    isolation of the 1990s when we suffered, as we continue to suffer today, from terrorism and ex-tremism exported from outside our borders. Today, Afghanistans flag flies proudly in the four corners of the world. With your support, we have achieved historic gains for the Afghan people in virtually all areas: the establishment and growing and continuing maturation of our young democ-racy, including an elected President, an elected national assembly and elected provincial councils, infrastructure development (from roads to elec-tricity to telecommunications), education, health-care, the freest and most independent media in the region and much more. We readily realize that these historic accom-plishments have come at the price of enormous shared sacrifices on the part of the Afghan people and all the nations that have stood with us, in-cluding those of the European Union. The sacri-fices of your brave soldiers and your courageous aid workers and diplomats are real and they have brought visible, measurable changes in the lives of countless Afghans.So I want to take this opportunity to renew the Afghan government and peoples sincere and ev-erlasting thanks and appreciation to the European Union and all its individual member states for standing with Afghanistan over the past decade and for your strong commitment of continuing, long-term support and assistance during the Transformation Decade. Secondly, as we in Afghanistan continue our efforts to foster greater confidence, increased result-oriented cooperation and closer integra-tion in the Heart of Asia region, including through the Istanbul Process, the historic success of the European Union project will continue to be a concrete and immensely rich model to study and learn from. For example, the fact that in a little over fifty years, the countries within the European Union have so definitively come out of the trials, tribu-lations and tragedies of the 20th century and forged a dynamic, affluent and powerful union to the benefit of all the peoples of Europe and

    beyond is an extremely encouraging example for us in this region. In fact, as in the past, our region continues to suffer from very similar divisions, lack of trust and confidence and competing agendas that many present-day members of the European Union suf-fered from in the past. But just as visionary lead-ers in Europe realized that building confidence and integration, though requiring great patience, perseverance and hard work, is not only neces-sary but a win-win formula for everyone involved, we hope to achieve something similar through the Istanbul Process. And Im sure youll agree with me when I say that this important effort has gained tremendous momentum since its inception in Turkey a mere 17 months ago. Lastly, I want to be clear once again that we desire and are fully committed to further strengthening and broadening our existing strong friendship, partnership and cooperation with the European Union. In this context, I would like to note with gratifica-tion the steady progress of our negotiations on a comprehensive Cooperation Agreement on Partnership and Development. Were at the very final stages of readying this immensely significant agreement from our side, and look forward to its early signing in the very near future. I would like to thank you, Ambassador Usackas, and all your colleagues in the EU here and in Brussels whove been part of the CAPD negotiations for their com-mitment and hard work. The signing of the CAPD will open a new and exciting chapter of cooperation and partnership between Afghanistan and the European Union in all the areas that it covers for many, many years to come. We will continue to need the help of the Eu-ropean Union and the rest of the international community as we work towards lasting peace, security and development in Afghanistan and as we strengthen the bonds of friendship and coop-eration between our governments and peoples. Thank you very much.

    Its an honour and my immense pleasure to be here with you to celebrate Europe Day today here in Kabul. So, thank you once again, Ambassador Usackas, for the kind invitation and for allowing me to say a few words. Id like to briefly touch upon three specific points here today. Before I do that, let me convey my heartfelt con-gratulations to you and everyone else from the EU here on the occasion of this important day.
