whichWIPOhaspre-sented awards at the Geneva event. Since 1979, WIPO awarded over 1000 medalsto inventors,includingy~unginventorsfrommorethan 100Countries.

Kodak Settles Patent Litigation with St. Clair Intellectual Property Consultants
EastmanKodakCompanyannouncedthat it has resolvedits patentdisputewith St. Clair IntellectualPropertyConsultantsInc.EffectiveMay 14,2008, the parties entered into a settlement agreementthat resolvesall of the litigationbetweenthem.Underthe termsof the settlement,Kodakassigneditsrights in the patentsin disputeto St. Clair,and stipulatedthat St. Clair is the ownerof the patents.St.ClairgrantedKodaka full releaseanda license to the patents in dispute and committed to grantlicensesto two othercompaniesof Kodak'schoosing. .

IPRs issuesare notonly discouragingforeign investors, but also hurting leading local companiesof fast movingconsumergoods items,medicine,bookwriters,musicindustry,film industry,autoparts manufacturesand tyremanufactures.

Kerala State become the first State in India to formulate the IPR Policy when Hon'ble Chiefr MinisterofKerala,Sri.V.S.Achuthanandanreleasedthe IntellectualPropertyRightsPolicyofthe
State by handing over a copyto Sri. S. P.Shukla,Formernegotiatorof the Countryat the UruguayRounds, on 28th June 2008.The policy envisagesthe settingup of KeralaTraditionalKnowledgeAuthority(KTKA)to protecttraditionalknowledge.Thepolicyhas envisagedmechanismsto preventmisappropriationof traditional knowledge associated with biological resourcesby foreigners. Tooverseeall the activities,a SupervisoryCouncil on Intellectual Property(SCIP)will be setupunderthe Chairmanshipof the chiefMinisterand LawMinisteras the ViceChairman

Thee-filingof Patentshits1000markInlessthanoneyearof the receptionof the e-filingof Patents,theIndianPatentOfficereceived1000applicationselectronically.The e-filing of Patents& TrademarksfacilitywasinauguratedbytheHon'bleMinisterforCommerceandIndustry,Shri.KamalNathon20thJuly2008.Thenumberof applicationsreceivedsofar throughonlineisequaltoabout3%of the total filing of the Patentapplications.Therevenuereceivedthroughonlinepaymentgatewayforthe applicationsfiled online isapproximatelyRs.2.54crore.E-filingprovisionisalsoavailablefor filingnewTMRapplicationsandTMRsearch.

TheIndianPatentOffice issueda notification to its respectivebranchofficespointingout that theywill berequiredto
providerepliesof theapplicantcompanyto theentity which is opposingits grantof patent.This is to allow companiesmakingoptimumuseof the patentoppositionprovision.A Federationof IndianChambersof CommerceandIndustry
(FICCl) Official saidthatofficials atall the patentofficesshouldprovidethepatentapplicant's replyto the opponentcompany.Till date,around300pre- grantoppositionshavebeenfiled. However,dueto the lack of uniformstandards
to provideadequateresponseto the companyopposingthegrantof patent,haddiscouragedmorecompaniesto lever-agethe provision.Basedon this ground,the PatentOffice hascomeup with thenewmethod.
