The Due Process Office bas conducted a preliimnary investigation into your claim that a sum of $270. 00 ($220.00 salary - $50: 00 car allowance) is owed you for the one montb period of February 1972.
Our investigation bas uncovered some of the followin!( facts:
1. You discussed the possible assignment change with the. Personnel Board prior to February 1972; however, no speCific time for rea~sig~ent vias determi~ed.
2. Yon informed the Personnel Board of your departure from St. John's in February 1972 after the fact. Your departure wa's a unilateral decision made without the preVious knowledge of the "Archbfshop or the Personnel Board:
3. Salaries and car allowances are not paid in advance ... but only. after service has been performe~
4. You informed the, Personnel Board that you would be available for .reassignment after February 14, 1972.

I am sending this message to say that I am deeply concerned regarding the growing division in St. William Parish.
Father Becker's public appeal to parishioners that they do something to remove remove the pastor was a most shameful and unChristian display of immaturity. Does he really have a mental problem? Should he be allowed to continue his stay here whe're he is causing, day by day, a greater parish division?
Father Quartana has worked hard and long at his priestly duties and though he may have an average share of faults he certainly does not deserve the treatment given to him by Father Becker and fo 11 owers.
Can't something be done to curtail this scandal by removing Father Becker from St. William Parish?
All through the scandal of last year Father Quartana never exposed- Father Wagner and the Sister of our community who tried

In y.iew of what has been transpiring at St. William's during the past few weeks, I feel obligated to express my concern regarding the problems which s'eem to be worsening.
You are aware, of course, of the rift among people of this parish. Numerous families are now very much disturbed after having been held as a captive audience at two Sunday Masses during .which the associate, Father Franklyn Becker, related his reactions toward living conditions at the rectory. Whether his recital of grievances had any basis or not, he surely did everyone a great injustice by speaking as he did about the parish's pastor on Vocation Sunday.
If a problem existed,. I believe there are channels for recourse other than the pulpit where visitors and children are present along with parishioners.
Does Father Becker have a personal problem? If such should be the case, he surely cannot continue to take out his frustrations on the parish. After what ha'l"happened, it doesn't seem likely that so many words can be forgotten since they've reached so many people.
I hope that some action can be taken to rl'medy the present very unhappy situation.

Our parish troubles continue! Last night I had a talk with Fr. Becker. I wanted to know what his intentions are because he is dOing next to nothing now. Last Saturday he was just gone; he didn't mention anything to me; he didn't bother to inquire about confessions (actually, we have very few) etc. In our conversation last night he told me that he will be gone after Mass on Friday until Sunday evening, since a Redemptorist is coming to speak at all Masses about the Liguourian, In the conversation I asked him about evening confessions. He told me that he will not go to the Church to hear confessions on Saturday evenings since very few come. He feels that we can inform the people that confessions will be heard in the rectory. I'll buy that except that not many people are ready for face-to-face. confessions .. We encouraged our people to do that all last year and had no takers. Besides that, it would be difficult for families to come to the rectory and wait etc. He feels that since the confession policy is my policy he is not obligated to abide by it. It's very trying since I can't seem to be able to make him understand that we ought to be offering some evening time for confessions. It would only obligate him twice a month since we take turns between afternoon and evening confessions. 50·1 will hear evening confessions.
It is apparent to me that I have a 38 year old rebel on my hands who will do only and just what he wants to do. So I'm asking you a question. Are we obligated to pay him a full associate's .salary? Is such a suggestion out-of-l ine? I know this question will be asked me by one of the parish trustees. Last month this trustee felt that we should deduct $20 we spent for a Sunday help-out from·Fr. Becker's salary who was not here when his doctor told him to spend some days away from the rectory. Instead; we just followed the Archdiocesan gas allowance policy to the letter.
This js most unpleasant for both of us. What makes'it worse is that th~ parish is troubled and it surely is bad example for us to be giving. I'm convinced that it will be better for me and for everyone else that I never work with an associate again •

. lihen you granted me· permission to pursue my interest;n campus· ministry outside of the Archdiocese of Milwaukee you indicated a willlngness. to extend ·that permission. beyond the term of my con.tract. I am hoping that thiS arrangement is still agreeable t('-you~ . .
I have been in contact wi th the Personnel Board asking that I be kept informed .of openings in . Campus Ministry in the· Archdiocese. To date I have notcbeen offered any assignments either in campus ministry or a.team ministry which was my other choice' .
. I have been offered a position on the Campus Ministry Team at st. louis University under the direction of ·Fr. Ileal t1cDermott,O.P. I would be serving with him and aoother Jesuit in the department. This posit·jon is open the first

At the March 14th meeting of the Personnel Board, several matters came up which I bring to your attention with this letter.
Because of our wish to take care of the complaints brought to this Board concerning Father ' , the Pastor of St. Hubert Parish, Hubertus, we inquire as to the progress of the ~sk Force on Alcoholism in visiting with Father Rutzinske and dealing with the complaints. I would appreciate having a progress report from you.
A serious complaint has been brought to the Board from Mrs. of 3177 South 38th Street, Milwaukee 53215 (383-5005). Mrs. charges that Father Franklyn Becker, now working outside the Archdiocese of Milwaukee at a parish in San Diego, owes her $6,000. She claims that she lent Father Becker $6,000 in 1968 to help pay for his mother's house. Mrs. Becker paid this' money back in two years. Mrs. then lent the same amount to Father Becker for his brother to pay for his home. The brother paid the money back to Father Becker, who kept it. Mrs. maintains that she made, it clear that the money was a loan, not a gift. Father Becker' now maintains that the money was given him as a gift and, therefore, that he owes her nothing. Mrs. showed me letters from Father Becker and from his mother, as well as copies of her letters to both people which she maintains substantiates her claim. However, the letters were at best vague, in my op~n~on. Actually, Mrs. does n'ot have any clear proof that her claim is valid. It would,seem to amount to her word against Father ,Becker's. She now asks the Church to do something about the matter. She has deep feelings of anger and hurt over the ~hole matter. I would ask that you hear her complaint and bring this to':E'atherBecker's attention. In the Board's opinion, justice and charity demand this attention to the sincere complaint of this widowed and elderly lady.
The Board also brings to your attention the matter of Sister d's complaint against Father It would seem that this affair is headed for troubled waters. I would appreciate speaking to you about where we should go next in dealing with this complaint.

The P:tiest Fund i~ still unable to give 'fuller benefits since you continue to be in arrears~ Just a suggestion) to get -yourself paid up as soon. as possible.. This would uncomplicate th~ngs all the way around.. We realize 't1iat" the "tot'a! of $200 per month . does not equal full salary but together :with daily Mass stipends and living costs' prlY'Tided by the parish you' should be able to survive -without too muc.h, difficulty.
