Dwelling: a building or other place to live in
Warming center: is a short term emergency shelter that operates when temperatures or a combination of precipitation, wind chill, wind and temperature become dangerously inclement. Warming centers are frequently directed to the circumstances of persons who are "unsheltered" due to a personal state of homelessness and who, for one reason or another, do not utilize existing homeless shelters.
Impoverished: reduced to poverty.
A vagrant or a vagabond: A vagrant could be described as being "a person without a settled home or regular work who wanders from place to place and lives by begging"; vagrancy is the condition of such persons.
Beggars: a person who begs, esp one who lives by begging

What is homelessness?
Homelessness categorizes the condition of people without a regular dwelling because they are unable to acquire, maintain regular, safe, and adequate housing, or lack "fixed, regular, and adequate nighttime residence.
