प्रौद्योषगकी षतशन (एनएतएईटी)-र्ीक और रोपण म सातग्री उप-षतशन (एसएतएसपी) (षकसे मसतें मसके प‍ चात

स् कीत कहा गया ह)ै का प्रशासन कर रहा ह ैषकसका उदेश‍े य षन्‍ नषलषतत के ्ारा ककसानों के र्ीकों की गुण मवता तें

सुिार लाना ह:ै-

और पूवो‍ त स् कीत तें भारत की स्षचत षनषि से उपगत आवतव व् यय अ‍ तिवषलत ह ै

अत: अर्, कें रीयीय सरकार आिार (षवत् तीय और अ‍ य सहाषयककयों, प्रसुषविाओं और सेवाओं का लष‍ यत

पररिान) अषिषनयत, 2016 (2016 का 18) (षकसे मसतें मसके प‍ चात उ‍ त अषिषनयत कहा गया ह)ै की

िारा 7 के उपर्‍ िों के अनुसरण म तें षन्‍ नषलषतत को अषिसूषचत करती ह,ै अ्ाित:-

(1) मस स् कीत के अिीन प्रसुषविाओं का उपभोग करने के षलए ककसी भी पार ककसान से आिार होने का

सर्ूत िनेे या आिार अषिप्रताण मन प्रकिया पूरी करने की अपेक्षा होगी

(2) मस स् कीत के अिीन प्रसुषविाओं का उपयोग करने का म‍ ुक ककसी ककसान षकसके पास आिार

स्ख् या नहह ह ैया षकसने अभी तक आिार के षलए नाता्कन नहह कराया है, को 31 ताचि, 2018 तक

आिार नाता्कन के षलए आवेिन कराना होगा यकि वह उ‍ त अषिषनयत की िारा 3 के उपर््िों के

अनुसार आिार प्राप् त करने काककी हकिार ह ैऔर ससे व् यष‍ त आिार के षलए नाताक्न करान ेहतेु ककसी

भी आिार नाता्कन कें रीय (भारतीय षवषशष्‍ट ट पहचान प्राषिकरण म (यूआईाीएआई) की वेर्सामट

www.uidai.gov.in तें उपलब् ि सूची) पर का सकें गे

(3) आिार (नाता्कन और अद्यतन) षवषनयतन, 2016 के षवषनयत 12 के अनसुार रा्‍ य सरकारों या स्

रा्‍ य क्षेर प्रशासनों के अिीन षवभाग या त्रालय से उसके कायाि‍ वयन अषभकरण मों के ता्‍ यत स ेसस े

फायिाग्राषहयों षक‍ होंन ेअभी तक आिार के षलए नाता्कन नहह कराया है, के षलए आिार नाता्कन

सुषविाए ् उपलब् ि करान े की अपेक्षा होगी और यकि सर्््षित ब् लॉक या तालुका या तहसील तें आिार

नाता्कन कें रीय षस् ् त नहह ह ैतो रा्‍ य सरकारों या स् रा्‍ य क्षेर प्रशासनों के अिीन षवभाग या त्रालय

अपने कायाि‍ वयन अषभकरण मों के ता्‍ यत से वतितान भारतीय षवषशष्‍ट ट पहचान प्राषिकरण म के षवद्यतान

रषकस् रारों के सत‍ वय से या त्रालय स् वय् भारतीय षवषशष्‍ट ट पहचान प्राषिकरण म रषकस् रार र्नकर या

रा्‍ य सरकारें या स् रा्‍ य क्षेर प्रशासन तें षवभाग स् वय् यूआईाीएआई रषकस् रार र्नकर सुषविाकनक

स् ् ानों तें आिार नाता्कन सषुविाए ्उपलब् ि कराएगे् :

पर्तु व् यष‍ त का आिार षनयत ककए काने तक सस े व् यष‍ तयों को स् कीत के अिीन प्रसुषविाए ्

षन्‍ नषलषतत िस् तावेक प्रस् ततु ककए काने के अिीन रहत ेए ए िी काएग्ी; अ्ाित:-

(क)

(i) यकि उसने नाता्कन करा षलया ह ैतो उसकाकउसकी आिार नाता्कन पहचान की पचव; या

(ii) आिार नाता्कन के षलए ककए गए आवेिन की एक प्रषत कैसा कक पैरा 2 के उप- पैरा (2) तें षवषनर्ििष्‍ट ट ह;ै

और

(त)

(i) भारत षनवािचन आयोग ्ारा कारी ततिाता पहचान पर; या

(ii) स् ् ायी ताता स्ख् या (पैन) कााि; या

(iii) पासपोटि; या

(iv) राशन कााि; या

(v) फोटो सषहत र्ैंक या ााक र की पासर्ुक;

(vi) राकपषरत अषिकारी या तहसीलिार ्ारा उसके आषिकाररक लेटर हाै पर कारी फोटो वाला पहचान

प्रताण मपर; या

(vii) तोटर यान अषिषनयत, 1988 (1988 का 59) के अिीन अनुज्ञापन प्राषिकारी ्ारा कारी चालन

अनुज्ञषप् त; या

(viii) ककसान फोटो पासर्ुक; या

(ix) रा्‍ य सरकार या स् रा्‍ य क्षेर प्रशासन या त्रालय ्ारा षवषनर्ििष्‍ट ट कोई अ‍ य िस् तावेक: पर्तु यह और कक उपयुि‍ त िस् तावेकों की का्च मस प्रयोकन के षलए रा्‍ य सरकार या स् रा्‍ य क्षेर प्रशासन या

त्रालय ्ारा षवषनर्ििष्‍ट ट रूप से अषभषहत अषिकारी ्ारा की काएगी

2. मस स् कीत के अिीन फायिाग्राषहयों को सुषविाकनक त्ा षनर्ािि रूप से प्रसुषविा प्रिान कराने के षलए रा्‍ य

सरकार या स् रा्‍ य क्षेर प्रशासन के अिीन षवभाग या त्रालय अपने कायाि‍ वयन अषभकरण मों के ता्‍ यत स े

षन्‍ नषलषतत सषहत सभी आव‍ यक व् यवस् ् ा करेगा, अ्ाित :-

(1) स् कीत के अिीन प्रसुषविा प्राप् त करने के षलए आिार की आव‍ यकता के प्रषत आवेिकों या फायिाग्राषहयों

को कागरूक र्नाने के षलए उ‍ हें तीषाया त्ा व् यष‍ तगत सूचनाओं के ता्‍ यत से व् यापक प्रचार प्रसार

ककया काएगा और उ‍ हें सलाह िी का सकेगी कक यकि अभी तक उनका नाता्कन नहह ए आ ह ैतो 31 ताचि,

2017 तक अपने-अपने क्षेरों तें षस् ् त नकिीक नाता्कन कें रीयों तें स् वय् का नाता्कन करा लें स् ् ानीय रूप

से उपलब् ि नाता्कन कें रीयों की सूची उपलब् ि कराई काएगी

(2) यकि स् कीत के अिीन फायिाग्राही आस-पास के क्षेर कैस ेकक ब् लॉक या तालुका या तहसील तें नाता्कन

कें रीयों की अनुपलब् िता के कारण म नाता्कन करान ेअसत्ि हैं तो रा्‍ य सरकारों या स् रा्‍ य क्षेर प्रशासनों

के अिीन षवभाग या त्रालय अपने कायाि‍ वयन अषभकरण मों के ता्‍ यत से सुषविाकनक स् ् ानों तें आिार

नाता्कन सुषविाए ्सृषकत करेगा और फायिाग्राषहयों से अनुरोि ककया काए कक वे रा्‍ य सरकार या स्

रा्‍ य क्षेर प्रशासन या त्रालय या कायाि‍ वयन अषभकरण म के अषभषहत पिाषिकाररयों के पास या मस

प्रयोकना्ि उपलब् ि वेर् पोटिल पर पैरा 1 के उप-पैरा (3) के प्र्त पर्तुक तें अपना नात, पता, तोर्ामल

न्र्र और य्ा षवषनर्ििष्‍ट ट अ‍ य षववरण म िकेर अपने अनुरोि को रषकस् रीकृत कराए ्

3. यह अषिसूचना असत, ते ालय और क्‍ तू-क‍ तीर रा्‍ यों को ोर कर सभी रा्‍ यों और स् रा्‍ य क्षेर प्रशासनों

तें राकपर तें उसके प्रकाशन की तारीत से प्रभावी होगी

NOTIFICATION

New Delhi, the 9th May, 2017

S. O. 1467(E).— Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;

And whereas, in the Government of India, Ministry of Agriculture and Farmers Welfare (hereinafter referred to as the Ministry), the Department of Agriculture, Cooperation and Farmers Welfare, is administering the Centrally Sponsored Scheme of National Mission on Agriculture Extension and Technology (NMAET) - Sub-Mission on Seeds and Planting Materials (SMSP) (hereinafter referred to as Scheme) which is aimed at improving the quality of farmer’s seeds through the following: -

a. Seed Village Programme of Cereals, Pulses, Oilseeds, Fodders and Green Manure crops by providing foundation seeds or certified seeds input subsidy, and

b. Certified Seed Production of Pulses, Oilseeds, Fodders and Green Manure crops through Seed Village Programme by providing foundation seeds input subsidy, seed certification charges, seed processing and seed storage.

And Whereas, the Seed Village Programme and Certified Seed production aim to provide training, cash subsidy and subsidized seeds (in-kind) (hereinafter referred to as benefits) to farmers (hereinafter referred to as beneficiaries) through various agencies such as State Department of Agriculture, State Seed Corporations, State Agricultural Universities, Farmers’ Seed Producing Organisations, Farmers’ Seed Cooperatives, Central Agricultural Universities, National Seed Corporation Ltd., etc. (hereinafter referred to as Implementing Agencies) and also through the State Governments and Union Territory Administrations.

And whereas, the aforesaid Scheme, involves recurring expenditure incurred from

the Consolidated Fund of India.

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-

1. (1) A farmer eligible for availing benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication.

(2) Any farmer desirous of availing benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment by 31.03.2018 in case he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the department under the State Governments or Union Territory Administrations or the Ministry through its Implementation Agencies is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar

enrolment centre located in the respective Block or Taluka or Tehsil, the department under the State Governments or Union Territory Administrations or the Ministry through its Implementation Agencies shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India or by Ministry itself becoming Unique Identification Authority of India Registrar or by department in the State Governments or Union Territory Administrations itself becoming UIDAI Registrar:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely:- (a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or

(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and

(b) (i) Voter Identity Card issued by the Election Commission of India; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Bank or Post Office Passbook with Photo

(vi) Certificate of identity having photo issued by the Gazetted officer or Tehsildar on

an official letter head; or

(vii) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988

(59 of 1988); or

(viii) Kisan Photo Passbook; or

(ix) Any other document as specified by the State Government or Union Territory

Administration or the Ministry :

Provided further that the above documents shall be checked by an officer

specifically designated by the State Government or Union Territory Administration or the

Ministry for that purpose.

2. In order to provide convenient and hassle free benefits to the beneficiaries under

the Scheme, the department under the State Government or Union Territory Administration

or the Ministry through its Implementing Agencies shall make all the required arrangements

including the following, namely:-

(1) Wide publicity through media and individual notices to be given to the applicants or

beneficiaries to make them aware of the requirement of Aadhaar to receive benefits

under the Scheme and they may be advised to get themselves enrolled at the

nearest enrolment centre available in their areas by 31.03.2018 in case they are not


yet enrolled and the list of locally available enrolment centres shall be made

available to them.

(2) In case, the beneficiaries under the scheme are not able to enroll for Aadhaar due to

non-availability of enrolment centres in the vicinity such as in the Block or Taluka or

Tehsil, the respective Department under the State Governments or Union Territory

Administrations or the Ministry through its Implementation Agencies are required to

create Aadhaar enrolment facilities at convenient locations, and the beneficiaries

may be requested to register their requests for Aadhaar enrolment by giving their

names, addresses, mobile numbers and other details as specified in the first proviso

to sub-paragraph (3) of paragraph 1, with the designated officials of the State

Government or Union Territory Administration or the Ministry or the Implementing

Agency or through the web portal provided for the purpose.

3. This Notification shall come into effect from the date of its publication in the Official

Gazette in all the States and Union Territories Administrations except the States of Assam,

Meghalaya and the State of Jammu and Kashmir.
